It is very difficult for some people or organizations to say "I don't know".

Right now that is what WHO and Indonesia are saying, in their own way.

They do not have a handle on the situation and they don't really know what is going on, but if they were to say that they feel as if they would appear inadequate.

Indonesia's Health Ministry said Friday, that W.H.O. officials confirmed one of the deaths was a boy from Sumatra, the fifth confirmed fatality in a cluster of family deaths there.
The second fatality was a boy near Jakarta.
Indonesia has the highest number of human bird flu deaths after Vietnam.

Cluster of 8. 6 dead i hope its the same cluster.
