Global warming causes glaciers to retreat in India, prompting ingenuity from mountain farmers to conserve water for crops.

Chhewang Norphel makes artificial glaciers. The reason: The real ones have rapidly receded up the Himalayan slopes in his home district of Ladakh in northernmost India.

Himalayan communities like Ladakh rely on glacial runoff to grow food, making them ? along with tiny island nations ? among the first to feel an existential threat from climate change. Mr. Norphel's artificial glaciers represent one of the earliest human efforts at adaptation.

"At the moment, except for this, there is no other solution," says Norphel. But he feels time running out, since even his idea requires runoff from real glaciers. "Everything is melting very, very quickly because of global warming."

The septuagenarian nimbly hops from stone to stone to cross a stream. Below, on an otherwise boulder-strewn high desert, lies the small village of Stakmo in a patch of green fields famous for barley.

Here, Norphel is using what is abundant ? stone ? to conserve what is precious ? water. The idea is simple: Divert the unneeded autumn and winter runoff into a series of large, rock-lined holding ponds. As the days grow colder, the ponds freeze and interconnect into a growing glacier.

Less snow to moisten spring soil

He has built 10 glaciers across the region. His largest stretched more than a mile before an unusual week of rain wiped it out in 2006.

The artificial glaciers melt early enough to rescue farmers from the catastrophe of a dry spring. In recent years, farmers have been planting later and later because the natural glaciers are now too high to melt early, and the valleys no longer get a covering of snow to moisten springtime soil.

"The fields used to be full of snow, now they aren't at all," says Tashi Tondup, a farmer in Stakmo. Some 80 percent of Ladakhi farmers like Mr. Tondup depend on snow and glacial melt for irrigation, according to Norphel.

"We have a saying: If we sow our fields after the 21st of June, they will never grow. But this year, due to late arrival of water, we sowed our fields on the 28th of June. So we still don't know what we are going to get," says Tondup.

Norphel says his glaciers will melt in April or May.

In Sabo, manmade glacier lost to Mother Nature

Tondup hopes the effort will work. But Tsering Wangchuk knows it will. His village of Sabo had been suffering years of springtime water shortages because of declining snowfalls. So they turned to Norphel.

"After getting the glacier, [farmers] had sufficient water to do what they were doing originally ? a bad situation went to normal," says Mr. Wangchuk. But the 2006 floods wiped out the glacier and earthworks.

Now Wangchuk has come to Stakmo to learn from Norphel how to rebuild a better glacier.

Norphel himself is experimenting with three different designs in Stakmo ? tweaking variables such as using shadier north slopes and varying the 5-ft. to 7-ft. depths of the holding pools. He then plans to train as many villagers as possible on the most effective design.

It will take 20 people with shovels and a backhoe to build the more than 900 feet of rock walls to finish the Stakmo project. The materials are simple: dirt, pipes, rocks ? and runoff from real glaciers high above.

"There needs to be some source of water," says Norphel. "When all the glaciers [are] finished, it will be very difficult to solve this problem."

A new glacier: $50,000

Norphel says a good artificial glacier costs $50,000. He gets only partial support ? about $20,000 a glacier over a five-year window ? from the central government's Watershed Redevelopment Program. If the money doesn't materialize, he might have to scale back either the scope of the project or its upkeep. No one else has stepped forward to help with funding, and while journalists have chronicled his work, no scientists have come to study the technique. That doesn't seem to bother him: He says simply that he is more interested in training local villagers than in passing his knowledge on to academics.

He is starting to get attention from environmental groups, however, and he now has a PowerPoint presentation that he gave most recently this September at a climate change conference in Ladakh's capital of Leh.

"I think Ladakh is the first victim of climate change," says Padma Tashi, who runs a local nongovernmental organization (NGO) and organized the conference. And "we, the people of Ladakh, are looking for some kind of climate justice."

By "climate justice," Mr. Tashi means reparations in the form of payments from developed countries that have produced most of the world's greenhouse gases. That money could then be used to fund adaptation projects like Norphel's glaciers, or rebuild villages following climatic disasters like the 2006 flood.

Flush toilets and daily showers drain water supply

While India was one of the early victims of developed countries' pollution, Ladakhis are also responsible for their environment's degradation. The district has welcomed an explosion of tourists ? from 18,000 in 2000 to 74,000 last year. They have brought profligate attitudes about water usage, including daily bathing and flush toilets. As a result, natural glacier-fed springs that three years ago supplied enough water for the capital have dried up. To compensate, Ladakhis have started drilling bore holes and taking more water out of the head-waters of the Indus River.

For the most part, the district government has done little to enforce conservation beyond talking about a development plan and restricting private well drilling. Otherwise, the government is focused entirely on increasing supply, rather than curbing demand.

"Demand you cannot restrict," says Ravinder Kumar Koaul, executive engineer of Leh's water department. "Now, every house is having these flushing latrines," he says, adding that it is up to NGOs to promote conservation.

To meet summer demand, Mr. Koaul needs to increase the water supply from 700,000 gallons of water a day to 1.6 million gallons ? with most of the new water coming from the Indus. "Once the river dries up, what will happen?" Koaul muses. "I don't know."

Every drop taken out by Ladakhis also equals less water for India's archrival, Pakistan, whose agriculture depends on the river. When asked about how Pakistan might feel about this, a visiting water developer replied, "Why should we care?"

For Tashi, the focus ought to be on sustainable adaptations to climate change, like Norphel's glaciers and a renewed focus on traditional conservation values for residents and tourists alike ? not short-term fixes like raiding the Indus. He urges leaders to think of the thathugu, or "the generation to come."

"If the situation continues like we are facing now, and we are not going to do anything, [then] the people of Ladakh will not be in a position to hand over land to the next generation," says Tashi. "If there is no water, within 10 to 15 years, many villages and Ladakhis will have to pick up and go somewhere."

'Glacier man' Chewang Norphel brings water to Ladakh

Chewang Norphel has attempted to generate water and vegetation in barren Ladakh by simply creating artificial glaciers using stone embankments and a few hundred metres of iron pipe

Chewang Norphel, 67, is a shy, soft-spoken innovator from Ladakh. Farmers in his village call him a messiah. Ex-President K R Narayanan called him an "invisible rural engineer". But Norphel is better known as Ladakh's 'glacier man' who can generate water and vegetation in the barren landscape of Ladakh.

For over 15 years, Norphel, a civil engineer by training, has been building 'artificial glaciers' to make life a little easier for the hard-working but terribly poverty-stricken farmers of Ladakh. For his work he was awarded the Far Eastern Economic Review's 1999 Gold Asian Innovation Award.

Norphel comes from the small village of Skarra on the outskirts of Leh, the capital of Ladakh. He always wanted to do something to help the people of the region who suffer the harsh conditions of this remote, inhospitable high-altitude desert in the Himalayas, where temperatures can drop to below -30C. Ladakh experiences long, severe winters and brief summers. And to top it all, water is in short supply.

Ladakh is in the rain-shadow area of the Himalayas, where the annual average rainfall seldom exceeds 50 mm. The only water source is glacier water coming down the mountains. When glaciers melt in summer, they release a little water that is used by the people of Ladakh to irrigate their crops.

"I realised that all the problems of the region were related to water, which was scarce in most areas," says Norphel. This water shortage is more acutely felt during the summer months, between March/April and June. These months are critical for Ladakh's farmers. Any delay in sowing the crop rules out an October harvest, as the crop does not then mature in time to beat the harsh winter. Only single crops like wheat, barley and peas are grown here.

The glaciers begin melting only after July. And so the short sowing season sometimes begins and ends before the bulk of water is made available through the melting of natural glaciers. Sometimes there's no water to irrigate even a few crops.

Norphel's watershed intervention -- the 'artificial glacier' -- came from the simple observation that "while there was such a shortage of water at the start of the cropping season, a lot of water was being wasted during winter". He noticed that in winter water taps were left open to stop the water from freezing in the pipes. The water flowed into the drains surrounding the taps and froze. "And it is then that it occurred to me: why not try and make artificial glaciers in the vicinity of the village so that local farmers get a real headstart when they need it most," says Norphel.

Norphel used to work with the Jammu and Kashmir rural development department making zings (small tanks fed by run-off from melting glaciers). A year after he retired from government service, in 1996, he joined as project manager for watershed development for the Leh Nutrition Project, a local civil society organisation. This gave him the opportunity to try out his 'artificial glacier' idea to trap and freeze water for future use.

Norphel's technique uses a network of pipes to capture and channel precious snowmelt that would otherwise be wasted. No crops are grown during Ladakh's severe winters; the little water there is in the mountain streams generally goes waste.

Using some local ingenuity, Norphel built his 'artificial glacier' from stone embankments and a few hundred metres of iron pipe. First, water from an existing stream was diverted through iron pipes to a shady area of the valley. From there, the water was made to flow out onto a sloping hill at regular intervals along the mountain slope. Small stone embankments impede the flow of water, creating shallow pools. During the winter, as temperatures drop steadily, the water in these small pools freezes. Once this cycle has been repeated over many weeks, a thick sheet of ice forms, resembling a long, thin glacier.

Norphel managed to freeze water in pipes as well. "I noticed in Leh that water sometimes did not freeze in the channels but did so in the thin iron pipes. As the pipes are made of metal and are very thin, they lose heat quite rapidly," he explains.

There are several advantages of an artificial glacier over a natural one. To start with, it's closer to the village and at a comparatively lower altitude. Natural glaciers, on the other hand, are located way up in the mountains and they melt slowly in summer, releasing water to the villages quite late. Early water release from an artificial glacier comes as a bonus for farmers. It enables them to get water a whole month before the snow starts melting on the mountain tops. This is particularly useful to start sowing, as the sowing season ends before water from natural glaciers begins to flow down the mountain.

The largest artificial glacier Norphel has built so far is near the village of Phuktsey. About 1,000 feet (300 metres) long, 150 feet (45 metres) wide, and four feet (1 metre) deep, it supplies irrigation water to the entire village of around 700 people. Norphel says the glacier was built at a cost of about Rs 90,000, which is about a tenth of what it would have cost to build a reservoir with similar storage capacity.

This technology has become immensely popular with the people of Ladakh, not only because it is effective but also because it is simple and affordable and makes use of local resources and skills. And there's minimal maintenance required. "The villagers can understand this," Norphel says. "This is optimum utilisation of water by using the simplest technique, at a low cost. It also helps recharge groundwater and nearby springs."

Sonam Dawa, executive director of the Ladakh Ecological Development Group in Leh, describes Norphel's innovation as a "novel technique, which offers an elegant solution for the most critical first watering of the crop".

As more and more glaciers are being constructed all over Ladakh, more and more barren land is coming under cultivation, providing better opportunities to poor and marginalised communities in the region. Norphel hopes that solving Ladakh's water problems will help slow down the migration of young people to the plains. Improving the economic viability of farms, he says, will sustain village communities and also preserve the ancient Buddhist heritage of his people.

Norphel's efforts have been tracked in a film by docu-filmmaker Fayaz Rizvi, titled A Degree of Concern, which was recently screened in New Delhi on World Environment Day, June 5, 2006.

As all three days, the retired civil engineer has come to turn to monitor the site. An unusual site, since it is a structure that will contain an "artificial ice". A glacier that measured two kilometers long, sixty feet wide and two meters deep, and to serve three hundred families in the precious water.
Chhewang Norphel is not in its infancy: it has already implemented a dozen structures in this way, transforming the everyday thousands of villagers.

Fields of ice if not eternal
His adventure began in 1987.

Skarra native of a village on the outskirts of Leh, the capital of Ladakh, the man suffered at seeing his countrymen desperately short of water.

Eighty percent of the Ladakhi people live from agriculture and only five inches of rain fall annually in the area where vegetation would arrive at the ankle if it were not for long poplars planted by its inhabitants. And with climate change, the drama increases from year to year.

"The glaciers provide nine tenths of the water depends on the farmers, said the engineer. Now they are melting at alarming speed." Indeed, according to the World Glacier Monitoring based in Switzerland, they lose 5% their constitution annually.

Add to this snow showers becoming rarer and tourism industry increasingly voracious boosted water consumption, with showers and toilets in the West and you will understand that the Ladakh faces a water crisis.

Benefiting from the cold


Seeing flow during the summer, unused water from the giant white release reserves accumulated over thousands of years, Chhewang Norphel has said "why not take advantage of the cold?" So that it has come to divert rivers from the icy peaks, redirecting them to the shade, where instead of melt and get lost, they freeze.

The beauty of artificial glaciers in Ladakh is not only that they are the result of a simple technology and economic, made of local materials and easy to maintain for the villagers.
Their interest lies in the fact that they are closer to the villages and their natural glaciers melting earlier.

"My glaciers begin to liquefy in late May rather than August as truths. So that water is available at the right time to harvest" the engineer noted.

A bright future, especially as Ladakh, with its hostile and soil temperatures reach at least forty degrees Celsius, has only one annual harvest.

The road to the glaciers, where nobody goes, Chhewang Norphel has built himself.
