New Delhi, December 6: Setting out a roadmap for combating avian influenza, India on Thursday said the international community should ensure bio-safety practices for healthy rearing of livestock besides earning the highest level of political commitment and leadership.

By the end of 2008, the nations will earn the highest level of political commitment and leadership by establishing an inter-ministerial oversight and coordination mechanism which will ensure collective efforts of stakeholders from different sectors, the roadmap unveiled at a conference on avian influenza here said.

According to the roadmap, the countries will have to work with international organisations to asses short, medium and long-term needs in their animal and human health sectors, indicate priority areas for attention and identify financial and other resource gaps.

The document also calls for development of effective animal disease surveillance and response systems as well as compensation schemes for those who lose animals or property in the interests of disease control.

They will also implement intensive action in the event of the entrenched deadly H5N1 virus, including strategies for commencing and discontinuing poultry vaccination, studies of vaccine efficacy and protocols for accessing vaccine banks, it added.

The nations will also have to establish validated protocols for pandemic containment, including procedures for contributing to, drawing on and distributing national and regional stocks of anti-viral medicines.

The three-day conference saw participation more than 600 delegates from 105 countries and 20 international and inter-governmental organisations.
