The Haryana animal husbandry department re-issued "Action Plan Preparedness Control and Containment of Avian Influenza Revised March 2015" pdf on October 25, 2016 as "most urgent" after recent bird flu outbreaks in various parts of India. link

Around 150 ducks were culled in Hisar district of Haryana on Friday to prevent spread of bird flu after samples of dead birds from a local resort tested positive for avian influenza.

Haryana is considered a winter home for thousands of migratory birds, and the
Sultanpur National Park in Gurgaon district has traditionally been an avian haven. Besides Sultanpur, Bhindawas in Jhajjar, Kalesar in Yamunanagar, and the wetland along the Yamuna river is a natural habitat for migratory birds. Confirming the development, Amrinder Kaur, principal chief conservator of forests, Haryana, said the decision was taken after receiving information from the state veterinary department, and necessary instructions have been issued by the state wildlife department.

It appears initially the birds were reported as H5N8 strain on Thursday but upon reexamination on Friday were classified as H5N1 strain:

The department had sent three samples to the national institute of high security animal diseases in Bhopal and the report received on Thursday had confirmed that all samples tested positive for H5N8 (avian influenza). Samples were collected and sent after several geese were found dead in the lake.
