It appears to be a estimate of hospital bed capacity.

I looked at Florida and it was off. We have only 15% ICU bed capacity left and this HHS info sheet says we have 23% left. Maybe this is beta.

Some of the data are strange. States that are in the news like Arizona, Georgia and Florida as having high COVID burdens are showing 20 to 40% of their beds have COVID patients in them and their bed occupancy from 60 to 95%. Rhode Island is showing 118% bed occupancy, and 123% for the ICU, but only 4% of them are COVID cases. Is there something else going on in Rhode Island?

Rhode Island has about 291 ICU beds. Based on best available data, we estimate that 70% (203) are currently occupied by non-COVID patients. Of the 88 ICU beds remaining, 7 are needed by COVID cases, or 8% of available beds. This suggests there is likely enough capacity to absorb a wave of new COVID infections.
