Fauci may have been following this - on uppper right section of second page, it says:

- prepare 3 or more positive points to counter negative information bad news.

This sounds like the mantra we've been hearing more recently.

ahh, they need guidelines, so that their members can't just say, what they really think.
We'll have to take WHO-statements with a grain of salt then.
We'll need someone to reversely analyse the statements and guess,
how they might have looked before applying the guidelines.

BTW. Fauci is not from WHO, AFAIK.
