A close reading discloses the overview is understood, but the details are not explored sufficiently. This is a planning doc't. So, I got it.

But the reality is the holes in the logic are so large, the system will collapse for want of one or more items required to make it operate as they have "planned".

The crack up will be just another bureaucratic blunder; a bit more serious drill down would make this a usable plan. At this time, it's cold comfort.

And this ignores the political territorial issues. I have witnessed in the US and engaged that person; they were a bureaucrat. For them to see the hole in their logic meant that they would have to admit failure. Wasn't gonna happen. Didn't happen. The entire project was a failure due to the psychodrama in the head of that one person. Expect lots more of this because blame will be liberally spread and the gaping holes will be obvious when the rubber hits the road.
