Fauzi Bowo: Relocate Chicken Cuts Can not Be Postponed

Monday, March 15, 2010, 23:26 pm
Governor Fauzi Bowo said, requests for postponement of the DPRD DKI relocation of the traditional chicken cut into a chicken slaughterhouse (RPA) can not be made official because it was related urgent bird flu infections.

"Please read on the internet, H1N1 (the virus that causes bird flu) is growing in India and had asked the victim who was not a bit. I would have if mundurin but then cause more mass, there will be even bigger losses," the governor said in Jakarta, Monday (15/3/2010).

Previously, DPRD DKI Commission recommends that the relocation of the vendors who plan chickens held in April next six months delayed until September because of the rejection of thousands of chickens traders demonstrating in front of Parliament building.

Chicken traders joined in Jakarta Poultry Traders Association requested that government revised the law No.4 of 2007 on Control Maintenance and Distribution of poultry, as well as Pergub No.1909 of 2009 about the location and cutting poultry accommodation on which such relocation.

Chairman of Commission B DPRD DKI Good Nurdin said, his department has sent a letter of recommendation to the parliament chairman Sofyan Ferrial with the reason for the rejection of the traders and the monitoring of the preparation in the field of five official chicken slaughterhouse is not maximized, or 100 percent ready.

"So we surati of DPRD DKI to immediately write to the Governor of Jakarta to delay the six months to wait for content analysis and regulation pergub Australia along with experts and representatives of the poultry chicken merchants," said Nurdin for working meeting with the Department of Marine and Fisheries Commission DPRD DKI , Jakarta.

But the Governor of Jakarta refused to delay because of the bird flu virus has now mutated and calls can endanger not only animals but especially men.

"The virus has mutated, not only from poultry to poultry, but from human to human. It's even worse, but now carriernya (carrying the virus) we notice first," said Fauzi.

Fauzi is the delay will only occur if there are administration commands from the central government that would guarantee the prevention of the spread of bird flu virus.

"I` nunut `(obedient) only if the central government says no bird flu and` make `instructions to the government, then we will change that," he said.

But the governor stressed that the relocation would not be done arbitrarily, but will be adjusted to the conditions in the field.

"I also questioned whether the shelter is just five, but continued to question, if not five what? If everyone given permission, yes back again like before, it was not maskud and purpose (of law)," he said.

Currently, the Marine and Fisheries Jawa prepared five official RPA in the RPA Rawakepiting Pulogadung Industrial Estate, RPA Pulogadung in Jl Palad, RPA Cakung in Jl Milling (East Jakarta), RPA Nursery, in Petukanganutara, South Jakarta at Jl Ekadharma RPA Ekadharma, Srengseng, West Jakarta. Enact legislation Materazzi Government Control of Poultry
MONDAY, MARCH 15, 2010 | 17:55 PM

TEMPO Interactive, Jakarta - The government will continue to impose regulations on the control birds. The move was taken following the development of the news about the bird flu virus spreading in India. "There started a lot of casualties," said Governor of DKI Jakarta, Fauzi Bowo (15 / 3).

According to Fauzi, the provision was put in place solely to protect society from the impact of the spread of bird flu virus. If the rules continue to be postponed, he feared the spread of the epidemic's impact will be the responsibility of government.

Fauzi claiming they can understand the urgency of chicken traders who complained restrictions on the amount of chicken slaughterhouses. But unfortunately, that solution has yet discussed the government. "If the five are considered less, then what should be?" He said.

Regional Regulation No. 4 of 2007 on the Control of Poultry in 2007 and effectively made effective from April 2010. The rule prohibits slaughterhouses around the Jakarta area to avoid the spread of bird flu virus.

To answer the needs of society, the government will only permit memfasiltiasi chicken slaughterhouses in five places as Rawakepiting RPA, RPA Pulogadung, RPA Cakung, Nursery RPA, and RPA Ekadharma.

But the plan did not go smoothly. Thousands of merchants scattered chicken base in 1200 continued to reject the holding action provision. They considered that the provision would benefit only the big traders and exporters.

[He could be talking about this....it is posted here at FT's.]

Bird flu spreading fast in Parasi

KATHMANDU: The government has been keeping the public in the dark despite the outbreak of bird flu in different parts of the country on the rise, it was learnt today.

Around 500 backyard birds have died in Jhyalbas and Deurali VDCs of Nawalparasi district in the past few weeks.

-snip-

However, the authorities are reluctant to reveal the truth. As per the Bird Flu Control Order- 2064 BS, the government needs to declare ?Crisis Zone? after a sample tests positive for H5N1 Avian virus either in the Central Veterinary Laboratory, Tripureswor or in any of the World Organisation for Animal Health reference laboratory. Nepal used to send the samples to the reference laboratory in Waybridge, London, for confirmation.

The government had earlier failed to declare the outbreak in Budhabare-Jhapa, Chainpur-8 in Chitwan, Buddhanagar in Rupandehi and Fultekra in Nepalgunj on time.

It may be noted that the authorities had revealed the outbreak only after The Himalayan Times reported that the government had been keeping the public in the dark.

Nepal Veterinary Association (NVA), Chitwan chapter, has condemned such act of the government and the DLS.

In a statement, the Chitwan chapter of NVA said that the department is being run in an ?unethical manner? and at the cost of public health.

The government is once again trying to hide the outbreak of Bird flu in Nawalparasi district.

human to human, has already mutated.that sounds really bad if the information is true and complete. or am i reading to much from what is there.

Re: Governor Fauzi Bowo Indonesia: Comments on H5N1 in India (concerning)

If the avian influenza virus A/H5N1 would have acquired efficient human-to-human transmission capabilities, relocation of poultry wet markets could be an useless move, as we have seen for pandemic H1N1 virus, isolated in pigs, turkeys and other animals: once the virus becomes established in human population, animals may left behind...

When the A/H5N1 will become efficiently transmissible, no need for press statements: we will see the same pattern of spread as seen last year for H1N1pdm: an explosion, and few week time-frame for worldwide spread.

Further: how does the history teach to us?

Two pandemics at the same time?

The past is saying ''not'', but we are open for new developments...

Re: Governor Fauzi Bowo Indonesia: Comments on H5N1 in India (concerning)

I don't think he is saying it has mutated yet. I think he is saying he doesn't want to wait another 6 months. And because of outbreaks in India. But they are just poultry outbreaks...as far as we know....The casualties he is mentioning must be poultry.

I do not know what "mutation" he is referring to. But I guess we'll watch this, and his future comments.

Re: Governor Fauzi Bowo Indonesia: Comments on H5N1 in India (concerning)

I read something about a family cluster and suspected h2h in the past from this area.

Re: Governor Fauzi Bowo Indonesia: Comments on H5N1 in India (concerning)

That original article calls the bird flu H1N1. He seems to have the two viruses confused. H1N1 obviously is spreading H2H...

He actually says he read on the internet about H1N1 in India. Obviously, there is a huge H1N1 outbreak in India, and those casualties are likely human H1N1 cases.

Or am I misreading the first article?

Obviously, the second article is about H5N1 in birds in India.

Post #1 put thru Toggletext:

Special Capital District of Jakarta Governor Fauzi Bowo said, the request of DPRD Special Capital District for the postponement of the relocation of the reduction in the traditional chicken to the reduction house in the chicken (RPA) official could not be carried out because has urged related the spread of bird flu.

"Please read in the internet, H1N1 (the cause virus" of "bird flu) was developing in India and has asked for quite a bit of casualties." I wanted mundurin but if afterwards caused that was more mass, will emerge the loss was again bigger, said the Governor in Jakarta, on Monday (15/3/2010).

Original:
"Tolong baca di internet, H1N1 (virus penyebab flu burung) sedang berkembang di India dan sudah meminta korban yang tidak sedikit. Saya mau saja mundurin tapi kalau kemudian menyebabkan yang lebih massal, akan timbul kerugian lebih besar lagi," kata Gubernur di Jakarta, Senin (15/3/2010).

However Special Capital District Governor denied this postponement because of the bird flu virus at this time was mentioned by him has bermutasi [having a mutation] and could endanger not only the animal but especially humankind.

"The virus already bermutasi, not only from the poultry to the poultry, but from humankind to humankind." This was more again serious, but now carrier him (the virus bearer) that was paid attention to by us before, explained Fauzi.

sekarang: now; presently; currently; at this time
carriernya: This is in English with "nya added on....

H1N1 virus shows genetic mutation, 'but not a worry'
Umesh Isalkar, TNN, Mar 16, 2010, 07.32am IST

PUNE: The swine flu virus isolated from the throat swab samples of three H1N1-infected patients at the National Institute of Virology (NIV) has shown a small genetic mutation in the polymerase 2 (PB2) gene, NIV director A C Mishra told TOI on Monday.

However, Mishra said there was no cause for worry as the virus was still not resistant to oseltamivir, which is an active ingredient in Tamiflu.

It may be noted that a small genetic mutation was earlier detected in the haemagglutinin (HA) region of the virus as well while testing the throat swab samples of two patients who eventually succumbed to the H1N1 infection.

The PB2 mutation has previously been associated with increased efficiency of replication and possible virulence changes in other influenza A viruses. ?However, we did not find such increased efficiency of replication or increased virulence in the isolates of the swine flu virus in which we have noticed mutation of the PB2 gene. The mutation is not very significant in that sense,? said Mishra.

Consulting microbiologist and immunologist Siddharth Dalvi said, ?The PB gene makes a protein that is responsible for viral replication. Since this enzymic protein is not directly involved in the immune responses, point mutations in this gene may not be of immediate clinical impact. However, it may, in theory, change the way the virus replicates.?

Most RNA viruses (including influenza virus) replicate their genome by using the viral enzyme to make copies from the parent RNA. ?This enzyme has a weak proof-reading activity, that is, checking if the right nucleotides have been incorporated in the genome. Hence, over time, point mutations are bound to happen in the genome of these viruses. In fact, we would be surprised if they don?t. The majority of these mutations may not have any significance, either for the virus, or for the host,? said Dalvi.
