كشف الدكتور على المصيلحى وزير التضامن الاجتماعى عن تحديد 22 منطقة فى 18 محافظة لإنشاء 22 مجمعا كبيرا لإنتاج الخبز المدعم كمرحلة أولى، ومن المقرر أن يتم إنتاج خبز بلدى من 22 إلى 23 مليون رغيف يوميا من خلال هذه المجمعات التى تمثل 10% من احتياجات المواطنين من الخبز المدعم.
وقال المصيلحى إن وزارة التنمية المحلية حددت 3 مناطق للمجمعات فى مدينة نصر بجوار جراح هيئة النقل العام وحى السلام والمقطم ومساكن الزلزال بالهضبة الوسطى بمساحة إجمالى 8500 م2 وتم تحديد منطقتين فى القليوبية والشرقية ومنطقة فى محافظات الجيزة وحلوان و6 أكتوبر والدقهلية والغربية والمنوفية وكفر الشيخ ودمياط وأسيوط وسوهاج والمنيا والفيوم وبنى سويف وقنا.
وأضاف أن المرحلة التالية لإنشاء مجمعات الخبز تغطى 20% من الإنتاج اللازم من الخبز يوميا والذى تمثل 44 إلى 46 مليون رغيف يوميا وتحتاج إلى عدد 44 مجمع مخابز آلية.
أوضح الوزير أن طرح مجمعات الخبز سيكون فى مناقصة عامة بين المستثمرين مركزيا بالوزارة والتنفيذ سيكون لامركزيا ويكون تنفيذ هذه المجمعات بشراكة بين الدولة والمستثمرين، حيث تمتلك الدولة الأرض والمبنى ويشارك المستثمرون بخطوط الإنتاج والإدارة، ويتم إدارة المشروع بإدارة اقتصادية سليمة، مشيرا إلى أن أسس عمل المشروع مستمدة من قرارات مجلس الوزراء بشأن إنشاء المجمعات الآلية فى الأسبوع الأخير من شهر مايو الماضى.
و أشار المصيلحى إلى أن الوزارة ستقوم بالمتابعة والإشراف على تنفيذ الاشتراطات الفنية المقدمة فى المناقصة وإصدار الموافقة بإقامة المجمع، وفى حالة مخالفة الاشتراطات المعدة من قبل الوزارة سوف يتم وقف التنفيذ فورا، لافتا إلى أن تدبير حصص المجمعات الآلية لإنتاج الخبز سوف يتم من خلال الزيادة السنوية التى تخصص للمحافظات لمواجهة النمو السنوى فى معدل السكان أو من خلال المحافظة من حصص المخابز سيئة السمعة بالمحافظات.

Dr. Almeselhy to the Minister of Social Solidarity on the identification of 22 districts in 18 provinces for the establishment of 22 large compound for the production of subsidized bread, a first stage, is scheduled to be the production of bread from my 22 to 23 million daily bread through these complexes, which represent 10% of the needs of the citizens of subsidized bread.
Almeselhy said that the Ministry of Local Development and identified 3 areas of the parks in the city of victory next to the wounds of the public transport well as peace and Mokattam earthquake and houses a total area of the central plateau in 8500 2 have been identified in two Qaliubiya and Eastern provinces and regions in Giza, Helwan and October 6, Dakahliya, the West Monoufia, Kafr El-Sheikh, Damietta, Sohag, Assiut, , Menya, Fayoum, Beni Suef and Qena.
He added that the next phase of establishing the bread, covering 20% of the necessary production of bread a day, which represents 44 to 46 million a day and needed bread to a number 44 Park bakeries mechanism.
Minister pointed out that the bread will be the pools in a public tender between investors and the central ministry for implementation will be decentralized and the implementation of these complexes is a partnership between the State and investors, where the state owns the land and the building and production lines involving investors and management, and project management are sound economic management, noting that the foundations of project work derived from the decisions of the Council of Ministers on the establishment of parks mechanism in the last week of the month of May.
Almeselhy and pointed out that the ministry will follow up and supervise the implementation of the technical requirements provided in the auction and the administration approved the issuance of the compound, and in case of violation of requirements prepared by the Ministry will be suspended immediately, pointing out that the quota management mechanism for the production of compounds of bread will be done through the annual increase allocated to the provinces to meet the annual growth rate of the population, or through the maintenance of the notorious quota bakeries nationwide.
