this is a pretty common problem around citys within Egypt, its often resolved within a reasonable time period.

when you lose power to three governorates completely it effects everything from supermarkets to hospitals. water and sewage pumps also stop.

ours goes off for shorts periods of up to a hour once a week.

انقطع التيار الكهربائى عن محافظات قنا وسوهاج والبحر الأحمر منذ الساعة الواحدة، دون إعلان من شركة الكهرباء بالمحافظات الثلاث، مما أصابها بالشلل التام، وأكدت مصادر لليوم السابع أن سبب الانقطاع يعود لعطل فنى فى محطة الكهرباء وعطل بالشبكة الموحدة بأسوان، وأن هناك محاولات لإصلاح العطل.

انقطاع الكهرباء أثار غضب المواطنين فى المحافظات الثلاث لتعطل المصالح الحكومية التى تعتمد على الكهرباء فى تشغيل أجهزة الحاسب الآلى كالتأمينات والضرائب والسنترالات، وإغلاق عدد كبير من المحلات التجارية.

وصرح المهندس محمود محفوظ نائب رئيس هيئة كهرباء قنا، أن سبب انقطاع الكهرباء عطل فى الشبكة الموحدة بأسوان وجارٍ إصلاحها.

وبدأت المستشفيات تشغيل مولد كهربائى احتياطى لتشغيل غرفة العناية المركزة وباقى أجهزة المستشفى، كما ترك الأهالى منازلهم إلى الشواطئ فى الغردقة هروبا من قسوة درجة حرارة الجو، وتكررت البلاغات إلى شركة الكهرباء من شركات ومكاتب الإنترنت وبعض الشركات الأخرى والقرى السياحية.
وتسبب انقطاع التيار الكهربائى المفاجئ عن محافظة سوهاج فى وقوع العديد من المشاكل بين المواطنين، حيث صاحب انقطاع الكهرباء انقطاع المياه، مما جعل المواطنين يتصارعون على الطلمبات الحبشية داخل القرى، مما سبب العديد من الاشتباكات بين السيدات بسبب أولوية الحصول على المياه وقد ساعد على ذلك ارتفاع درجة حرارة الجو فى هذا التوقيت.

وعلى جانب آخر قام بعض الأهالى من سكان المدن بترك شققهم والهروب إلى شاطئ النيل والحدائق العامة بصحبة أطفالهم بسبب الحر.

ومن جانبه أرجع مصدر مسئول السبب فى انقطاع التيار الكهربائى هو (هروب التيار) وأن الانقطاع يبدأ من أسوان حتى وصل إلى سوهاج وأنه فى الفترة القادمة سوف يأتى التيار تباعا على فترات مناطق ومناطق.

تسبب العطل المفاجئ لمحطات كهرباء السد العالى رقم 1 ورقم 2 بانقطاع التيار الكهربائى عن الشبكة الموحدة للكهرباء لأسوان والأقصر وقنا وسوهاج وأسيوط لمدة ساعة، وأصيبت الحياة فى المحافظات بشلل كامل.

وقد تم إصلاح العطل فى وقت قياسى وإعادة التيار الكهربائى لباقى المحافظات، وتم صيانة الماكينات التى تسببت فى العطل.

بدأ التيار الكهربائى فى العودة تدريجياً لمدينة الأقصر. وكان التيار الكهربائى انقطع منذ الصباح بمدينة الأقصر ومحافظات مجاورة إثر عطل مفاجئ فى مغذيات شبكة الكهرباء الموحدة بمحافظة أسوان، واستغرق إصلاحه عدة ساعات.

وتسبب انقطاع التيار الكهربائى فى توقف الحركة بالمدينة، وخاصة بالمناطق السياحية غرب الأقصر فى منطقة المقابر والمزارات السياحية المغلقة. وبعد إصلاح العطل عاد التيار الكهربائى تدريجياً للمدينة، حيث بدأ بالعودة لغرب الأقصر.

قال المهندس على بدوى رئيس مجلس إدارة شركة الكهرباء ووكيل وزارة الكهرباء بالفيوم، إن انقطاع التيار الكهربائى اليوم السبت فى مدينة الفيوم، سببه برنامج دورى للصيانة كل أربعة أشهر من التاسعة صباحا حتى الواحدة ظهرا، لافتا إلى أن البرنامج تمت موافقة المحافظ عليه.
وأشار إلى أن البرنامج سيتم تنفيذه فى بقية مراكز المحافظة على مدار 11 يوما.

عيوب فنية بمحطة نجع حمادى وراء انقطاع الكهرباء

أكدت مصادر بمحطة توليد الكهرباء بنجع حمادى وجود مشكلة فنية تؤدى إلى توقف نظام تبريد وحدات التوليد بصفة مستمرة، لعدم مطابقة نظام التبريد بالمحطة التى افتتحت فى مارس 2008 للمواصفات.

وأشارت المصادر إلى أن أعطال نظام التبريد المستمرة نتيجة عيب فنى متعلق بتصميم نظام وحدات التبريد لتعتمد على مياه الآبار الأرتوازية، بدلا من مياه النيل التى تطل عليها المحطة مباشرة، وهو ما تسبب فى تآكل مواسير التبريد بسبب ملوحة مياه الآبار الارتوازية الشديدة، ويؤدى ذلك إلى سخونة الوحدات، ومن ثم توقفها عن العمل باستمرار، وأشارت المصادر إلى أن المسئولية تقع على لجنة هيئة تنفيذ مشروعات المحطات المائية التى تسلمت نظام تبريد المحطة بهذه المشكلة الفنية الخطيرة.

وانتقدت المصادر تعامل وزارة الكهرباء مع ملف الإهمال والمشاكل الفنية بالمحطات المائية، مشيرة إلى اهتمام الوزارة بإخفاء الحقائق الخاصة ببعض حوادث الإهمال والمشاكل الفنية التى تعلمها جيدا، فضلا عن عدم علمها بمشاكل أخرى كثيرة وخطيرة، لضعف الرقابة، واكتفاء مسئوليها بتأكيدات رؤساء الشركات ومديرى القطاعات بأن الأمور تسير على النحو الأمثل.

جدير بالذكر أن محطة توليد الكهرباء بنجع حمادى إحدى المحطات التى خرجت من الشبكة الموحدة فى حادث انقطاع التيار الكهربائى عن محافظات الصعيد، يوم الثلاثاء الماضى.

well this spells it out pretty clear. i suspect whats written below is true. I worked for a company here, which used to be a primary contractor for many of the turbine issues. I worked in another part of the company within the military sector.

إهمال الصيانة وكوارث التطوير يهددان السد العالى

الظلام الذى عاشته 5 محافظات بصعيد مصر لساعتين كاملتين، يوم الثلاثاء الماضى، على خلفية العطل الذى أصاب محطات توليد الكهرباء، وعلى رأسها محطة السد العالى، لم يكن مجرد حادث قدرى لعطل طارئ، كما يحاول مسئولو وزارة الكهرباء الترويج فى تقارير اللجنة الفنية، بل هو نتيجة طبيعية لسلسة طويلة من الإهمال والفساد، وصلا إلى أكبر وأهم مصادر الطاقة فى مصر، وباتا يهددان السد العالى، بكارثة حقيقة، تتجاوز انقطاع التيار عن محافظات الصعيد وحسب، وتهدد بخسارة أكثر من 20% من حجم الطاقة الكهربائية فى مصر.

المؤشرات الأولى لانقطاع التيار عن محافظات الصعيد، تشير لوجود إهمال واضح فى صيانة كابلات الضغط العالى الشهيرة بـ"خط 500" التى تربط محطة محولات نجع حمادى بشبكة الكهرباء الموحدة، لتخرج معها محطات توليد الكهرباء المائية الرئيسية، وعلى رأسها محطات السد العالى، وخزان أسوان 1 و2 ، وإسنا ونجع حمادى من الشبكة، وينقطع التيار الكهربى عن الجنوب، ورغم تأكيد قيادات وزارة الكهرباء أن العطل عادى، فإننا لم نسمع عن عطل مماثل، يتسبب فى قطع التيار الكهربى عن 5 محافظات أو مدن كبيرة دفعة واحدة، مثلما حدث الأسبوع الماضى، إلا فى أوقات الحروب والكوارث كالزلازل والأعاصير المدمرة.


ساعات الانقطاع العصيبة التى تسبب فيها تحطم أحد "العوازل" بكابلات الضغط العالى، رسمت سيناريو استباقى لما يمكن أن يحدث مستقبلا، كنتيجة طبيعية لمسلسل إهمال صيانة المحطات المائية، وعلى رأسها محطة السد العالى، والتلكؤ فى استبدال قطع الغيار المعيبة، لحين الانتهاء من طلبات شراء قطع الغيار الجديدة، التى تستغرق شهورا فى بعض الحالات، ولا يتوقف الأمر على كابلات الضغط العالى، أو محطات المحولات، بل امتد الإهمال إلى محطة السد العالى، التى تنتج وحدها ضعف إنتاج بقية محطات توليد الكهرباء المائية، وقد تأثرت بعمليات التطوير التى تقوم بها إحدى الشركات الألمانية- الروسية منذ خمسة أعوام.

تطوير مولدات السد العالى بدأ فى أواخر 2004، على أن ينتهى فى 2010؛ بحسب العقد الموقع بين الشركة القابضة لكهرباء مصر وشركة المحطات المائية، وبين "الكونستورتيوم فويث سيمنز الألمانية- باور ماشين الروسية"، وتم توقيعه فى 16 أكتوبر 2003 16، وسط حفاوة وزارة الكهرباء، التى قال مسئولوها إن التطوير يهدف لتجديد شباب محطة مولدات السد العالى، وإطالة عمرها لنحو 40 عاما، لكن حدث العكس حيث شابت عمليات التطوير عيوب فنية، ظهرت على المولدات بمجرد تشغيلها، وهو ما يهدد سلامة السد، ويهدر ملايين الجنيهات.

مخالفات تطوير مولدات السد العالى تمتد إلى اتهامات طالت الشركة الألمانية بعد اتهام مدير الشركة السابق بالتورط فى دفع رشاوى للفوز بعقود لصالح الشركة فى دول عديدة بالعالم، من بينها مصر، وحكم على مدير الشركة السابق راينهارد سيكاتشيك بالسجن عامين مع إيقاف التنفيذ، وغرامة 108 ألف يورو، ودفعت القضية والزج باسم مصر فيها النائب الإخوانى عباس عبد العزيز إلى مطالبة رئيس مجلس الوزراء بالكشف عن المسئولين المصريين الذين تلقوا رشاوى الشركة الألمانية، ومشروعاتها فى مصر، لكن دون استجابه.

وبعيدا عن فساد سيمنز أكد مصدر فنى بمحطة توليد السد العالى أن توربينات المولدات التى غيرتها الشركة الألمانية بمشاركة شركة روسية لم تكن بنفس جودة التوربينات الأصلية، ولم تتحمل الإجهادات الشاقة للمحطات المائية؛ فحدثت بها شروخ بمجرد دخولها الخدمة، وقام القسم الفنى بمحطة السد بلحامها، فى إجراء وقتى يصفه المصدر بأنه عديم الجدوى.

شروخ التوربينات كانت بداية عيوب فنية ظهرت تباعا، وفضحها تحقيق النيابة العامة فى المحضر رقم 2037/2006 إدارى مركز أسوان، ضد المهندس عبد العزيز عبد العال موسى، بصفته رئيس مجلس إدارة شركة المحطات المائية لإنتاج الكهرباء، حررها ضده أحد عمال محطة كهرباء أسوان، واتهمه فيها بالتخريب المتعمد لمولدات السد العالى، ورغم نفى اتهامات العامل، إلا أن المهندس عبد القادر عبد الحميد بصفته المهندس المقيم لمشروع تطوير مولدات السد اعترف أمام النيابة بوجود عيوب فنية فى العضو الثابت للمولدين 3 و4، وأن اللجنة الفنية رفضت استلامهما من الشركة الروسية الموردة.

ما لم يذكره المهندس المقيم للمشروع أمام النيابة أن ملفات العضو الثابت الجديدة مصنوعة من النحاس المخلوط بالقصدير، وليس من النحاس المطلى بماء الذهب، كما كان فى الملفات الأصلية، وهو ما أدى إلى ارتفاع درجة حرارة الملفات أثناء تشغيلها، وانبعاث شرر منها، أدى لاحتراق أحد المولدات، ورغم ذلك تسلم مسئولو المشروع باقى الملفات بنفس السبيكة المخلوطة بالقصدير لباقى المولدات.

وكشف مهندسون بمحطة السد عن عيوب فنية أخرى ظهرت فى أجزاء المولدات والتوربينات بعد تجديدها، حيث انكسرت "حلقة السرعة" المسئولة عن تحريك توربين المولد رقم 9، الذى احترق عند تجربته لأول مرة بحضور خبراء الشركة المسئولة عن التطوير، وبدأت بعدها العيوب الفنية تظهر فى وحدات التبريد التى تم تغيير مبرداتها بأخرى أقل جودة، ومن خامات لا تحتمل درجات السخونة العالية فى وحدات توليد الكهرباء حسب كلام أحد فنيى وحدة التبريد الرئيسية بمحطة السد العالى الذى أضاف أن وحدات التبريد التى تم استبدال القديمة بها بعد التطوير من مادة "الاستنالس ستيل"، التى ترتفع درجة حرارتها بسرعة، عكس الوحدات القديمة التى كانت من النحاس الخالص.

ومازالت مشكلات وحدات التبريد الرئيسية مستمرة، وتسبب فى سخونة الوحدات 3،4 و9، 10 بصفة مستمرة، مما أدى إلى استبعاد المبردات الجديدة، وإعادة المبردات القديمة، التى لم تحل مشكلة السخونة فى الوحدات الأربعة التى سبق الإشارة إليها حتى الآن، أما المبردات الجديدة التى تكلفت آلاف الجنيهات فقد تم بيعها "خردة"، وتكرر الأمر مع الملفات القديمة للمولدات، والتى بيعت على أنها "خردة"، رغم أنها كانت بحالة جيدة، وأفضل كثيرا من حالة الملفات الجديدة التى تتسبب فى حدوث شرر ووميض شديد بمجرد تشغيلها.

وأكدت مصادر أن المولدات الجديدة تحدث شررا عند وصولها لجهد 8 كيلو فولت، رغم أن تحميل الضغط عليها يبدأ عند جهد 16 كيلو بايت، وهو ما يعنى بدء ظهور الشرر والوميض عند جهد 20 كيلو فولت على الأقل، وليس عند الوصول لنصف الجهد، وأرجعت المصادر هذه المشكلة إلى وجود عيب فى عزل ملفات المولدات، وإلى نقص جودة الملفات الجديدة عن نظيرتها الأصلية، التى تم بيعها "خردة".
