So, al things are connected. The main thing is the prepandemic vacc. depots question.

SophiaZoe here point it few recuresnts questions.

Are this probably subsequent usage of such prepandemics vacc. in China endemic bf zones a better, or a bad thing?
They wrote it that the vacc. would not be applied to the general public, only where an circumventing of an hotspot is needed.

Some spec. thinks that the above is a bad thing, some even that it is "absurd", because the poor matched vacc. would produce more strains, and would not shield enaugh.

But have humanity a choice about? If under choice we do not placed to be "naked" in front of the pandemic virus, and depending only on washing hands.

Obviously, worldwide there were enaugh researcher/spec. who thinks is not a good thing, nor an humanitarian thing, to leave all this bilions of people without any scientific mean of defence in front of such an novel pandemic deadly virus.

So, prepandemic vaccines must to be produced in time, and stored, to be used if it would be neccessary, for ALL the population, not only the "choosen".

At the same time, taking in account what happened with the poultry vacc., and the other part of the medal, expressed by the other part of scientists, these prepandemic vaccines must NOT be administered prior an realy pandemic seems to start.
The reason, as wroted from others, in the poultry case, after all this bf vacc. the illness is not controlled, and worst, because of poor matched, or wrong used vacc., were insurged many new changings.

If some country would use human prepandemic vacc. before an pandemic seems to starts, that would probably produce many more new changings in the virus, which than can triger an new strain pandemic for which those vacc. would have no effects.

China is in a very different position in its ability to control any fallout from unwelcome side effects compared to the US, and to a lesser extent Europe. While a preemptive priming has merits in a litigious society like the US the specter of 1976, where an attempt at inducing herd immunity led to a proportionally small number of severe reactions, is likely to deter priming. While I think David Sencer probably made the right call the fallout has not been forgotten by vaccine manufactures, CDC or politicians. Regretfully this may mean bulk storage of prepandemic vaccines without a mechanism to get them into us fast enough for us to be primed before infection.
Make the call that Sencer did and you strech your neck on that block. The vaccine companies also want a get-out-of-gaol-free-card.
