Songjiang conducts emergency drills for infectious diseases at the grassroots level with surprise inspections and single-blind practice

On the afternoon of May 29, a surprise inspection-style dengue fever prevention and control drill was staged in Songjiang. 19 emergency response teams assembled urgently without any warning and completed a large-scale training through "surprise inspection + single-blind actual combat".
This comprehensive drill was hosted by the Songjiang District Health Commission, and co-organized by the Songjiang District Center for Disease Control and Prevention (Songjiang District Health Supervision Institute) and Shanghai First People's Hospital (South). A total of 40 people participated from district-level and community-level infectious disease emergency response teams and Shanghai First People's Hospital (South).
On-site simulation: Under the premise of "no greeting or prior notification", the staff temporarily notified the on-duty personnel of 19 grassroots infectious disease emergency response teams at the district and community levels, requiring them to gather at the designated location within the specified time to carry out emergency drills for dengue fever prevention and control. It took the CDC 9 minutes from receiving the epidemic information to completing the team assembly notification, and 59 minutes for the emergency response team to complete the assembly . All teams completed the assembly on time and as required, and the fastest three teams all arrived within half an hour. The prevention and control materials of the 38 emergency response team members of the 19 teams were 100% complete, which tested the emergency response capabilities of the grassroots infectious disease emergency response teams in Songjiang District.
After the assembly, all members quickly entered the comprehensive drill state. The activity set up five major scenarios, including case discovery and reporting, case flow survey, mosquito-borne emergency monitoring and emergency control, laboratory testing, active case search and public opinion response, etc., and adopted "scenario demonstration + drone shooting + video error correction + on-site operation" and other forms to show the real scene of epidemic handling, and comprehensively tested the emergency team members in the whole chain and all elements.
It is worth mentioning that this drill not only adopted a single-blind mode of "no script, no rehearsal" to expose possible problems in the emergency response process to the greatest extent, but was also the first time that it was jointly hosted by the First South Hospital of the City and Songjiang Center for Disease Control (Health Supervision), breaking the traditional "separation of medical and prevention" barriers.
"The ultimate goal of emergency drills is to improve practical combat capabilities. We will continue to strengthen knowledge learning and skills training, deepen medical and prevention coordination, adhere to innovation-driven development, ensure timely response to emergencies and standardized handling, and provide construction ideas for the 'Infectious Disease Emergency Command Platform' that is about to be built in the new public health center." said He Xiaoyan, director of the district's Center for Disease Control and Prevention and deputy director of the district's Health Commission.
