There is apparently some confusion to the date of this article. The link clearly shows it is from 2021. Also, this item is appearing on the front page and it is listed as current news with another article just above it dated November 3:

The Chinese machine translations need to be read as a general reference. I see the 2020 mention above but then you have to look at all of the context of the presentation, constantly aware that a massive censor program is always trying to manipulate the inflow and outflow of information.
