I do not see a notice on the Senapred site yet but it is believable that they are issuing warning. Usually governments have a step process that starts with warning or caution to prevent a particular disease or threat.

Antofagasta: Senapred cancels the Preventive Early Alert and declares a Yellow Alert for animal health events

The National Disaster Prevention and Response Service (Senapred) canceled the Preventive Early Warning in the Antofagasta region and, instead, declared a Yellow Alert for animal health events .
