Avian influenza: 17 affected countries in Europe, according to the OIE

Europe is still under "strong pressure" from the H5N8 avian influenza virus transmitted by migratory birds, but it is not faced with an "exponential outbreak" of the epidemic, says Monique Eloit, The World Organization for Animal Health (OIE), which follows 110 animal diseases in 180 countries.

1 - Is there an intensification of avian influenza in Europe? Which countries are affected?

Europe remains under strong pressure from the virus. There are more reported cases. But we are not going toward an exponential form of outbreak of the epidemic and we are not facing a significant aggravation of the situation.

Currently, 17 European countries have made a statement to the OIE on the presence of outbreaks of H5N8 in their territory: Austria, Croatia, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Italy, Netherlands, Poland, Romania , Serbia, Sweden, Switzerland, the Czech Republic and the United Kingdom.

The European animal health epidemio-surveillance platform lists 19 European countries, with Bulgaria, Ireland, Montenegro and Slovakia in addition, but without Italy and the Czech Republic. The differences are due to administrative reporting delays.

2 - Why does France carry out massive preventive culls, whereas in 2016 only the livestock of contaminated livestock farming was slaughtered?

In an epidemic, the minimum is to kill all the animals of the infected farm. All countries do. Then, depending on the circumstances, countries may decide to suppress herds in the vicinity, especially when the foci are very close to one another.

France has undoubtedly decided this preventive slaughter of herds at risk to put the lid back on the cocotte of the virus, reduce the pressure of contamination, and reduce the geographical spread of the virus (...) in order to protect its production system . The country is thus seeking to protect the lives of millions of other poultry in other regions. H5N8 is highly virulent and has a high mortality in infected birds.

Each country makes its decisions according to its own situation, the conditions of construct and conduct of breeding are different in Finland and Greece. There is no official recommendation from the OIE.

A situation similar to that of the south-west for other types of poultry in another region of France might not have led to the same decision. For example, if poultry were raised indoors.

The geographical proximity is very important, a fortiori for the elevated palmipeds in the open air. Feathers, duvets, droppings, are high contamination risks. As well as transport that multiplies the risks.

The virus also has a real potential for mutation, it is one of the reasons why the epidemic should not be allowed to slip away and the fire should be extinguished as soon as possible.

3 - Does the OIE plan to recommend a systematic vaccination of eggs or ducks in the future?

We do not make general recommendations and the single solution does not work, it's up to each country. Every situation is different. We must compare the strains of the viruses, the types of breeding, poultry, the economic sectors (local consumption or export?)

In countries with very high endemic diseases, mainly in Asia where there are cases all year round and every day, vaccination is a very important tool to reduce the spread of the virus. Especially when the strains are dangerous for humans (H5N1, H7N9). For now with H5N8, there is no danger for humans in Europe.

France has undoubtedly decided this preventive slaughter of herds at risk to put the lid back on the cocotte of the virus, reduce the pressure of contamination, and reduce the geographical spread of the virus (...) in order to protect its production system
