211 HIV+ cases in Kishanganj

KISHANGANJ: Bihar's border district of Kishanganj has the dubious distinction of having an alarming number of HIV positive cases. According to the latest official count, there are as many as 211 HIV positive cases across the district.
Bihar State Aids Control Society (BSACS) has already declared Kishanganj district a "high risk" zone in view of high number of HIV positive cases.
Kishanganj district, which shares common borders with Nepal and Bangladesh, was one of the seven districts in the country to be earmarked for the launch of UNICEF-sponsored Co-ordinated HIV/AIDS Response Through Capacity Building and Awareness (CHARCA) programme in 2002 because of the high number of HIV positive cases and the area's vulnerability to the dreaded disease.
Though much has been done to spread awareness by the sponsors of CHARCA over the years, AIDS has not been checked.
Several campaigns for spreading awareness about AIDS are now underway.
The CHARCA co-ordinator Haroon Rasheed said huge migrating of labour force, illiteracy, lack of awareness and largescale trafficking were the prime reasons behind the spread of the disease in the district.
"Women are more susceptible to HIV virus as they had no command in terms of sex, early marriage, forced sex and unhygienic conditions," the CHARCA co-ordinator said.
Meanwhile, dilly-dallying by NF railways in extending toll free space on Kishanganj railway platform No 2 for information-cum-resource centre of CHARCA for sensitising migrant people about Aids is obstructing Aids awareness proghramme. Kishanganj DM M Saravanan had already made the request for the renewal of the same as early as April, 2007.
The Katihar division commercial manager (DCM), NFR said he had already intimated seniors that renewal of toll free space was the prerogative of the Railway Board. Last year, the sanction was allowed for one year which expired on August 23, 2007.
