It is no longer a disgrace for the victim or the family, now it has been proclaimed an honor.

DUBAI, May 11 - The senior Muslim cleric in the Gulf emirate of Dubai urged the faithful not to travel to the Saudi holy city of Mecca for the time being and to pray in the open air because of the risk of swine flu infection, in advice published on Monday.

In a religious decree or fatwa carried by the Emarat Al-Youm, the emirate's mufti, Sheikh Abdel Aziz Haddad, said believers should delay any pilgrimage to Mecca "for the next two or three weeks until the situation stabilises."

As well as the annual hajj pilgrimage to Mecca, which all Muslims are required to make once in a lifetime if they have the means, the faithful can also make a lesser pilgrimage to the holy places, known as omra, at any time of the year.

Although no cases of swine flu have been reported in Saudi Arabia or other Gulf countries so far, pilgrims travel to Mecca from around the world, including nations where the A(H1N1) virus has been confirmed.

Sheik Haddad said the faithful should also not pray too close together in Dubai's mosques or, better still, should pray outside them.

He said the same principle was applicable to churches, cinemas and other public places such as restaurants.

Dubai, a Middle East business and tourism hub, is one of seven emirates that make up the United Arab Emirates. The UAE authorities have announced a series of measures to control the spread of swine flu, notably careful surveillance of passengers at its airports.

Thousands cancel pilgrimage amid swine flu fears

Thousands of Egyptians have cancelled their plans to travel to Saudi Arabia on their minor pilgrimage later in May due to fearts about swine flu, it was reported on Saturday.

Figures from the Chamber of Commerce show that booking rates are down by 60 percent for the Umra to Makkah, according to vice president of the chamber Nasser Turki.

The cancellations followed an announcement by the health minister that he was considering banning pilgrims from traveling for three weeks as part of the Egyptian government?s response to the outbreak of H1N1, Turki said, according to Egyptian website Almasny Alyoum.

The Middle East has only seen seven confirmed cases of swine flu that have been limited to Israeli citizens, a number of whom had recently been in Mexico, the epicentre of the outbreak.

Swine flu major concern during Mecca pilgrimages

Cairo, May 15: Egypt today said it will quarantine and examine its citizens returning from a pilgrimage to Mecca, if swine flu appeared in Saudi Arabia before the Hajj season.


With swine flu reaching to as many as 33 countries, concerns are growing over the spread of the H1N1 virus during major congregations of people in Umrah and Hajj, the Muslim pilgrimages to Mecca.

Egyptian Health Minister Hatem el-Gabli has said if swine flu appeared in Saudi Arabia before the Hajj season, those returning from the pilgrimage will be quarantined.

The minister said that in the current conditions, the threat of swine flu is given to any people's gathering including Umrah and Hajj.

The Umrah (or the minor pilgrimage) represents a serious problem ahead as its season starts from June 20 to early October and from November one to mid January.

The timings are a cause of concern because the virus may calm down for a while before striking hard in the fall, the Minister was quoted as saying by the Middle East News Agency (Mena).

About half a million Egyptians travel for Umrah in the first 10 days of the month of Ramadan, he said, pointing out that this might mean the infection might spread to millions of people in less than a week.

Ramadan in 2009 will start from mid-August while the Hajj will be performed in November.


A national plan had been prepared earlier to face any potential epidemics by the Egyptian Health Ministry that has a cumulative experience since the bird flu, el-Gabli said.

The plan includes supplying hospitals with medical needs, raising awareness among citizens and compiling data on the disease, he said.

The minister also said that the World Health Organisation's current pandemic alert reflects the geographical spread of the virus, not its severity.

Egypt warns of swine flu threat to Mecca pilgrims
Health minister says there is large possibility A(H1N1) virus may reach Egypt with returning pilgrims.


CAIRO - Egyptian Health Minister Hatem al-Gabali warned in a newspaper interview on Wednesday of the dangers posed by swine flu to millions of Muslim pilgrims travelling to Saudi Arabia.


The minister said the government could not bar Egyptian pilgrims from travelling because the decision had to be made by Muslim clerics, but that the authorities could quarantine returning pilgrims.

Gabali told the independent daily Al-Masri Al-Yom that "there is a large possibility" the A(H1N1) virus, which has killed 80 people and infected roughly 10,000 in 39 countries, may reach Egypt with returning pilgrims.

Egypt, which is culling the country's 250,000 pigs, has not recorded any cases of infection so far.

Islam requires every able-bodied Muslim of sound mind, and with the financial means, to perform the hajj, an annual pilgrimage to Mecca last held in December, at least once.

The Saudi government says more than two million Muslims make the pilgrimage every year.

Umra, a lesser pilgrimage that is voluntary, can be performed year round.

Gabali said he could not bar Egypt's estimated 600,000 pilgrims from travelling as such a decision was up to clerics, but that he could "open quarantines and say: no one will return from Saudi Arabia to his home."

The senior Muslim cleric in the Gulf emirate of Dubai already published a fatwa, or religious decree, on May 11 calling on the faithful to delay any pligrimages to Mecca for the time being.

The emirate's mufti, Sheikh Abdel Aziz Haddad, also urged worshippers not to pray too close together in Dubai's mosques or, better still, to pray outside them.


Egypt, the most populous Arab country, is already battling bird flu, which has killed 27 people since the first reported case in 2006.

Hajj and Umra Debate Over Swine Flu

Islamic scholars have called upon Muslims to delay performing Umra as concerns over the spread of swine flu continues around the world. Some hinted that the annual Hajj should also be considered for cancelation as a precaution for the spread of the infection among Muslims performing the pilgrimage.

Both Hajj and Umra involve a pilgrimage to Makkah, with Umra being an optional ritual that Muslims could perform any time of the year while Hajj is a manditory ritual to be performed at least once in a lifetime by any able Muslim during a specific time of the Islamic lunar calendar.

The debate started when Sheikh Ali Abu Elhassan, advisor to the Grand Imam of Al-Azhar, stated that Hajj and Umra can be delayed if spread of swine flu infection is feared, CNN Arabic reported.

A similar call was made by the Egyptian Health Minister, Dr. Hatem El-Gabaly, who urged Egyptians to postpone performing Hajj and Umra this year if possible. According to Masrawy.com, El-Gabaly asserted that all those who do will be put in quarantine on their return from Saudi Arabia.

Sheikh Ali Gom?aa, the Grand Mufti of Egypt, called upon all fiqh councils to work hard until they come up with a united fatwa that presents the Islamic stance on whether or not it is permissible to delay Hajj and Umra due to swine flu.

He explained that after experts and officials in the areas of health, environment, and agriculture present their reports, the role of Islamic scholars will begin and Muftis will be able to have their say based on the information provided. He stressed that the preservation of human life and protecting mankind from disease is one of the goals of the Islamic Shari?ah.

Sheikh Nouh Soliman, the Grand Mufti of Jordan, asserted that the decision of delaying or prohibiting Hajj and Umra due to swine flu has to do with Saudi Arabian scholars and medical personnel. This decision, he said, should be based on whether the Saudi authorities will provide quarantine for people coming from infected regions, or whether a hold will be put on people coming from those regions.

Still Not a Risk

"This is a decision that the Kingdom of Saudi Arabia should make," Dr. Mustafa Urkhan, the President of Influenza Center at the Eastern Mediterranean Regional Office of WHO, told IslamOnline.net (IOL).

Urkhan explained that until now going to perform Umra or Hajj is not considered a risk. He further explained that suitable measures can be taken to ensure a maximum degree of safety for the people attending. He cited as examples the close monitoring of airports to avoid the admission of infected people into the country, as well as providing a sufficient amount of medical supplies.

"The good news is that the virus cannot withstand the high temperature in Saudi Arabia, even during the time of Hajj which will be in November this year," commented Urkhan.

"The problem will be in closed areas because of the presence of central air conditioning which will promote the spread of infection if someone is infected," he explained.

Urkhan also pointed out that if some people there did catch any form of flu during these rituals, this might cause panic among others as they won't be able to immediately determine which type of flu it is.

As of this writing no official statement has been made by Saudi authorities on whether they will take exceptional measures in response to the swine flu threat. IOL was also not able to reach anyone from the General Presidency of Scholarly Research and Ifta in the Kingdom of Saudi Arabia to comment on this issue.

The quest for public health security at Hajj: The WHO guidelines on communicable disease alert and response during mass gatherings

Public health security, the provision of safeguarding health and safety for a designated population during a specific event, is paramount to the success of all mass gatherings (MG).

Hajj, the pilgrimage to Makkah, Saudi Arabia – one of the largest annual MG – this year hosted over 2.5 million. Hajj presents an annual public health security challenge of extraordinary dimensions, not only due to its scale but also due to Hajj-specific environmental and host factors.

Opportunities for sharing public health security insights from Hajj are limited by the lack of standardized outcome measures. The June 2008 WHO Guidelines on communicable disease alert and response for mass gatherings offer novel opportunities for both Hajj planning and assessment. We discuss these evolution of the Guidelines and the first assessment of their efficacy in a live MG environment. We examine potential opportunities for applying these Guidelines in the novel, intensely dynamic, annually recurrent Hajj environment.

We believe Hajj-related findings and outcome measurements using these Guidelines will translate broadly to be of value to many non-Hajj MG sectors.

Finally, we suggest areas for outcome assessment and future enquiry and invite the first Hajj-specific communicable disease alert guidelines.

القاهرة: أكد محمد توفيق مدير المؤسسة القومية لتيسير الحج والعمرة بوزارة التضامن الإجتماعى المصرية أن مرض إنفلونزا الخنازير لم يؤثر على السياحة الدينية وسيتم إعتباراً من غدا الخميس تقديم طلبات الحج فى الإدارات الإجتماعية المتواجدة فى الجمعيات الأهلية.

وأضاف محمد توفيق أن الجمعيات الأهلية تقوم بتنظيم 26 ألف رحلة عمرة ونحو 500و12 ألف تأشيرة ، مشيراً الى أن وزارة التضامن تقوم بالإشراف على الإجراءات ولابد أن يكون المتقدم للعمرة عضواً فى الجمعية الأهلية.

نقابة الأطباء تحسم قضية تأجيل موسم الحج والعمرة - تصوير عصام الشامى

أصدرت هيئة مكتب النقابة العامة للأطباء بياناً تعلن فيه عدم الضرورة العلمية والصحية لإلغاء رحلات الحج والعمرة لهذا العام. وأسست النقابة قرارها على أساس أن الفيروس المسبب لمرض الأنفلونزا "H1 N1" هو من نفس نوع Strain (الأنفلونزا الموسمية) بل إنه أخف منه ضرراً.

واستطلعت النقابة فى قرارها آراء أطبائها المتخصصين فى علم الميكروبيولوجى الإكلينيكى، الذين أجمعوا على أن الاتجاه لإلغاء الحج والعمرة للمصريين هذا العام يُعد إجراء علمياً غير صحيح.

واستشهدت النقابة بأن معظم المصابين المصريين الوافدين لمصر تماثلوا للشفاء، ولم تحدث حالة وفاة واحدة من الحالات الأربعين المصابة. كما أن منظمة الصحة العالمية لشرق المتوسط أعلنت عدم وفاة أى حالة فى الإقليم من مجموع الحالات البالغة 195.

ودعت النقابة لتقليل مظاهر الهلع المتزايدة فى وسائل الإعلام حول المرض، وأكدت على الاكتفاء بالتدابير والعادات الصحية العامة الجيدة لمكافحة العدوى، مثل : غسيل الأيدى بالماء والصابون، والحفاظ على النشاط البدنى، وتجنب الأشخاص المصابين. كما انتقدت تنفيذ الحجر الصحى فى مصر، والذى لم يتم تنفيذه فى الولايات المتحدة الأمريكية بالرغم من إصابة 21 ألف إنسان ووفاة 87 حالة منهم حتى 23 يونيو 2009 طبقاً لإحصائيات منظمة الصحة العالمية.

وبالنسبة للتعامل مع العائدين من الحج والعمرة، اقترحت النقابة أن يتم المسح الحرارى لهم وأخذ مسحة أنفية بلعومية من الذين يثبت ارتفاع درجة حرارتهم، مع إعطائهم علاج التاميفلو.. ثم يتم استدعاء من يثبت التحليل (RT-PCR) إصابته الإيجابية بالفيروس، ليتم استكمال باقى العلاج (جرعتين يومياً لمدة 5 أيام) مع علاج المضاعفات إن وجدت، دون الحاجة لحجزه فى المستشفيات.

كما اقترحت النقابة الاستعانة بمعامل الجامعات ومعامل مستشفيات القوات المسلحة وبعض المعامل الخاصة المتميزة إذا اقتضت الضرورة، حيث لم تكف المعامل الحالية لوزارة الصحة العائدين من العمرة (300 ألف) والحج (80 ألف) مواطن.

ورأت النقابة أن إعلان الصحة العالمية رفع مستوى الإنذار للمرحلة السادسة بسبب الانتشار الجغرافى للمرض فى كل قارات العالم، لا يشير لشدة الوباء، وهو ما صرحت به أيضا د. مارجريت شان المديرة العامة للمنظمة.

أغنياء المسلمين يحرصون على الحج سنوياً.. وكثيراً ما ينسون الفقراء

رغبة قوية من أغنياء المسلمين فى تكرار الحج أكثر من مرة إرضاء لله، متناسين آلاف الفقراء فى بلدانهم لا يجدون ما ينفقون..تناقض لم يقره أبدا التشريع الإسلامى، زاد من كشف عوراته الأزمة المالية الأخيرة، وتلاها خطر أنفلونزا الخنازير..أليس بعد كل هذا لم يحن الوقت لطرح السؤال: لماذا تكرار الحج فى ظل مخاوف من خطرى الفقر والأنفلونزا.

"الرسول صلى الله عليه وسلم لم يحج سوى مرة واحدة"، كان هذا المبرر الذى ساقته الدكتورة سعاد صالح أستاذ الفقه المقارن بجامعة الأزهر، لتؤكد أن المسلمين عليهم أن يقتدوا برسولهم، وفقراء المسلمين أولى بأموال الحج المتكرر. وأضافت "أن من يذهب إلى الحج أكثر من مرة من باب التظاهر أو عنده أموال كثيرة لايعرف أين ينفقها، وحوله الفقراء فى كل مكان، فهو آثم ولا ينال أجر الحج".

سعاد صالح أكدت أيضا أن هذا يتوقف على النية والقصد، فإذا كان القصد هو الرياء والتفاخر فهو "آثم"، وتبريرها لذلك أنه إذا أنفق على الفقراء أو أنشأ بهذه الأموال مشاريع تنموية أو مساكن للشباب فهذا أفضل وأعظم أجرا. وأضافت أنه حتى من كان ينوى الحج أول مرة وخاف من وباء مثل الأنفلونزا فتصدق بأموال الحج على الفقراء فإن له أجر التصدق وهو أجر عظيم، بحسب وصفها، مشيرة إلى أن الفريضة فى هذه الحالة لا تسقط عنه حتى يؤديها.

وقريبا من هذا الرأى جاءت فتوى الشيخ على أبو الحسن مستشار شيخ الأزهر ورئيس لجنة الفتوى السابق، والذى قال "إنه إذا أدى المسلم فريضة الحج ، ثم أراد أن يكررها وفى جواره فقراء فهو آثم فى هذه الحالة"، أبو الحسن فسر ذلك بما سماه "تقديم الفضائل على بعضها"، فهو يرى أن تكرار الحج سنة بحيث لا تقل المدة بينهما عن 5 سنوات، أما إذا كان فى بلد الحاج فقراء ومحتاجون أو كانت الدولة تحتاج لهذه الأموال فى ظل أزمة مالية كالتى نعيشها وهناك مخاوف من الحج مثل وباء أنفلونزا الخنازير، فعدم تكرار الحج هنا أولى من تأدية السنة، فالقاعدة تقول "صحة الأبدان مقدمة على صحة الأديان".

أبو الحسن أضاف أيضا أن الدولة إذا كان لها مساهمات فى عملية الحج وكان بها فقراء أولى بهذه المساهمات أو طرأت عليها ظروف اقتصادية معينة، فلا حرج عليها أن ترفع يدها من هذه المساعدات وتترك التكاليف كاملة على الحاج. Based on that to help the poor first "year" ..

كشف اللواء حسن راشد رئيس مجلس إدارة شركة ميناء القاهرة الجوى فى تصريحات خاصة لليوم السابع، أن مطار القاهرة سيواجه زيادة فى أعداد القادمين من الدول الموبوءة بفيروس أنفلونزا الخنازير، خاصة خلال موسمى الحج والعمرة، وعودة المصريين العاملين بالخارج والدول العربية، بالكشف اليدوى بالترمومترات لقياس درجة حرارة الركاب، خاصة وأن الأعداد الكبيرة ستؤثر على عمل الكاميرات الحرارية.

راشد أكد على أن زيادة الأعداد ستشكل ضغطاً على عمل سلطات الحجر الصحى بالمطار، وبالتالى هناك تفكير لنقل رحلات طيران الوصول لجدة والمدنية من المبنى الجديد رقم 3 للمطار القديم، خاصة وأن كثافة التواجد فيه انخفضت عقب نقل جميع الرحلات للمبنى الجديد، وذلك لاستيعاب فحص جميع المصريين القادمين من الخارج بدقة أكبر.

وأضاف اللواء حسن راشد، أنه يجرى حالياً تنسيق على جميع المستويات لجميع الجهات العاملة بالمطار لتحديد عدد رحلات الطيران للقادمين من رحلات العمرة وتوقيتها حتى يتناسب مع القدرة الاستيعابية للحجر الصحى بالمطار.

قال الدكتور حاتم الجبلى وزير الصحة، إنه مهتم بالأساس بتوفير أكبر قدر من الحماية لصحة المصريين فى ظل انتشار مرض أنفلونزا الخنازير مع تزايد رحلات الحج والعمرة موضحاً "أنا لا سياحة تفرق معايا ولا أرباح شركات تفرق معايا، ولكن وفقاً للمادة 16 و17 من الدستور، فإنى مسئول سياسياً عن حماية صحة المواطنين".

وأضاف الجبلى فى حواره مع برنامج "القاهرة اليوم" أمس: "حالياً الوضع لا يثير القلق لأن أمريكا مثل السعودية جاءت منها حالات مصابة، إلا أنه قد يتطلب الأمر اتخاذ إجراءات وقائية جديدة، لافتاً إلى أنه تلقى اتصالاً مع زهير جرانة وزير السياحة، وتم عقد اجتماع مع عدد من ممثلى الشركات السياحية وطلبت منهم عدم الارتباط بمواعيد محددة حتى يمكنهم استرداد أموالهم، كذلك تقليل أعداد المعتمرين والحجاج.

تلقت وزارة السياحة خطابا من وزارة الصحة تطلب فيه تخصيص طبيب مع كل رحلة عمرة، وضرورة إجراء فحص طبى للمعتمرين قبل سفرهم. وأوصت الوزارة ـ فى خطابها ـ بعدم السماح بسفر مرضى الصدر والقلب والكبد والكلى، لأن مصابى هذه الأمراض أكثر عرضة للإصابة بفيروس إيه (إتش 1 إن 1) المعروف بأنفلونزا الخنازير.

وقال أسامة عشرى وكيل أول وزارة السياحة إنه فور تلقى خطاب وزارة الصحة، دعا إلى اجتماع عاجل للجنة الأزمات بوزارة السياحة والتى تضم فى عضويتها أعضاء لجنة السياحة الدينية فى غرفة الشركات السياحية.

وأضاف أنه تم خلال الاجتماع عرض خطاب وزارة الصحة والوقوف على آخر الاستعدادات لموسم العمرة، مشيرا إلى أن وزارة السياحة كانت قد تقدمت بطلب لوزارة الصحة لإقامة مقرات صحية دائمة تابعة لوزارة الصحة فى المدينة المنورة ومكة المكرمة على نفقة وزارة السياحة لمتابعة الحالة الصحية للمعتمرين خلال موسم العمرة.

وأشار العشرى إلى أنه فى حالة موافقة وزارة الصحة على هذا الطلب سيكون هذا القرار سهل التنفيذ، منوها إلى أن شركات السياحة تنظم ما بين 20 إلى 50 رحلة عمرة يوميا، حيث سيكون تواجد بعثة طبية دائمة أفضل للمعتمرين. يأتى هذا بعد قرار وزير السياحة زهير جرانة بإلزام شركات السياحة باستخراج وثيقة تأمين صحية لكل معتمر تضمن له العلاج فى أرقى المستشفيات بالسعودية ومصر.

International Experts Call on Governments to Postpone Islam's Major and Minor Pilgrimages for Swine Flue Most Vulnerable Groups

International experts in epidemiology and infectious diseases, according to the Cairo-based Regional Office of the World Health Organization (WHO), have called on governments to postpone this year's Islamic Major and Minor Pilgrimages for the groups most vulnerable to the H1N1 virus known as swine flu pandemic, such as the elderly, pregnant women, persons suffering from chronic diseases and children.

The team of experts has recommended the continuous search for positive cases of the virus appropriately in all Saudi airports and ports in order to limit the spread of the disease.

They also recommended continuing using currently-applied measures - such as thermal cameras and provisional quarantine - strengthening both surveillance and reporting systems in Saudi Arabia, and using electronic systems to convey information by setting up an advanced and integrated distance communication network in the kingdom. The aim is to monitor the spread of infectious diseases, including the virus, and to ensure that they are warded off on time.

The experts also recommended using the vaccine against the virus as soon as it is available and allowing using it on pilgrims and health-care providers during both kinds of pilgrimages.

They also called on all pilgrims to take care of their personal hygiene.

The experts stressed that the Saudi Ministry of Health and the medical missions going with the pilgrims must provide enough antiviral drugs to treat and prevent the pandemic, and must supply enough personnel and technical capacities to laboratories in order to deal with a possible rise in the number of cases during the Major and the Minor Pilgrimages.

Finally, the experts also stressed that the Ministry and the missions should provide adequate facilities for quarantining cases.

Meanwhile, Egypt has announced four new cases of H1N1, thus raising the total number of cases in the country ? according to a Health Ministry official - to 78.
