Second case of bird flu confirmed in Seoul
8,200 chickens and ducks slaughtered in Songpa to prevent spread of disease

Another case of avian influenza was confirmed in Seoul on May 11. In the wake of this second case of avian influenza, worries about possible human infection have begun to escalate.

The Ministry of Food, Agriculture, Forestry and Fisheries, said, ?The National Veterinary Research Quarantine Service confirmed on May 11 that one of the ducks culled from a preliminary inspection of twelve ducks and chickens at a poultry farm in the Songpa district was positive for avian influenza. (The National Veterinary Research Quarantine Service) will confirm on May 12 whether this is the highly virulent (H5N1) strain of avian influenza or not.? The H5N1 strain is known to be easily transmissible from animals to humans.

On the evening of May 11, the Songpa District Office dispatched 200 officials to the poultry farm and immediately slaughtered 8,200 chickens and ducks, the total number of chickens and ducks in the entire district.


After an outbreak of avian influenza in the Gwangjin district on May 6, the first in Seoul, some of the residents of the neighboring Songpa district asked the district office to investigate possible cases of avian influenza in their area. The Songpa District Office culled twelve ducks and chickens from the poultry farm and handed them over to the National Veterinary Research Quarantine Service on May 8.

The poultry farm is located five kilometers from the Moran Traditional Market in Seongnam, Gyeonggi Province. Many of the ducks and chickens slaughtered in the Songpa district were reported to have been purchased there. The government believes that the duck that was infected with avian influenza was also purchased at the market.

Meanwhile, another case of avian influenza was found in Bosung, South Jeolla Province, on the same day.

Cull after bird flu hits S Korea

South Korean officials say they have killed the entire poultry population of Seoul to curb the spread of bird flu.

Quarantine officers destroyed 15,000 chickens, ducks and turkeys in farms and restaurants across the capital.

The cull began just hours after the authorities recorded Seoul's second outbreak of the virus in a week.

Bird flu has caused 240 deaths globally since 1993. Tests are being carried out to determine if the South Korean outbreak was the deadly H5N1 strain.

The virus was detected in southern parts of the country last month forcing the slaughter of nearly seven million birds.

The government is now concentrating on preventing live poultry from being brought into Seoul.

Two outbreaks of the virus have also been reported on farms in Busan and Ansung. It is the first time the virus has been found in Busan - South Korea's second largest city.

Agriculture Ministry spokesman Yoon Young-ku said the outbreaks brought the number of confirmed detections of the virus in South Korea to 28.

Bird flu is currently relatively difficult for humans to catch, but health authorities fear it could mutate into a form that is much more easily spread among humans, which could cause a pandemic.

The World Health Organization says at least 240 people have died from bird flu since 2003. Most human cases so far have been linked to direct contact with infected poultry.

The Seoul city government in an emergency meeting decided to cull all poultry being raised outdoors within the city perimeter to prevent the spread of avian influenza. The city government mobilized about 600 officials to cull the poultry. Currently, the number of poultry being raised in Seoul is about 15,200 -- 11,700 chickens and 3,500 ducks.
With even Seoul being affected, now three Northeast Asian nations -- South Korea, China and Japan -- are being attacked by the highly pathogenic strain of avian influenza. Some worry that like Southeast Asia, Northeast Asia could be placed under constant threat of highly pathogenic bird flu.
Ducks, which had been relatively immune to bird flu, have turned out to be the source of the mutating disease. This has given rise to a vicious cycle of ducks spreading the disease to wild birds, which in turn infecting poultry again. Ducks are walking time bombs since they show no symptoms for a considerable time. Unless Korea succeeds in preventing the spread of the disease via ducks and traditional poultry markets, the country could come under a permanent bird flu threat, experts worry.
This year's virulent strain is different from that of 2003 and 2004, and of 2006 and 2007 in that ducks have succumbed en masse this year, said Kim Chang-seob, chief veterinary officer of the Ministry for Food, Agriculture, Forestry and Fisheries. Mo In-pil, a professor of veterinary medicine at Chungbuk National University, said, "The original avian influenza virus didn't kill ducks. But it seems the mutant virus is."
Showing no symptoms, infected ducks can still be sold and bought at traditional poultry markets and spread bird flu across the country, Mo said. From them, the virus can spread to wild birds, in which the virus can mutate into a new strain; and this new strain then infects poultry and is capable of mutating yet again.
Experts believe China is already living constantly with a highly pathogenic bird flu virus by way of this vicious cycle of mutation. In China, large numbers of ducks have been infected by bird flu of a virulent strain, from Guangdong in May 2007, Tibet in January 2008 to Guizhou in February, and Guangdong and Tibet again in March..
Kim Jae-hong, a professor of veterinary medicine at Seoul National University, said, "China is already under constant bird flu attack because it has failed to prevent infected ducks from being sold at traditional markets. If Korea fails to take proper care of ducks and traditional markets, we too could find ourselves under constant attack."
It seems that the virus that caused domestic ducks to die en masse this year was imported from overseas. But if the virus mutates as the disease spreads, it is possible that a new highly pathogenic strain can break out without coming from overseas, Kim said. In Akita and Hokkaido, Japan in April, wild swans died of bird flu of a virulent strain. But Kim Chang-seob said, "The Japanese don't raise many ducks, so there is little chance of bird flu spreading through ducks there." (englishnews@chosun.com )

The government said it found a new case of bird flu in Seoul Sunday, less than a week after the highly virulent form of bird flu struck the capital.

Over 8,000 ducks and chickens were immediately culled at an illegally-run farm in Songpa District, the Food, Agriculture, Forestry and Fisheries Ministry said. Those affected reportedly tested positive for the H5 strain, and whether it is a highly virulent form will be confirmed on Monday.

The outbreak comes after the virus found at an aviary in Gwangjin, eastern Seoul, was confirmed to be deadly to humans, last Monday. No human infection has yet been reported in Seoul, home to about 10 million people, or anywhere else in the country.

Quarantine officials said the two outbreaks trace back to the same traditional market in Seongnam, Gyeonggi Province. The government recently announced it would ban the trade of live chickens and ducks at traditional markets often characterized by run-down, independent stalls selling low-priced merchandise.

About 15,000 birds are to be killed off in Seoul Sunday, and since the first bird flu outbreak of the year was reported last month in the country's southwestern region, the government has culled millions of birds and decontaminated numerous poultry farms, vehicles and traditional markets.

Nonetheless, the disease spread to Seoul last week, with the cities of Ulsan and Daegu also being affected. The quarantine officials confirmed on Sunday that the disease detected on a farm in Anseong, Gyeonggi Province, tested positive for highly virulent H5N1 strain, leaving only Jeju Island a safe zone from the disease nationwide.

Some fear the virus, which usually spreads from birds to humans, could mutate into a form easily transmissible between people, triggering a deadly global pandemic. About 240 people have reportedly died from the highly pathogenic H5N1 strain around the world after coming in contact with infected poultry.

However, health experts say the odds that humans can contract the disease are very unlikely. Cooking the meat at 75 degrees Celsius or higher for more than five minutes will kill the infection.

Officials at the district office said that a total of 200 workers were dispatched to the infected area to cull some 8,000 chickens and ducks.
??We were culling birds starting this morning,?? said a district official who declined to be named. ??We are also investigating the route of infection.??
The National Veterinary Research and Quarantine Service started tests on sites in the capital city area where poultry is bred.
To protect the capital city of more than 10 million people, workers have slaughtered about 15,000 birds, excluding pets.
??About 600 workers from the 25 district offices completed killing poultry to stop the bird flu spread,?? said a city official who declined to be named.
??My guess is that there will be no more bird flu cases in Seoul,?? he added.
No human infections have been confirmed in Korea, though the H5N1 strain can infect humans. Worldwide, bird flu has a mortality rate of over 50 percent in humans, according to the World Health Organization.
Last year there were 86 confirmed human infections with 59 deaths, according the WHO.
There is no vaccine against bird flu, though scientists are working hard to develop one.
In the meantime, Korean officials are stocking up with millions of tablets of Tamiflu, an anti-viral medication. Currently more than 6.8 million birds have been slaughtered in the nation since the first of some 37 confirmed outbreaks of H5N1 was reported in early April.:tiphat:

SEOUL ? Scientists are trying to determine if avian flu has become endemic in South Korea?s wild birds, meaning it?s a threat year-round and not just during the winter migratory season, a U.S. military health official said Monday.
Health workers have confirmed two cases of the H5N1 virus in Seoul in the past week and a half. Other cases have been confirmed throughout the rest of the country in recent weeks.
In Japan, a small outbreak of avian flu occurred near Misawa Air Base several weeks ago.
"Are we just going to have to live with H5N1 in the area?" said Lt. Col. Eric Lund, a U.S. Forces Korea preventive medicine consultant. "Every time we go to the zoo, we say to our kids, ?Don?t touch the birds,? but this time we?ll really mean it."
The Associated Press reported Monday that South Korean officials said they had killed all 15,000 poultry in South Korea?s capital and will prevent live poultry from being brought into the city.
Lund said South Korean officials have found avian flu in 35 locations in the past six weeks, compared to 7 locations in approximately 100-day period in 2006 and 2007.
In 2003, the virus spread to 19 farms in about 100 days, he said. Both previous outbreaks occurred during the winter, when migratory birds from Russia and China come to South Korea.
"That?s why it?s a surprise to everyone, veterinary-wise." Lund said. "It?s come back at the end of March and April, and it?s spread so quickly to so many places in such a short period of time."
The virus typically spreads from migrating birds to domestic chickens, ducks, turkeys and other fowl. Lund said the virus is only a threat to humans who work closely with birds and are in contact with their feces, saliva or other fluids.
Humans rarely transmit the disease to one another, and there are no known cases of a human contracting it in South Korea. A South Korean soldier suspected of having the virus was determined not to have it, Reuters reported on Friday.
Lund said four groups at USFK most at risk for catching the disease are being watched closely: public works employees who pick up dead birds, veterinarians, hospital workers and microbiologists who handle samples that could contain H5N1.
"They?ve got some serious bad stuff inside that test tube," Lund said.
The "really, really big" concern is that H5N1 could spread from a bird to a human who already has the human version of the virus, he said. If the two viruses mix, they could form a new superbug that could spread more easily.
"If and when that happens, the question is, how transmissible is that thing, human to human?" Lund said. "All over the world, governments are working real hard to try to prepare for it. Everybody thinks it?s a matter of when."
A H5N1 vaccine has been developed but isn?t considered effective against new strains of the virus.
The Associated Press reported the South Korean government plans to double its supply of the drug Tamiflu by the end of the year, from enough to treat 1.23 million people to 2.5 million. About 48 million people live in South Korea.
Lund said USFK has adequate supplies of Tamiflu to treat an outbreak. The 121st Combat Support hospital got a high-speed lab test last week and can make a tentative diagnosis of H5N1 in humans in four to six hours. Lab tests previously had to be shipped outside South Korea for diagnosis.
The test has not been used yet, Lund said.
For now, people need to make sure they have an updated flu shot and stay away from wild birds. When they get flu-like symptoms ? a cough, fever, muscle aches, trouble breathing ? they should ask themselves if they?ve been in close contact with birds or a human known to have the disease.
USFK officials have said chickens and eggs sold at the commissary are safe to eat, and are chickens and eggs sold off-post are safe if cooked.
"It?s a risk if you put yourself at risk, but otherwise you go about your business normally," Lund said.

"Roughly 15,000 birds have been culled in Seoul due to the latest outbreak, while 250 have been destroyed in Busan where two separate H5N1 outbreaks were confirmed," said a ministry official.

He said a further 4,000 birds are to be culled during the day in Busan as a precautionary measure.


The latest reports bring the total of bird flu reports to 67 since April 1, with 40 having been confirmed as being caused by the virulent strain and 25 as due to other diseases. State laboratories are running tests on two reports.

The ministry, meanwhile, said quarantine experts are to check and decontaminate chickens and duck farms throughout the country until the end of May.

It said of the three bird flu outbreaks to hit the country so far, this year's outbreak is expected to result in the most damages with about 7 million birds culled so far.

In the 2003-2004 outbreak 5.28 million birds were culled, while the 2006-2007 outbreak resulted in 2.80 million birds being destroyed.

Poultry industry groups, meanwhile, called on the government to declare that this year's outbreak is a national disaster and take measures to fully compensate farmers and restaurant businesses that have been seriously hurt by a sharp drop in demand, the agency said.

In a joint statement released by the Korea Poultry Association, Korea Duck Association, Korea Egg Distributions Association and Korea Chicken Food Services Association, interest groups claimed that government countermeasures were threatening the livelihood of the poultry industry, according to Yonhap.

It claimed actions by the health ministry and the Korea Centres for Disease Control and Prevention (KCDC) fuelled public concerns and were inadequate to alleviate unfounded fears.

Interest groups asked for the dismissal of both the health minister and the KCDC director and called on the media to write stories based in scientific fact.

The news agency reported that despite the effect the avian influenza has on birds, scientists are in agreement that there is no chance of people becoming infected if meat is well cooked. They added that while some people in foreign countries have died from a mutated form of the bird flu, this is a relatively rare occurrence.

Police Will Step Up Fight Against Poultry Smugglers

Police said they will strengthen crackdowns on smugglers of poultry in the region infected by bird flu and those ignoring the authorities' preventive measures to keep the spreading avian influenza under control.

The National Police Agency said Tuesday that those violating anti-bird flu measures will be fined up to 15 million won ($15,000) or face up to three years in prison.
This move came after a series of reports that some culled poultry and those waiting to be killed were smuggled out and illegally traded in conventional markets. The government sees that these dealings could easily transmit the deadly virus to other regions.

Last Wednesday, police arrested six poultry dealers in North Jeolla Province on charges of circulating bird-flu infected chickens and ducks.

According to police, some 2,000 affected ducks were illegally smuggled out to feed dogs and a dealer sold 740 questionable chickens to retailers without the government's permission. In another case, more than 10,000 chicks that were raised at a virus-affected chicken farm were also smuggled out.

The government's measures against the epidemic done in a cursory manner are blamed for having contributed to the spread.

Seoul Metropolitan Government Sunday said it completed the culling of an estimated 15,000 chickens and ducks raised in the capital.

But it was not that difficult to see chickens and ducks in cages on the outskirts of Seoul.

Since the first outbreak of bird flu this year, more than 6.6 million birds have been culled with 55 billion won paid in compensation.
