China: EV-71 outbreak Kills 43 Children Nationwide, 24,934 Children infected

Re: China: EV-71 outbreak Kills 19 children in Fuyang City

Re: China: EV-71 outbreak Kills 19 children in Fuyang City

so...ET-71 can be caused by anything and can cause just about anything.... ...."The majority of infections are symptomless or mild in nature, the most common effect being a non-specific illness, with fever.

Other manifestations include exanthems (rashes), herpangina (vesicular eruption and inflammation of the throat), acute respiratory disease, conjunctivitis, aseptic meningitis, encephalitis (inflammation of the brain), myopericarditis (inflammation of the heart tissue), and, occasionally, paralytic diseases." :(
..........Transmission is usually by the faeco-oral or by the respiratory route when there is an associated respiratory illness.

The virus may be excreted in the stool for many weeks.

Enteroviruses have been detected in water, soil, vegetables and shellfish and may possibly be transmitted in the community by contact with contaminated food or water:surrender:

 A very bad bug... Poor hygiene, overcrowded classrooms, huge infant population... The best recipe for an outbreak;)

BEIJING, April 28 (Reuters) -

An eastern Chinese province has instituted a daily reporting system to monitor the spread of a virus that has killed 19 children and spread panic among residents, Xinhua news agency reported on Monday.
The enterovirus 71, or EV71, which can cause hand, foot and mouth disease, began spreading in Anhui province's Fuyang city from early March, Xinhua said, but was only publicly reported on Sunday.

But in a sign of new attention to the outbreak, Health Minister Chen Zhu visited Fuyang at the weekend and other officials and doctors have gone to investigate.

The provincial health department will also host workshops to train more medical workers in prevention and cure of the virus, the report said.

By Saturday, there were 789 cases, including 19 deaths, the majority of them children under the age of two. A total of 204 children remain in hospital, four in critical condition, Xinhua said.

Enteroviruses spread mostly through contact with infected blisters or faeces and can cause high fever, paralysis and swelling of the brain or its lining.

EV71 outbreaks have occurred in past years in Southeast Asia and some East European countries.

China steps up monitoring of deadly HFMD outbreak

BEIJING - AN eastern Chinese province has introduced a daily reporting system to monitor the spread of a virus that has killed 19 children and spread panic among residents, Xinhua news agency reported on Monday.
The enterovirus 71, or EV71, which can cause hand, foot and mouth disease, began spreading in Anhui province's Fuyang city from early March, Xinhua said, but was only publicly reported on Sunday.

The virus had been found before in China, but 'we believe the situation is still of concern, especially because of the current high reported case fatality rate compared to previous years', the World Health Organisation's acting China Representative, Cris Tunon, said in a statement.

WHO recommended that parents keep their children away from public places during an outbreak and make sure they frequently wash their hands.

In a sign of new attention to the outbreak, Health Minister Chen Zhu visited Fuyang at the weekend. The provincial health department will also host workshops to train more medical workers in prevention and cure of the virus, the report said.

By Monday, there were 915 cases, a jump of more than 100 from the figures released at the weekend, Xinhua reported.

Among them were 19 deaths, the majority of them children under the age of two. A total of 269 children remained in hospital, seven in critical condition, Xinhua said.

Enteroviruses spread mostly through contact with infected blisters or faeces and can cause high fever, paralysis and swelling of the brain or its lining.

There is no vaccine or antiviral agent available to treat or prevent the virus. Instead, treatment focuses on managing its complications, which can include meningitis and heart failure, the WHO's Tunon said.

Parents concerned over Singapore HFMD outbreak

By Azlan Othman
Several parents have expressed their concern over the Hand, Foot and Mouth Disease (HFMD) outbreak which has been reported in Singapore where 880 new cases were reported in four days. This is especially so for those who travelled to the neighbouring country.

The dpa news service reported yesterday that teachers, administrative staff and cleaners scrubbed Singapore preschools and childcare centres Friday to curb the HFMD outbreak.

Dpa added, with the latest Health Ministry of Singapore data showing this year's total infections at 8,400, officials are now providing daily updates instead of weekly ones.

At least 16 schools have been closed because of the outbreak. Another nine have been urged to voluntarily shut down for 10 days. The disinfection is aimed at halting the transmission of the disease, which is spread through saliva, blister fluid, faeces and droplets in the air. Professionals have been called to service air conditioners and fumigate.

Sources said such HFMD cases have also occurred in Brunei but have been on the decline lately. From early to end of August 2007, about 90 HFMD cases were recorded in Brunei, the Ministry of Health said. While from early March to mid April 2006, some 580 cases were recorded, the majority of which were outpatient cases.

20 children dead, 1,200 sickened by viral infection in eastern China

2008-04-28 14:11:13 -

BEIJING (AP) - A viral outbreak in eastern China has sickened almost 1,200 children, killing 20 of them, health officials said Monday.
Enterovirus 71 infections were discovered in March in Fuyang, a city in Anhui province, but may have gone undetected for a while because the symptoms appeared to be ailments common in children, said
Feng Lizhong, an official at the Anhui public health bureau.
Hospitals in Fuyang started to take in patients with fever, blisters, ulcers in the mouth, or a rash on their hands and feet, the official Xinhua News Agency said.
Most were under 2 years old and none was older than 6, Xinhua said.
There were 1,199 reported cases between early March and Sunday, 20 of which were fatal, the health bureau said in a statement on its Web site.
Some 371 children were still being treated and more than 550 had recovered, it said.
It was not immediately clear what triggered the outbreak, but the bureau said it is the season when the virus is prevalent.
Enterovirus 71 is one of several viruses that cause hand, foot and mouth disease, which is characterized by fever, mouth sores and a rash with blisters. It is spread by direct contact with nose and throat discharges, saliva, fluid from blisters, or the stool of infected persons.
The illness mainly strikes children below age 10 and is not related to foot and mouth disease, which infects cattle, sheep and swine.

The World Health Organization's Beijing office said there didn't appear to be an epidemiological link among the cases although most of the children lived in rural areas.
?We believe the situation is still of concern, especially because of the current high reported case fatality rate compared to previous years,? said Dr. Cris Tunon, the acting China representative.
The number of cases of hand, foot and mouth has been on the rise in China.
Last year, Beijing reported more than 1,000 cases in the first six months. In the eastern province of Shandong, 1,200 children were infected in May.

EASTERN China's Anhui Province has installed a province-wide daily reporting system to fight the spread of a deadly virus that has killed at least 19 children in Fuyang City so far.

By yesterday, the number of infections had risen to 915 cases of Enterovirus 71, including 19 deaths. A total of 269 children remain in hospital. Seven of them are said to be in critical condition, Fuyang City government revealed yesterday.

Enterovirus 71 can cause hand, foot and mouth disease, which usually starts with a slight fever followed by blisters or ulcers in the mouth and on the hands and feet.

Serious infections can lead to death. No vaccines nor therapeutic treatments are available.

More medical workers will be trained to prevent the deadly intestinal virus in workshops run by the province's health department, officials said yesterday.

The outbreak started in early March, when hospitals in Fuyang, in the northwest of Anhui, started to take in children with fever, along with blisters, ulcers in the mouth, or rashes on the hands and feet. Some victims suffered brain, heart and lung damage.

All of the victims were aged below six. The majority were under the age of two.

The virus has spread to neighboring counties such as Huoqiu in Liu'an City and Lixin in Bozhou City.

Infections have also been detected in Henan Province's Huibin County in central China.

All sick children have been receiving medical treatment at No.1 and No.2 hospitals in Fuyang City, according to the city government.

Officials have stepped up their fight against the spread of disease, taking measures to clean up the environment in a bid to keep the outbreak under control.

Workers have been organized to disinfect the major areas where many infections were found, and to destroy sources of infectious intestinal diseases and parasites, including killing mosquitoes.

In rural areas, sewage is often collected for centralized treatment.

All families with children below the age of five have been given leaflets with tips on how to prevent infection.

但3月27日,一位患儿经多方治疗,全力抢救仍不幸身亡,成为第一个死亡病例。

An impressive details, April 26, the Ministry of Health Minister Chen Zhu to Fuyang inspections, the inspectors after the meeting, a local expert at the meeting said that because there is no vaccine, no way to control the epidemic.
The epidemic has spread to all eight cities and counties in Fuyang

Have to see from the reports, the departments concerned to the media announced that "several cases of infection are not linked." But yesterday, reporters learned from the health sector, hand, foot and mouth disease is contagious, this is not contradictory ? 10,000 Fuyang City CDC director, told reporters, initially found several cases of EV71 virus infection for all children under the age of 3, but also from different regions, concluded that no transmission between them, but hand, foot and mouth disease itself is Contagious, children can be adopted by the feces, saliva, herpes fester out of the water, and other means of transmission, but among patients with a certain immunity, so the hospital, patients with mild did not take quarantine measures. Judging from the current available figures, all sick children are under the age of 6, 20 patients with an average age of death of 1-year-old, it can be said Hand, Foot and mouth disease is the age of the child killer.

From now confirmed to have passed since the week, hundreds of children through the hospital to go home have already been discharged after observation, clinical diagnosis and treatment of the effect of greatly improved, but the current situation is still not optimistic. According to an official from the news of the epidemic has moved from Funan, Lin Quan, and other areas in Fuyang extended to all the eight counties and cities.

The high incidence area has become epidemic in rural areas

At present urban and rural cases of Hand, Foot and mouth disease has not been the proportion of a precise figure, but one thing is certain, the prevalence of children in rural areas the proportion is far greater than urban. On this point, 10,000 officers told reporters that the health status of rural poor in general, children of poor health habits, should be a high incidence of important reasons. April 25, Fuyang City Health Bureau to urban districts in Fuyang City Health Bureau, the development zone Bureau and市直health units issued by the intestinal virus (EV71) infection prevention and control of health supervision programme for all types of medical institutions at all levels , And a variety of restaurants, drinking water and public places business units, schools and nurseries in to conduct a comprehensive inspection, called for the establishment of contingency plans for health emergencies, the establishment of the epidemic report management system. EV71 virus is not equivalent to the Hand, Foot and Mouth Disease

EV71 intestinal virus and hand, foot and mouth disease in the end is what ? 10,000 Fuyang City CDC director, told reporters, the gastro-intestinal virus known to man is 72, EV71 ranked No. 71, from its position, a new type of virus, the virus samples in 1968 only in the United States, 1981 In Shanghai found the first case, there is currently no effective prevention measures, As far as is known, EV71 virus can cause hand, foot and mouth disease, but the Hand, Foot and mouth disease is not the only mode of transmission, not only to lead to hand, foot and mouth disease.
而手足口病也不一定就由EV71引起。
And hand, foot and mouth disease is not necessarily caused by the EV71.

What is the development of the epidemic in Fuyang City, the reporters will be further follow-up.

Fast on the epidemic: lies辟谣words, what are the conscience ?

With public health incidents, rumors and panic quickly through the Internet and mobile phone messages, filled in April in Fuyang city in the sky. the local government said: that "several" spring infants died of respiratory disease have died, and several cases of this disease has not spread of mutual ties. But the public generally feel that the Government's announcement slow and ambiguous, as in hospitals and kindergartens in front of leaflets on "How to prevent Hand, Foot and mouth disease."

Face-borne epidemic, Fuyang City in hospitals and kindergartens, without exception, not the choice of silence, is extremely abnormal. "Superior arrangements, this matter, no Luanshui, Who says that out, who lost their jobs." Face "abnormal" and the turbulent city of rumors and panic, the local government of the late "辟谣", it Is a lie, which has repeatedly delayed the community and the public time to control the epidemic, resulting in a hospital, "a doctor to take the children of the parents come, we do not have any isolation measures."

"Afraid cause unnecessary alarm" and instead give rise to greater fear, more severe consequences.
其实,?谣言止于公开,恐慌止于公开?这样的常识,从几年前的非典开始,舆论曾重复多次。
In fact, the "rumors limited to an open, public panic stop" This common sense, from the atypical pneumonia a few years ago, public opinion has been repeated many times. However, this time to Fuyang hand, foot and mouth disease epidemic, people find that common sense and the Beichi to Wu-oriented response, some local governments still handling a public crisis of the dominant ideas.

Many netizens "is Fuyang, is the infant" Haotan sound, even more lies to the Fuyang City to respond to rumors of anger.
人们记忆犹新的,是2003年前后阜阳市因劣质奶粉导致的?大头娃娃?事件。
People still remember, before and after 2003 is due to inferior milk powder in Fuyang City, a result of "Taitouwawa" incident.
此事件导致189例婴儿患轻中度营养不良,12例婴儿死亡,造成恶劣影响。
This incident caused 189 cases of babies suffering from mild to moderate malnutrition, 12 cases of infant deaths, resulting in adverse effects. After that, despite the "Taitouwawa" has become the people of Fuyang panic, but to report to relevant departments involved in the investigation, even as long as 16 months.

Why is the epidemic occurred nearly two months, has killed 19 people, announced relevant information ? Why Prior to this, the Fuyang city government departments choose silence and lies ?
越是紧要的公共卫生事件,越拷问着政府的行政良知。
The more critical public health incidents, the tortured conscience of the executive. This is reflected in the conscience of the local government departments in the end is not in people's lives and safety-oriented.
之所以一再发生瞒报事件,无一例外地出于行政机关及其官员对自身利益的考虑。
- Reporting the incident is repeated, without exception, for administrative organs and their officials for their own interests.Fuyang city government departments lying to the way "辟谣" and specifically ordered relevant departments to remain silent, behind the value of the orientation, have been self-evident.

In atypical pneumonia, specifically the Ministry of Health issued the "statutory report on infectious diseases and public health emergencies of information dissemination plan," State Department also issued last year, "the government information public." However, still took place in Fuyang of lies to deal with the phenomenon of rumors that the openness of government information related to the accountability system and the building is still a long way to go.

According to The Beijing News

Nanjing is no correlation epidemic, is still fully in Nanjing

CDC reporters yesterday in Nanjing and Nanjing from Children's Hospital that the CDC has not yet received a present of Nanjing on the gastro-intestinal virus EV71 or partial hand, foot and mouth disease outbreak of the report, children as a common disease, Nanjing Children's Hospital is currently receiving only a day of sporadic sporadic cases, a normal range. The experts reminded the public that summer and autumn has always been hand-foot-mouth disease and intestinal infections, the high incidence period, the public should heighten their vigilance and must not take it lightly. Attention should be paid to children's personal hygiene and not many people with children to public places.

Yesterday, 7:30, Children's Hospital, director of Mei Li Xiaohua Ke has just walked into the office, received a copy of the material, which is reported in Anhui Province, Fuyang children infected with enterovirus EV71 news reports. "We put the Internet in the early morning news of the nearly 100-print, and then distributed to various departments, doctors and nurses is almost a staff." Nanjing Children's Hospital clinics Ya-ming, director of LAB in an interview with reporters that not only So, also at the hospital emergency meeting was held against gastro-intestinal virus EV71 and hand, foot and mouth disease in the knowledge of hospital outpatient departments related to the doctors and nurses were trained.
?
"We are a small hospital in Anhui from too many sick, so what occurred in Fuyang City, the hospital from top to bottom are very tense, we must attach great importance to ideology." Gu Benjamin director told reporters.

According to reports, Fuyang City in Anhui Province of children infected with enterovirus EV71 the number had risen to 1,199. A short period of time, the spread of the virus has potential beyond the people's imagination. Why EV71 intestinal virus spread so rapidly ?

"In fact, strictly speaking the virus infectious than influenza virus." Nanjing Lu Xiaojun, deputy director of CDC, told reporters, but has spread so rapidly is because, first of all, the virus widespread and large Exists in the people around the crowd in close contact is an important mode of transmission, and it's "tough" is not only transmitted through the digestive tract, but also spread through the respiratory tract.
儿
Children through contact with the virus contaminated hands, towel, handkerchief, dental Cup, toys, utensils, milk and a bedding, underwear, and so cause infection of the throat secretions and saliva of the virus through the air (droplets) transmission, Therefore, with close contact with sick children can cause infection; drinking or drinking virus-contaminated by water, food, Infection can also occur.

Second, is also a very important reason is that the virus strain of influenza virus with different is that it does not have vaccine. Therefore, early vaccination for children can not be immune. Therefore abroad such as Singapore, Malaysia and other countries had been due to a large-scale infection of hand, foot and mouth disease outbreaks, the most serious of thousands of people have been infected.

Tragic costs of delay
(China Daily)
Updated: 2008-04-29 07:31

Fuyang has shocked the country again. Nineteen children have died there since last month before the city recently announced an outbreak of a lethal intestinal virus.

About four years ago, the city in Anhui province startled the nation with a scandal relating to fake and inferior-quality milk powder that affected more than 170 infants and killed at least a dozen of them.

The memory of the last tragedy only adds to the bitterness of the new one.

The official warning against mass intestinal virus infection clearly came too late, particularly for those more than 700 other kids who have fallen ill.

It was reported that hospitals in the city started to take in children with fever, along with blisters, ulcers in the mouth, or rashes on their hands and feet, in early March.

But it was not until last week that the local government raised the alarm against this public health crisis.

Admittedly, it took time for medical experts to confirm that it was enterovirus 71 or EV 71, based on epidemiological surveys, clinical diagnoses and lab work. Infections could lead to high mortalities in serious cases and neither vaccine nor therapeutic treatment is available.

Knowledge or the absence of it about the fatal disease might justify the cautious response from local officials. It is certainly undesirable to throw the masses into a panic before adequate information has been collected about the situation.

Yet, when there were rumors going around about the hitherto unknown disease, a business-as-usual attitude from the government would not help. Worse, the government's efforts to play down the possible severity of the ongoing public health crisis may even mislead some people to ignore risks that they can otherwise avoid.

Media reports showed that, in spite of the outbreak of the mysterious disease, the concerned local officials insisted that the rate of fatality was normal compared with the level in previous years.

In the face of such a mass intestinal virus infection, the alarm was raised so late that the number of death had already soared to 19. Early warnings could be able to prevent the disease from spreading so wild.

The outbreak of SARS in 2003 had bitterly alerted the country to the urgency of building a sound emergency response system to deal with public health crises.

The Fuyang case shows again how far we still need to progress in that direction.

It may also cause high fever, meningitis, encephalitis, pulmonary edema and paralysis in a small number of children.

Paralysis is more common in children under two years and meningitis is more common in children between two and five. Infection could lead to high mortalities rates in serious cases and neither a vaccine nor therapeutic treatment is available.

Virus outbreak spreads in east China -newspapers
Mon Apr 28, 2008 11:51pm EDT

BEIJING, April 29 (Reuters) - A virus that has killed at least 20 children in eastern China is infecting hundreds more people each day and has spread to a neighbouring province, newspapers said on Tuesday.

The enterovirus 71, or EV71, which can cause hand, foot and mouth disease, began spreading in Anhui province's Fuyang city in early March, Xinhua news agency said, but was only publicly reported on Sunday.

By Tuesday, the virus had killed 20 children, most under the age of two. There had been 1,520 cases reported so far, Xinhua said, a jump of about 600 from the figure released on Monday.

"The current outbreak may be just a beginning," the Ministry of Health's Health News newspaper said. "We cannot exlude the possibility that the virus will spread further."

The Beijing News said that the virus had spread to neighbouring Henan province.

Enteroviruses spread mostly through contact with infected blisters or faeces and can cause high fever, paralysis and swelling of the brain or its lining.

"Most parents, doctors and government officials treat this virus as a normal illness and lose time in discovering and curing it," the Beijing news said.

The delay of reporting the virus to the public by over 40 days has triggered heated discussion and criticism in Chinese media, which said local government officials should be sacked.

China's reported cases of hand, foot and mouth disease in the first four months this year has increased by about 300 percent the same time last year, the Health News newspaper said.

There is no vaccine or antiviral agent available to treat or prevent the virus. Instead, treatment focuses on managing its complications, which can include meningitis and heart failure, the World Health Organisation's acting China Representative, Cris Tunon, said in a statement. Deadly virus spreads from Anhui to Henan

A deadly virus that has killed 20 children in Anhui Province has already spread to Henan Province, an Anhui city government has warned.

The outbreak of Enterovirus 71 has expanded from Fuyang City in Anhui to neighboring counties, including some places in Henan, the Fuyang government told a news conference late yesterday, People's Daily said on its Website today.

By Sunday, a total of 20 children had died and 1,179 others had fallen ill in an intestinal virus outbreak in Fuyang since March.

A total of 341 children remain in hospital. Twenty-seven of them are said to be in critical condition, the report said.

All of the victims were less than six years old and most were less than two years old.

Enterovirus 71 can cause hand, foot and mouth disease. It usually starts with a slight fever followed by blisters or ulcers in the mouth and on the hands and feet.

Serious infections can lead to death. No vaccines or therapeutic treatments are available.

Hospitals in Fuyang started to take in children with fever, along with blisters, ulcers in the mouth or rashes on the hands and feet in early March. Some of the victims were diagnosed with brain, heart and lung damage.

It may cause high fever, meningitis, encephalitis, pulmonary edema and paralysis in a small number of children. Hand, Foot And Mouth Disease Spreading In China, Killing Children
Article Date: 29 Apr 2008 - 3:00 PDT

The lethal intestinal virus that has killed 20 children and infected over 1,500 others in the east China province of Anhui has been identified as enterovirus 71, or EV71, that causes hand, foot and mouth disease.

Du Changzhi, Anhui Provincial Health Department deputy chief said that by early today, Tuesday 29th April, the virus, which is spreading in Fuyang City, in the northeast part of the province, will have claimed the lives of 20 children and infected 1,520 others, reported the Chinese state-run Xinhua news agency.

About one third of the sick children have recovered, while another third are in hospital and 26 are gravely ill.

The authorities have called in medical workers from other areas, who are joined by experts from the Ministry of Health, in an "all-out" effort to save the children, said the deputy chief.

Hand, foot and mouth disease is mainly a childhood disease, occuring rarely in adults, unless they have weak immune systems. It is not uncommon among infants and children, and it spreads easily through contact with mucus, saliva and feces. It is characterized by fever, sores in the mouth and a blistery skin rash.

It has an incubation period of 3 to 7 days and it usually starts with general listlessness, poor appetite, and a slight fever, often accompanied by a sore throat. One or two days later, painful mouth sores develop, starting as small red spots that blister and turn into ulcers. They usually appear on the tongue, gums and the inside of the cheeks.

The non-itchy skin rash usually breaks out on the palms of the hands and the soles of the feet and develops over 1 or 2 days, starting as red spots that can be flat or bumpy, sometimes with blisters. Some children also get the rash on their buttocks. In some cases no rash is present, only the mouth ulcers, and in other cases, the mouth ulcers occur with no rash.

In a few cases it can lead to high fever, meningitis, encephalitis, pulmonary edema and paralysis.

Paralysis is more common in infants under two years of age, while meningitis is more common among infected 2 to 5 year olds.

Unfortunately there is no vaccine and no cure, and there is a high rate of death among children seriously ill with the disease.

Hand, foot and mouth disease is not to be confused with foot-and-mouth disease, which affects cattle, sheep and pigs.

The outbreak started in early March when hospitals in Fuyang began admitting children suffering from fever, blisters, rashes on the hands and feet, and mouth ulcers. All the children were under six years old, and most of them were infants under two. Some of them also had suffered damage to the heart, brain and lungs.

Because there was an initial delay in identifying the cause of the illness, there was a rumour circulating in the area that the disease was a form of SARS (severe acute respiratory syndrome). An outbreak of SARS swept through China in 2002 and 2003 and eventually claimed hundreds of lives worldwide.
