The "cleaning procedure" - it must be set "on site", at the place where the Equine influenza (zoonotic) break up, and where are suspected horses (incubation period).
On all infected sites (with horses, or horse activities) must be set up an guarded circled quarantine zone with disinfection barriers for vehicles/foot/clothes.
Are those measures put in place? If not, there is a problem, not at the airport.
Only if this is an illness transferable to humans (apart from food/animals airport check) then it must be checked additionaly at the airports. Agree?

The private property quarantines, or disinfection procedures, must be supervised by the competent authorities, and the owners must be compensed in some way for their efforts for the society, if we want to try stop the spreading efficiently.<o></o
