Jakarta: Agriculture Minister Anton Apriyantono declared that Indonesia was experiencing a bird flu emergency. A swift response was needed to break the chain of infection. "The situation in Indonesia is concerning, no ordinary response will do," said Anton in a discussion on Radio Trijaya last Saturday (25 February).

According to Anton, what could be done now was to compel the community to confine their birds. For example, domesticated chickens, previously allowed to roam free around the yard, must now be kept in cages.

The government, he said, was mid-way through preparing legislation that would, among other things, cover bird flu issues. The new regulations would address poultry distribution channels and stipulate measures to prevent the further spread of bird flu.

The new legislation, according to Anton, would be an amendment to Law No 6/1967, concerning Essential Stipulations for Animal Husbandry and Livestock Health.

However, Health Minister Siti Fadilah Supari said that Indonesia was not in a state of emergency over bird flu. "This might be an emergency for the poultry but given that human to human transmission is yet to be proven, it is not yet an emergency for humans. So far, transmission has only occurred between poultry and humans," said Fadilah who was in Ternate when contacted by Tempo.

Fadilah said that bird flu had claimed 20 human victims so far, with the number of people infected reaching 28, according to test results in Indonesia and a Hong Kong laboratory.

She added that the government had not yet revoked the extraordinary event status declared nationally on 18 September 2005.

Similarly, Department of Health Spokesman Lily S. Sulistyowati said that the extraordinary event status remained in place for bird flu. Extraordinary event status meant that an event was exceptional and required serious attention.

Lily hoped that the bird flu pandemic would not worsen. However, she acknowledged that people who kept birds domestically were an obstacle in preventing the disease from spreading further. "We are not too worried about breeders because they usually have procedures in place for the disposal of poultry waste. But people who keep chickens in their homes have no such procedures," she said.

According to the Director of Animal Health at the Department of Agriculture, Samsul Bachri, 15 million birds across 26 provinces in Indonesia had died from bird flu since 2003.

Despite this, there had been no increase in the number of affected provinces. There had only been a change in the status of the provinces. Provinces such as Metropolitan Jakarta, Lampung, West Java, Central Java and East Java were among those hit hardest by bird flu and warranted a priority response. Meanwhile, cases of bird flu in other provinces had only been sporadic.

In fact, said Samsul, several provinces such as Benkulu, Central Sulawesi and Southeast Sulawesi, had not reported any cases of bird flu.

Two more people were admitted to hospital in the Indonesian capital Won suspicion of having contracted the deadly bird flu virus.

"A 20-year-old and a 12-month-old were admitted separately in the early hours of Wednesday, both after the hospitals where they were being treated suspected them of bird flu," Sardikin Giriputro, the deputy chief of Sulianti Saroso hospital, told AFP.

The hospital is the country's main center for the treatment of bird flu, which has killed 20 Indonesians. The most recent fatality was confirmed last weekend.

Sardikin said seven other patients were also being treated as suspected cases at the hospital, after local tests cleared two more patients who were to be discharged. Results of tests for the remainder were not yet in, he said.

If local tests return positive results for the H5N1 virus, they are sent abroad to a World Health Organisation-affiliated laboratory for confirmation.

Six of Indonesia's 33 provinces where the virus has hit the most strongly have begun door-to-door checks on birds as authorities scurry to slow down the escalating number of human cases here.

Indonesia is offering farmers up to 10,000 rupiah (one dollar) for each bird culled, but the sum has been criticised for being too low as the cheapest fresh chicken sold on the market fetches around 15,000 rupiah.

The compensation for birds such as doves and quail has been set at just 2,500 rupiah each.

Although most of Indonesia's human bird flu victims have come from Jakarta and its surroundings, infected birds have been found in 26 provinces.

"The results of laboratory tests show that the H5N1 strain has been discovered in a poultry farm belonging to the people of Batu Besar in the subdistrict of Nongsa," the agency`s acting chief, Muhammad Sabli, said.

He said the agency could not tell how the virus had spread to the island.

Eight chickens in Batu Besar that had died two months ago were tested positive for the bird flu virus.

Four chickens meanwhile were found dead in Kampung Baru in Sekupang recently.
"We have asked the people to report to the officials concerned if they find dead poultry immediately or six hours after the discovery at the latest," he said.
Sabli said he had also called on the people to actively conduct biosecurity.

To prevent the virus from further spreading the regional agriculture and animal husbandry service of Riau Islands Province, marine resources, fishery and agriculture service of Batam and the Bukit Tinggi BPPV had carried out the spraying of disinfectants and taken samples of poultry droppings and blood for laboratory tests. An as-yet unnamed 12-year-old girl suspected of contracting bird flu died Wednesday night after being treated at the Moewardi Hospital in Surakarta.
Her body has been sent to her hometown in Boyolali, Central Java, for burial, hospital director Mardiatmo told Antara.
Blood tests for the victim have been sent to a Jakarta laboratory for confirmation.
Another seriously ill suspected bird flu patient is being treated in isolation at the hospital.
"Clinical symptoms, including coughing and a high fever, indicate that he is bird flu-positive. The patient also used to live near large-scale quail breeding centers," Tri Lastiti, the deputy director of the hospital, told The Jakarta Post.
The 31-year-old man, identified as Daryoto, was believed to have been infected by the carcasses of dead birds, which had been dumped in the area during the past month.
"Thousands of quails died every day and their remains were just thrown away into a nearby river," Nanik, Daryoto's wife, said.
Central Java Governor Mardiyanto said earlier the provincial administration would launch a large-scale poultry cull of infected birds. The culls would occur in five of the province's 35 regencies -- Karanganyar, Boyolali, Sukoharjo, Sragen and Klaten.
Mardiyanto ordered people to be on the alert for the virus and immediately report any suspected bird flu outbreaks among poultry to their local animal husbandry office.
"If people see scores of chickens dying, they should report this to the nearest office. Animal husbandry and health officials will soon follow up their reports," Mardiyanto said.
In Bandung, the number of suspected bird flu patients rose by 11 to 66 as of Wednesday. The latest patient was admitted to the city's Hasan Sadikin Hospital on Wednesday.
In Madiun, East Java, the condition of a 12-year-old patient from Singkil village, Ponorogo, who is believed to be infected with the virus, remained serious.
"The patient is still in intensive care by our team of doctors, and cannot be visited yet," a Dr. Soedono Hospital spokesman said Thursday. A sample of the patient's blood has been sent to Jakarta for testing and the results would be available within a week, the spokesman said.
In Malang, a seven-year-old boy was admitted to the intensive care unit at the Saiful Anwar Hospital with suspected bird flu symptoms.
However, Gatoet Ismanoe, a doctor of the hospital, said the boy, who had earlier been treated at the Muhammad Saleh Hospital in Probolinggo, was still under observation to determine his illness.
In Batam, the local animal husbandry office sprayed disinfectant at Panglong village in Nongsa district Thursday, after laboratory tests found bird flu in the area's poultry. At least eight chickens were found dead in the area with blue and swollen heads -- recognizable symptoms of the flu. (

A four-year-old boy who died in Indonesia is the sixth suspected fatal victim of bird flu in the last week, health workers said on Tuesday. The boy died on Monday at Sayidiman Hospital at Magetan, in East Java, less than 10 minutes after arriving, Sudarsih, a nurse, told Agence France-Presse.

She said he was suffering symptoms of the virus, which has been confirmed as killing 20 Indonesians, and had a history of contact with poultry.

The boy's death follows five recent suspected bird-flu deaths: a pregnant woman (25) on Monday; a 10-year-old Saturday; a brother and sister last Wednesday; and a three-year-old last Tuesday.

The woman was from Jakarta, where most of Indonesia's bird flu deaths have been recorded, but the siblings and 10-year-old were from Central Java's Boyolali district, and the three-year-old died in Central Java's Semarang.

Local positive tests, which are usually considered reliable, are sent to a World Health Organisation (WHO)-affiliated laboratory abroad for confirmation. Indonesia's last confirmed fatality was on February 25.

In Jakarta, five more suspected bird-flu patients were admitted overnight at Sulianti Saroso Hospital, the capital's main centre for treating bird-flu patients, its deputy director, Sardikin Giriputro, said.

The five, two of them children, came from several districts in Jakarta and the nearby town of Bekasi in West Java, and had all been in contact with sick chickens, Giriputro said.

Hospital spokesman Ilham Patu said the hospital was now treating a total of seven suspected bird-flu patients. Five people were discharged on Monday after being cleared, he said.

In East Java some 200 animal-husbandry officials held a mass prayer in the hope that divine intervention may ward off an outbreak of deadly avian influenza among birds there, state news agency Antara reported.

The prayer was led by a local ulema, or Islamic teacher, at East Java's animal-husbandry office, and was also attended by local lawmakers, poultry farm owners, veterinarians and orphans.

It was followed by a traditional Javanese ceremony to ward off evil that included the consumption of rice and rice porridge, Antara said.

Infections have been found in birds in 26 of Indonesia's 33 provinces.

Jakarta (ANTARA News) - At least five suspected bird flu sufferers were admitted to the Prof Dr Sulianti Saroso Hospital for infectious disease here early Tuesday morning, a hospital spokesman said.

The spokesman, Dr Sardikin, said the five patients were brought to the hospital one after the other between 5 p.m. Monday and early Tuesday morning.

"We are treating them in our Cempaka isolation room but their condition is actually not an alarming," Dr Sardikin said, adding that preliminary observation has to be made to determine whether they really were suffering from bird flu.

According to Sardikin, some 11 suspected bird flu patients were under medical treatment at the Sulianti Saroso Hospital. Ten of whom were being treated in the Cempaka isolation room while the other one, an 11-month-old baby named Hafid, was being treated in the Intensive Care Unit (ICU).

"Although Hafid has tested negative for bird flu, he has been put in the ICU because his condition is deteriorating," Sardikin said, adding that Tuesday`s admission of five suspected bird flu patients has brought the number of the patients with similar symptoms, who have ever been treated at the hospital, to a total of 138.

Indonesia rules out bird flu in three recent deaths

The recent deaths of a pregnant mother and two children were not caused by bird flu as reported earlier, an Indonesian health official said Wednesday.
"Local tests showed they are negative of bird flu," said Hariadi Wibisono, director of animal-borne disease eradication with the Health Ministry.

But a three-year-old boy who died in the Central Java capital of Semarang was tested positive of bird flu by a local laboratory, he told Xinhua over telephone.

The death toll in confirmed bird flu cases in the country now stands at 21, he said.

Consumer of chicken and chicken products:
? Chicken meats and eggs in the market are safe but they must be thoroughly cooked. All food
should be thoroughly cooked to an internal temperature of 70?C or above.
? Do not eat half cooked meat (chicken, duck etc).
? Don?t eat raw eggs or soft-boiled eggs.
Commercial food handler and people who prepare food for household consumption:
? Don?t buy chicken meat that has dark, bruised or hemorrhagic spots.
? Don?t buy eggs that have cracked shells or have dirt, feces or feathers on them. Wash eggs
thoroughly before cooking.
? Don?t use dirty hand to touch the nose, eyes, or mouth. Wash hands frequently, especially after
handling chicken meat, duck meat, offal and eggs.
? Use separate chopping boards for meats, vegetable, cooked and raw food.
Management of pets:
?
Watch out for any animal deaths.
?
Avoid contact with dead poultry/birds and their feces. If contact is really necessary, use gloves,
mask and personal protective gears.
?
When burying dead birds or their feces, avoid generating dust. Spraying or sprinkle water to
dampen the area first. Bury bird carcass and feces at a depth of at least 1 metre.
?
When the dead birds and their feces have been properly disposed, clean cages and other
contaminated areas very well with detergent and water. Influenza viruses are relatively
susceptible to a variety of detergents and disinfectants.
Living in bird flu affected area:
?
If you find sick or dying birds (of any species) in your neighborhood, report it to the Provincial
Agriculture department (Dinas Peternakan). Wear gloves and put a cloth over your mouth if
you have to touch these birds. Wash your hands with soap and water for at least 10 seconds
after touching the birds.
?
Avoid entering farms or wet markets where live birds/poultry are kept.
?
After walking around areas that may be contaminated (such as farms, markets or backyards
with poultry), clean your shoes as carefully as possible with soap and water.
?
When cleaning shoes, make sure that you do not flick any particles into your face or on your
clothes. Wear a plastic bag over your hands and or gloves.
Influenza-like symptoms (eg fever >38?C, cough, sore throat, runny nose and muscle aches):
?
Cover your nose and mouth when coughing or sneezing. Use a tissue and throw it away once
used. Teach children to do this as well.
?
Always wash your hands with soap and water after any contact with secretions from nose or
mouth as these can carry the virus.
?
Children are especially prone to touching their face, eyes and mouth with unwashed hands.
Teach children the importance of hand washing after coughing and sneezing.
?
If you go to the doctor, wear a surgical mask or cover your nose and mouth with a cloth.
?
If you have fever and breathing difficulties, go to the health centre and ask them if you have
influenza.

Setelah bangkai burung serta kotorannya telah dikuburkan, bersihkan kadang serta daerah yang
terkontaminasi lainnya secara sempurna menggunakan detergen dan air. Virus influenza relatif
rentan terhadap berbagai detergen dan disinfektan
Hidup di daerah yand terkena flu burung:

Apabila anda menemukan unggas yang sakit atau sekarta (spesies apapun) di lingkungan anda,
segera laporkan kepada Dinas Peternakan setempat. Gunakanlah sarung tangan dan pakailah
menutup mulut apabila anda harus menyentuh bangkai hewan tersebut. Cuci tang anda dengan
air dan sabun setidaknya selama 10 detik setelah menyentuh bangkai unggas tersebut

Setelah berjalan di daerah yang mungkin terkontaminasi (seperti peternakan, pasar atau

March 8 (Bloomberg) -- A three-year-old boy from Central Java who died last week may be Indonesia's 21st bird-flu fatality, a health ministry official said, citing tests reported by a laboratory in Jakarta.

The boy had been treated at a hospital in Semarang, where he died on March 3, Hariadi Wibisono, director of vector-borne disease control at the ministry, said in a telephone interview today. A five-year-old boy and a woman in her fifties were admitted today to the Sayidiman Hospital with suspected avian flu, said Masnan, a doctor at the hospital in the East Java town of Magetan.

Deaths reported in Indonesia from the H5N1 strain of avian influenza have increased each month since November as the disease infected more poultry flocks in the world's fourth most- populous nation.

The government aims to increase the number of hospitals capable of treating infected people to 100 from 44 by the end of the year and plans to build more supplies of Roche Holding AG's Tamiflu antiviral medication, Minister of People's Welfare Aburizal Bakrie said last month.

Late yesterday a 15-year-old boy was transferred to Jakarta's Sulianti Saroso hospital after being treated for one day in a hospital in Cianjur, West Java, southeast of the capital city.

``Clinical symptoms indicate he could be suffering from bird flu,'' said Ilham Patu, a doctor at the Sulianto Saroso. ``Dead pigeons and chickens found have been found in his neighborhood, but there is no connection yet with the patient,'' Patu said.

Tests reported by a local laboratory showed a woman who died on March 6 didn't have the virus, said Wibisono at the health ministry. She was five months pregnant.

Update on the above people.

Four of the patients, namely Yamti, 20, from Jemowo, Musuk Boyolali, Cheerful, 19, from Andong, Boyolali, Esa, 14, from Bangsalan, the Terrace, Boyolali, as well as the child's one patient on behalf of Diana, 3.5 years from Kacangan, Andong, Boyolali, that was treated with the status suspect birds flu.
Yamti, Cheerful and Esa was treated in Isolation space in the Orchid ward Ii, while Diana was placed in special space in the child's ward Jasmine Ii.
Whereas one other patient that also was reconciled because of being suspected of being infected by birds flu, namely Via Ariani, 13 months, from the Fishpond Gift, Mojosongo, Boyolali, that was treated in the child's ward Jasmine two with the status of observation of birds flu.
"The five patients will continue to be monitored by us his development."

Tong Cil Gunawan (45 tahun), ayah korban, mengatakan Ryan mendapat perawatan di RSU Cianjur setelah menderita demam tinggi dan sesak nafas. Saat itu anaknya baru pulang sekolah karena sakit.

Dokter Suranto, Wakil Direktur RSU Cianjur, mengatakan gejala tersebut sangat mirip dengan penderita yang terkena virus H5N1. Salah satunya diketahui pasien mengalami infeksi di paru-paru.

Selain itu, imbuh Suranto, gejala panas suhu tubuh pasien semakin meninggi. "Namun, untuk memastikannya, harus ada uji laboratorium," kata Suranto.

Pihak RSU Cianjur yang merawat Ryan kemudian merujuk supaya dirawat di Rumah Sakit Hasan Sadikin (RSHS) Bandung. Namun, pihak keluarga memilih untuk membawa pasien ke RSPI Suliyanti Saroso Jakarta untuk memastikan penyakit yang diderita Ryan.
