MIAMI VALLEY — As the Highly Pathogenic Avian Influenza (HPAI) outbreak continues to affect Ohio farmers, two local counties have made a declaration of emergency.

MONROE — Another case of highly pathogenic avian influenza has been confirmed in a small backyard flock of birds in Monroe County.
This is the second case of HPAI in the county since the virus was first detected on Feb. 13. No human illness has been identified and all individuals potentially exposed to the birds have been contacted, officials at the Monroe County Health Department said...
