    Why conduct pandemic influenza exercises? An influenza pandemic may emerge with little warning, affecting a large number of people within a short period of time. Local outbreaks may last for a few weeks or months, and widespread illness in a particular community could lead to shortages in healthcare and essential services. Local preparation and response is crucial. An effective response will depend on pre-established partnerships by public health officials, hospitals administrators, and community leaders who have considered a range of best-case and worst-case scenarios. It will require flexibility, and real-time decision making (pre-planning). It will also depend on a well-informed public that understands the importance of an influenza pandemic and being prepared.
