                    May 28, 2020

Lima, May 28 (EFE) .- Peru on Thursday exceeded the 4,000 deaths and 140,000 detected cases of the COVID-19 epidemic, which maintains its strong impact in the Andean country, the second most affected by the disease in Latin America.
The Ministry of Health (Minsa) reported that in the last few hours 116 other people died and 5,874 cases were detected, after 23,519 tests had been taken.
With these figures, the total number of deaths in the country rose to 4,099 and the cases detected to 141,779, while the tests reached 928,797 nationwide.
Of the total cases detected, 8,395 have been hospitalized, 128 more than the previous day, while 943 of them remain in intensive care units (ICU) with mechanical ventilation.
                    ALMOST 60,000 RECOVERED
Despite the high rate of infection, the Ministry added that in the last few hours, 3,363 other people also recovered, reaching 59,442 affected persons who completed their period of home isolation or were discharged from a hospital.
Lima, a city with 10 million inhabitants, remained the most affected in the country, reaching a total of 87,478 cases, followed by the neighboring port of Callao, with 9,953, and the northern regions of Lambayeque, with 7,020; Piura, with 6,942, and Loreto, with 3,959.
The president of the Council of Ministers, Vicente Zeballos, reported, in turn, that so far 137 police officers have died and 7,793 are infected, 323 of whom remain hospitalized.
                    PATIENTS IN THEIR HOUSING
In a presentation before the plenary session of Congress, Zeballos explained that 85% of those infected with COVID-19 remain in their homes, since "they do not require hospitalization, but they do require medical attention, accompaniment and state assistance."
The Prime Minister also said that "a new economic subsidy" is being evaluated within the Executive to deliver to the most vulnerable population, as the quarantine for the health emergency has been extended until June 30.
He recalled that since the quarantine was issued, on March 16, the Executive has approved decrees that established the universalization of the right to health, the compulsory commercialization of generic drugs and the provision of financial aid.
Zeballos also highlighted the increase in the capacity of patient care, which has allowed 1,090 ICU beds and 10,965 hospital beds, with the intention of reaching 20,000 of these and 2,000 intensive care by the end of June.
                    INTERNATIONAL SUPPORT
For its part, the Ministry of Foreign Affairs announced that the World Food Program (WFP) will grant $ 2 million to the Peruvian government to provide humanitarian assistance to the vulnerable population, including migrants and refugees who have been affected by the economic crisis. .
Of this contribution, which comes from multilateral funds, $ 1.5 million will go to a "cash transfer scheme" and $ 500,000 to strengthen the efforts of the Peruvian government to improve the humanitarian logistics chain.
Foreign Affairs explained that thanks to this initiative, the allocation of economic bonds that are delivered in Peru may be extended to some 14,000 additional beneficiaries, in addition to strengthening the coordination and logistical support that WFP gives to the National Institute of Civil Defense of Peru ( Indeci).
                    USA DELIVERY 8 MILLION
The United States embassy reported, for its part, that the Government of its country has "committed" the delivery of 8 million to Peru in alliance with the World Council of Savings and Credit Cooperatives (WOCCU), to support immigrants and Venezuelan refugees and the low-income local population.
The project, to be delivered through the United States Agency for International Development (USAID), will begin in June 2020 and run until May 2023 with the aim of increasing access to finance, helping entrepreneurs and facilitating access to employment opportunities.
It will be implemented through the Economic Inclusion Project to complement the efforts of the Governments of the United States, Peru and humanitarian organizations such as the United Nations High Commissioner for Refugees (UNHCR).
WOCCU has partnered with the Federation of Credit and Savings Cooperatives (FENACREP) and HIAS Inc., which "will bring unique expertise" to support the project, which will also deploy "a strong grant service" to reach and integrate local organizations into its activities and provide support through initial grants to individual entrepreneurs, the embassy concluded.

Lima.- The Government of Peru declared medicinal oxygen of national interest to guarantee its supply due to the great demand by COVID-19, with 183,198 cases accumulated nationwide and 5,031 deaths, which has caused shortages and an increase in prices of up to ten times its normal value.

The emergency measure came after this week long lines of relatives of patients with the coronavirus with oxygen cylinders appeared, in a desperate search to recharge them in establishments that charged them considerable premiums, as Efe could verify.

The price of the 10 cubic meter oxygen cylinders, whose duration is about 24 hours, has reached up to 6,000 soles ($ 1,750) and the recharges to 500 soles (145 about 15 soles ($ 4.37). Dollars) , at a rate of 50 soles ($ 15.5) per cubic meter, when its normal value is

"We see speculators trying to take advantage of and put others' lives at risk. We are not going to allow that," said the president of Peru, Mart?n Vizcarra, in a televised conference.

"With oxygen, the same thing that has happened with other equipment and goods necessary to combat this disease is happening. There are always unscrupulous people who try to take advantage of this disease to obtain an extraordinary profit margin," lamented the governor.

                                URGENT PURCHASE OF OXYGEN

The decree that declares oxygen as a strategic asset contemplates a purchase of 84 million soles (25.4 million dollars) to meet high demand, which has increased by 40% during this emergency, as recognized the first week last week. Minister Vicente Zeballos.

11 million soles (3.2 million dollars) will also be used for distribution networks that facilitate oxygen access for hospitalized COVID-19 patients.

Likewise, the Peruvian State will buy 1,200 oxygen concentrators as part of a shipment of 88 million soles ($ 25.6 million) to serve the indigenous population.

The indigenous people have not received the attention they should have, "Vizcarra acknowledged.

The decree will also give priority to the production of medicinal oxygen over industrial oxygen, in line with the measures already taken last month by the Executive to convert some factories during this emergency and thus ensure supplies to hospitals.

                                CRITICISM OF PRIVATE CLINICS

The head of state also criticized private clinics that allegedly overcharged for COVID-19 tests that are provided and processed free of charge by the National Institute of Health (INS), an entity of the Ministry of Health, and called for an investigation by part of the relevant organizations.

"We do not charge for the tests. It is a service that we have to give to beat the disease. We cannot do business with it. There are people who want to take advantage of these circumstances for their own benefit, such as with oxygen," said Vizcarra.

"We cannot allow this abusive behavior to profit from the pain and health of Peruvians. It has to be an exemplary economic sanction, which is where it hurts the most," he added.

The Council of Ministers also approved this Thursday the decree to move to the second of the four phases of economic reactivation planned by the Ministry of Economy and Finance, despite the fact that the spread of the coronavirus continues without showing signs of mitigation.

                                BARRIER OF 5,000 DEATHS

The latest bulletin from the Ministry of Health on the state of the pandemic revealed that Peru exceeded 5,000 deaths this Thursday, after spending more than a hundred deaths daily, registering 137 in the last 24 hours. Altogether there are 5,031 deaths with the coronavirus as a confirmed cause of death.

The accumulated cases rose to 183,198 infected, which means 4,284 new infected in the last 24 hours. Of the 20,216 tests performed Wednesday, 21% tested positive for the SARS-CoV-2 virus.

With phase 2 of the economic reactivation, the Executive expects its economy to go from 50% to over 80%, which includes especially some 780,000 companies classified as micro, small and medium-sized enterprises (MSMEs), and thus recover some 500,000 jobs.

                                FLEXIBILIZED CONFINEMENT

In this new phase, physical activities will also be allowed outdoors by the population, although Vizcarra recalled that confinement continues and that "the safest place is the home."

For this reason, he asked that elderly people, students, people who do not work or who have a disease that could complicate their lives if they get the virus continue without leaving their homes.

"We have to resume these economic activities thinking that it is feasible with the support and collaboration of all to continue containing the spread of the virus," said the president.

Peru is the second country with the most declared cases of COVID-19 in Latin America and the tenth in the world, although it is the first in the region in tests carried out for every million inhabitants, which has rapidly increased the detection of all those infected.
