UPDATE 2-Peru extends quarantine until May 24 with more vigilance as epidemic grows
          May 8, 2020

LIMA, May 8 (Reuters) - Peru will extend the national quarantine until May 24 and double the number of military and police to enforce the emergency, President Mart?n Vizcarra said on Friday, at a time when coronavirus cases have been shot and they already exceed 60,000 in the Andean country.

The president affirmed that he will redouble measures to reduce the spread of the virus due to the agglomeration of people when buying supplies, although he announced others to reduce the pressure on isolation, such as allowing minors under 14 years of age to leave for 30 minutes accompanied by an adult.

It is the fourth extension of compulsory social isolation in the country, which has the second highest number of positive cases of the virus in Latin America, behind Brazil.

"It would not be responsible for me as President to lift the quarantine, that could generate a flare-up and return to levels that we had before," Vizcarra said in a press conference broadcast on television.

Confirmed coronavirus cases totaled 61,847 on Friday, 3,321 more than the day before, while the number of deaths rose by 87 to 1,714, according to official data.

Vizcarra said that the results show that the level of spread from the beginning of the quarantine has decreased, going from three infections for each infected to one, since the measure was decreed in mid-March until these days.

The president said, however, that sources of contagion such as popular markets, banks and the transportation of people in vehicles still remain. To reduce this risk, the customer service hours will be extended in supermarkets and banks where people go to collect government bonds, he added.

He also announced that in the regions where contagions have grown the curfew hours will be maintained, unlike the Lima region where the exceptional measure will be reduced by two hours, with military and police surveillance.

Vizcarra also said that he will double the number of security forces to enforce the quarantine, including some 70,000 members of the Army, Navy and Aviation that will help the 80,000 policemen who guard the streets in the country.

"We require a National Police and Armed Forces committed to the state of emergency, with everyone's respect for the rules we give and for authority," he said.

Regarding the departure of minors from their homes, Vizcarra pointed out that it is a "voluntary option" for parents and will be up to 500 meters away from their homes, although children will not be able to use games in the parks to avoid risks.

According to experts, the rapid increase is due to a cocktail of factors such as a chronic crisis in the health system and many people on the streets despite restrictions; and they affirm that the country is entering the worst stage of the disease. Lima, May 10 (EFE) .- The expansion of the COVID-19 pandemic in Peru continues to rise with 67,307 confirmed cases, some 2,292 more than on Saturday, and 1,889 deaths, 75 more than the day before, 56 days after state of emergency decreed in the country.

According to the latest official report from the Ministry of Health, a total of 504,930 people have undergone tests to rule out the disease, some 10,680 more than on Saturday, and 437,623 were negative.

The greatest number of tests are serological (425,024) and the rest are molecular (79,906).

As a result of the disease, 6,601 patients are hospitalized and 774 are hospitalized in Intensive Care Units (ICU) with mechanical ventilation.

Likewise, since the first case of coronavirus was detected in Peru, on March 6, a total of 21,349 people were discharged after complying with medical treatment and home isolation.

LIMA WITH MORE THAN 43,000 CONTACTS

Because the rate of infections is still greater than one, the government of the president, Mart?n Vizcarra, decided to extend the quarantine, which expired this Sunday, until May 24, although it reduced the curfew schedule and, from Tomorrow, it will start at 8:00 p.m. until 5:00 a.m. the next day.

In order to reduce overcrowding in prisons, where there have also been hundreds of infections and at least 40 deaths from COVID-19, the Ministry of Justice approved the granting of humanitarian pardons to release some 3,000 inmates.

              TEN PASSIONED TEENAGERS

The benefit also reached ten adolescents incarcerated in youth rehabilitation centers, including two with chronic diseases that made them more vulnerable to the coronavirus.

Likewise, commutation of sentences was also applied among minors, as in the case of a teenage girl confined with her daughter and three others whose sentences are completed in less than six months.

"We are in the middle of the plateau (...) and the Peruvian plateau is completely different from all the plateaus of any other country. So, if we wanted to compare it with the plateau that went up and down, we are not going to find it, because the Peruvian numbers they are completely outliers and different, "he said.

He considered it necessary to continue with the quarantine and curfew measures declared by the government, and which were extended until May 24.

Peru exceeded 92,000 cases and more than 2,600 deaths this Sunday due to the COVID-19 epidemic, while it was warned that Lima's hospitals are at the limit and even some of them are making a selection of patients and are no longer receiving older adults in intensive care.

The Ministry of Health (Minsa) indicated that in the last hours 3,732 more cases of the disease were detected and 125 people died, bringing the total number of infected to 92,273 and the deaths to 2,648.

The epidemic maintained its epicenter in Lima, a city of 10 million inhabitants that presents 59,712 cases and 915 deaths, with which the capacity of hospital care has reached the limit, according to the Office of the Ombudsman.

The president of the Peruvian Society of Intensive Medicine, Jes?s Valverde, revealed that a selection of seriously ill patients is already being made in Lima hospitals and older adults who require an ICU are not being cared for. "What we are no longer allowing is for older adults to enter the ICU, because their prognosis for recovery is quite low compared to a young adult, and also because of the risk of morbidity they have," Valverde told the Correo newspaper.

The representative admitted that doctors face an "ethical dilemma" due to the low availability of ICU beds and questioned that government authorities ensure that there are still units to serve patients who need mechanical ventilation.

"There are ethical dilemmas, but international regulations give the intensivist doctor the power to select which critically recoverable patient can enter intensive care and which cannot," he assured.

Valverde also disagreed with President Mart?n Vizcarra's statement that the disease plateau has already been reached. “If we were on the plateau, there would be no increase in emergency patients; on the contrary, the same amount would have been maintained yesterday, or the week. I think the number of patients is increasing more and more, so we are not on a plateau, we are on the rise, "he said.

It is that the Government maintains that despite the large number of daily cases, the plateau of the disease has already been reached. The Minsa reported this Sunday that, of the total number of cases detected, 7,408 are hospitalized, 133 more in the last hours, and 850 of them in intensive care units (ICU) in the country. As 20,131 new tests were carried out to detect the disease, the total of these reached 650,613, between rapid and molecular.

In addition, 349 people recovered in the last hours, with 28,621 being discharged from hospitals or complying with the home quarantine ordered.

In this context, the Office of the Ombudsman warned that the main hospitals in Lima "are on the limit of admitting" patients, who upon arrival in the emergency areas are placed in wheelchairs or in tents. “Most of them are reaching the limit of the care they can provide to the population at risk. The lack of environments intended for the reception and hospitalization of patients with symptoms of COVID-19 would be the main problem, "he indicated.

The head of the Lima office of the Ombudsman, Alberto Huerta, expressed his concern that some of the health personnel are in isolation or hospitalized for presenting health problems, "which represents less attention to patients, at a time of high pressure "

The Office of the Ombudsman noted that it hopes that the number of beds, environments and medical equipment for patient care will be expanded "in the shortest possible time" and that care in first-level health facilities will also be strengthened, to decongest the hospitals with the highest complexity.

                            GOVERNMENT EVALUATES MEASURES

After President Vizcarra announced that the Government will maintain many of the restrictions after the end of the national quarantine, which must end next Sunday, Prime Minister Vicente Zeballos declared that an eventual expansion of the national emergency is "permanent" evaluation".

"Right now we are in the fourth quarantine, which should end next Sunday. All decisions and each of the extensions have been subject to scientific medical criteria. It is the Minsa, through professional teams, that determines it. We, as an Executive, made the decision, "he remarked.

Zeballos considered that the ideal would be that "this plateau be maintained and that contingency measures have an immediate effect" so that the impact of the disease begins to decrease.
