Alerts are turned on: confirm first case of H5N1 avian influenza in northern Chile

Government increased active surveillance in SAG laboratories. Found case tested positive with “high pathogenicity”.
    By Timeline Antofagasta

The Minister of Agriculture, Esteban Valenzuela, together with the national director(s) of the Agricultural and Livestock Service (SAG), Andrea Collao, confirmed today the presence of a case of highly pathogenic avian influenza in a wild bird found in Arica. This corresponds to the H5N1 variant, which has already been detected in Ecuador, Peru, Colombia and Venezuela.

The authority revealed that, given the complex scenario that this disease had been showing on the continent, in Chile the SAG had already been working between the public and private sectors to mitigate possible negative effects on the productive matrix of the poultry industry, which up to the minute is not affected by this finding.

"We want to inform you that today (yesterday) the Agricultural and Livestock Service, deployed on alert throughout the entire time to determine if avian influenza has arrived in Chile, has definitively detected that it arrived in a wild bird that was discovered in poor condition. in the region of Arica and Parinacota”, said the Secretary of State.

The SAG for several months had been reinforcing surveillance and activating its alert systems throughout the country since positive cases of Highly Pathogenic Avian Influenza (HPAI) were detected on the continent....

Detected nine areas with birds infected with Avian Influenza H5N1 in the Antofagasta region

After new analyzes carried out by the SAG laboratory, positive cases were confirmed in 6 species of birds located in nine areas of the coastal edge of the Antofagasta region.

          The Antofagasta Newspaper
          5 January 2023

The Regional Directorate of SENAPRED of Antofagasta, updated the regional Preventive Early Alert, due to an animal health event, which is in force from December 10, 2022 and until conditions so warrant.

According to the information provided by the Agricultural and Livestock Service (SAG), in relation to the progress of the animal health emergency due to Avian Influenza H5N1 in the Antofagasta Region, after new analyzes carried out by the laboratory of said technical body, it has been confirmed nine areas under sanitary control with positive cases for the 6 species listed below:

Foci of Highly Pathogenic Avian Influenza (HPAI) detected and positive species in the region:
          Location Positive species
Las Losas Beach – La Portada Natural Monument. Pelican – Booby.
Port Mussels. Pelican – Peruvian Gull – Huaravo – Jote red head.
          Punta Itata (Little Horns). Pikeman.
Sentinel Sector (Mussels). Pelican – Booby – Red-headed Jote.
          Tocopilla Cemetery. Pelican.
Historic Dock Sector. Pelican – Booby – Red-headed Jote.
          Our Lady Bay. Pelican.
Matancilla, Loc. Paposo Atacama Beach. Pelican.
          Cifuncho Beach, Taltal. Pelican.

The SAG protocols for the detection of an animal positive for the virus consider a surveillance process for poultry (chickens, ducks and geese) within a radius of 1 to 3 kilometers from the infected area, and 20 kilometers for surveillance of wild birds.

In line with the above, euthanasia procedures have been carried out on those birds that have been found to be suspected of carrying this disease. Likewise, the disposal of said corpses was managed, both of those specimens sacrificed sanitaryly and of those that were found dead. Finally, the cycle considers a cleaning and disinfection process relevant to the contingency.

The health authority recommends that the population avoid handling dead or sick birds; acquire and consume formally marketed poultry meat, eggs or poultry by-products subject to sanitary control and immediately notify the Regional SAG of the existence or sighting of dead or sick birds.

They confirm the first case of avian influenza in the Ñuble Region: it continues to spread in the country
By The Austral Press Tuesday, January 31, 2023

The Agricultural and Livestock Service confirmed the first case of avian influenza in the Ñuble Region. This was recorded on Boca Itata beach.

The authorities reiterated the call to the population to take extreme care measures and warn of any presence of birds with strange behavior.

The case of the H5N1 variant corresponds to a pelican found on Boca Itata beach, in the Trehuaco commune.

The regional director(s) of Sag, Gloria Cuevas, indicated that currently the disease only afflicts wild birds. In the same way, she called on the population not to touch species that present strange behavior.

"Don't handle them, don't take them anywhere, let us know on our communication channels, phone 2345100, which I answer 7 days a week," he added.

Chile detects first case of bird flu in a marine mammal

It was a sea lion of about 250 kilos with respiratory problems that was infected by the virus.

                    Chile /02.17.2023 11:14:01

Chilean health authorities detected the first positive case of highly pathogenic avian influenza (HPAI) in a marine mammal, on a beach in the north of the South American country.

The National Fisheries and Aquaculture Service (Sernapesca) reported late on Thursday that the sea lion weighing about 250 kilos washed up with respiratory problems on a beach in the northern region of Antofagasta.

"The case corresponds to the variant of the virus that has already been detected in wild birds in 11 regions of the country , and that is also present in countries such as Ecuador, Peru, Colombia, Venezuela, Argentina, Uruguay, among others," Sernapesca said in a statement.

"This is the first case of a marine mammal affected by this virus in Chile, before which Sernapesca, the body responsible for hydrobiological fauna, will activate its special protocol for stranding marine animals," he added.

The service explained that infections have previously been recorded in sea lions in the United States and Peru. Also in Chile it was detected in a penguin in Antofagasta.

In early January, the Chilean Agricultural and Livestock Service (SAG) had detected the virus in a wild bird in the central region of O'Higgins.

This week, Argentina and Uruguay confirmed the first cases of bird flu detected in wild birds, joining other countries in the region with the presence of the disease.

Avian Influenza is a contagious viral disease that affects both domestic and wild birds, without cure or treatment. Less commonly, viruses have also been isolated from mammalian species, as well as from humans.

Sernapesca pointed out that since the beginning of the HPAI emergency in Chile, it has been detected in 21 species of wild aquatic birds, with the pelican being the most affected .

This is the first detection of avian influenza H5N1 in an unusual host in the national territory (marine mammal); sea lion Otaria flavescens is the affected species. Regarding organization, the National Directorate of the National Fisheries and Aquaculture Service (SERNAPESCA) carries out the risk assessment and defines the actions to be implemented in each zone; Regional Directorates are responsible for implementing these measures. To date, the agent has not been detected in other marine mammals. Following the first detection of the pathogen, and based on the location where the affected animal got stranded, a disease control zone was defined along the coastline, where notification of stranded animals is reinforced with sectoral users and clinical and molecular surveillance is implemented in animals with signs and symptoms consistent with highly pathogenic avian influenza, aimed at the early detection and timely control of the spread of the virus. In geographic areas that are not within this zone, passive surveillance will be maintained, focusing on the follow-up of reports.

                          Government statement

                          Tuesday February 28, 2023

The National Director of SERNAPESCA, Soledad Tapia Almonacid, confirmed the second positive case of highly pathogenic avian influenza (HPAI) in a common sea lion in Antofagasta, after confirmation by the SAG laboratory, a reference organization for this type of analysis in the country.
“This is a second specimen, also registered in the city of Antofagasta, like the first positive case. This time, it was an adult female that washed up on La Rinconada beach, in the marine reserve of the same name. The specimen presented associated symptoms, that is: muscle spasms, respiratory distress and decay. Unfortunately this mammal died. Our professionals from the regional office of Antofagasta went in the company of the SAG to take samples, whose recent results showed positivity, confirming this second affected marine mammal," Tapia said.
This case also corresponds to the variant of the H5 virus that has already been detected in wild birds in 11 regions of the country, and that is present in countries such as the United States, Peru, Argentina, Uruguay, among others.
"In this way we confirm two marine mammals that have died from avian influenza, and two penguins, seabirds that are also within our competence," said the national director of Sernapesca.
From the entity that supervises the fishing and aquaculture activity, they indicated that they have activated a special plan for this contingency, and that they are working in coordination with the Presidential Delegation of Antofagasta, the SAG, Minsal, SENAPRED, in addition to other regional and local authorities.
From SERNAPESCA they insisted on the call to the public not to touch or handle marine animals stranded alive or dead, to keep their distance and immediately inform SERNAPESCA through the line 800 320 032.

                            EPIDEMIOLOGICAL COMMENTS

Avian Flu: Four sea lions die on Antofagasta beach

                              March 7, 2023

Mayor Jonathan Velásquez calls not to go near Playa Amarilla before finding four dead sea lions that could correspond to cases of avian influenza.

This Tuesday the mayor of Antofagasta, Jonathan Velásquez, reported through a live broadcast on the discovery of four dead sea lions in the Playa Amarilla sector, which could correspond to cases of avian influenza in the area.

"I am in the Playa Amarilla sector with people from Sernapesca, they tell me that presumably there are sea lions on the beach and they are dead. There are already two cases here in the region of sea lions that have died, but more than anything this transmission is for that they do not approach the beach sector ", requested the communal authority.

Velásquez explained "as a municipality we are working, Sernapesca is working, the Health Seremi is working, the Municipal Cleaning Department is working, because these little wolves have to make a ditch, cleaning personnel have to come and the most important thing is don't come near."
