Bolivia activates health emergency due to avian flu outbreak
    Posted 30 January 2023 (3 hours 51 minutes ago)

The National Agricultural Health and Food Safety Service (Senasag) of Bolivia activated this Sunday the National Animal Health Emergency System and recommended increasing security measures in poultry production farms due to the detection of cases of bird flu in Cochabamba.

The director of Senasag, Javier Suárez, reported that the health entity established all containment measures to control and eradicate this disease, after confirming its presence in a poultry farm in the town of Sacaba.

According to Suárez, "more than 18 brigades have been deployed for the control and subsequent elimination of the virus (H5N1) present in the sources of infection in the municipality of Sacaba in the department of Cochabamba."

He explained that Senasag is working together with the Bolivian Armed Forces and Police to combat the outbreak: “We are also coordinating with other levels of State such as the Governor's Office and municipal governments. An animal health emergency has been established in the first instance for 120 days, a situation that can be reduced or lengthened according to the epidemiological situation.

The investigations were activated after the death of several birds on a farm in Sacaba, where emergency measures have now been activated to disinfect the area and prevent further spread....

The outbreak in the backyard is not epidemiologically linked to the index outbreak in Sacaba. The containment work in each outbreak includes zoning in three intervention areas - infected zone, zone around the outbreak (3 km radius working zone) and surveillance/protection zone (6 km radius working zone). Sequencing of samples obtained in the reported outbreaks is being managed together with the OMSA reference laboratory (Lanagro, Campinas). H5 has been identified. Neuraminidase typing is pending.

AFTER THE DETECTION OF AN AVIAN FLU CASE IN COCHABAMBA, SENASAG RECOMMENDS TAKING BIOSEGUARDY MEASURES
      ...
The Executive Director General of the National Agricultural Health and Food Safety Service (SENASAG), Dr. Javier Ernesto Suárez Hurtado, reported that the country's health entity activated the national animal health emergency system, establishing all containment measures to be able to control and eradicate this disease, after having confirmed the presence of bird flu in a poultry farm in the town of Sacaba, in Cochabamba.

"More than 18 brigades have been deployed for its control and subsequent elimination of the virus (H5N1) present in the sources of infection in the municipality of Sacaba in the department of Cochabamba," said Suárez.

He said that SENASAG is working in coordination with the Bolivian Armed Forces and Police.

“Also, we are coordinating with other state levels such as: the Governor's Office and the Municipal Governments. An animal health emergency has been established in the first instance for 120 days, a situation that can be reduced or lengthened according to the epidemiological situation, ”he said.

He also mentioned that the suspicion was born after the death of several birds on that farm, where emergency measures have now been activated to disinfect the area and prevent further spread. In addition, he said that it was prohibited for birds to leave from Sacaba to Cochabamba and from there to other departments of the country.

      RECOMMENDATIONS

The head of SENASAG asked poultry producers to notify SENASAG of unusual mortality of their birds, in order to carry out timely care, confirm or rule out the presence of the virus.

"Backyard poultry breeders also notify SENASAG in a timely manner in case of nervous, respiratory symptoms and mortality of their poultry," he said.

In the same way, he asked hunters, fishermen and people living in forested areas or humid rural areas where migratory birds settle, not to touch birds that show symptoms of the disease and notify SENASAG, this with the purpose of eradicating the disease in the Bolivian territory.

"It is important to increase biosecurity measures on production farms and avoid contact of wild birds with commercial birds. It is important to follow these recommendations in order to prevent the spread of the disease," said the director of SENASAG. .

He also said that the fact was communicated to international organizations that monitor bird flu and that a process for the approval of a decree that allows allocating special financing for the attention of this case began.

Avian influenza is highly contagious between birds and can spread from farm to farm through the transfer of animals or infected material (products, vehicles, cages, feed, clothing, etc.). The disease can also be transmitted by contact between migratory birds and domestic birds.

SENASAG CONFIRMS DETECTION OF 4 NEW OUTBREAKS IN BACKYARD BIRDS
      ...
The Executive Director General of the National Agricultural Health and Food Safety Service (SENASAG), Javier Ernesto Suarez Hurtado, reported that the technical staff during the raking work, detected and confirmed 4 new outbreaks in the municipalities of Tiquipaya and Cliza in the department of Cochabamba.

“The foci initially detected were two in the municipality of Sacaba and one in the municipality of Quillacollo. The new outbreaks reported to date are four in the municipalities of Tiquipaya and Cliza in the department of Cochabamba”, he stated.

He said that 85 properties were searched and 8 notifications have been received, "Cliza and Tiquipaya are the new outbreaks, we are working on the search to control these outbreaks of avian influenza that affect poultry production in the department of Cochabamba ", held.

The head of the country's health authority indicated that 24 brigades were displaced in the raking work, mobilizing 105 veterinarians.

"The new outbreaks that were detected: 1 in the municipality of Quillacollo in backyard birds, 2 outbreaks in the municipality of Tiquipaya in backyard birds and 1 in the municipality of Cliza also in backyard birds," he reported.

He said that there are risk factors in raising backyard birds due to the lack of biosecurity and the illegal trade in birds, causing the disease to spread to other areas.

"At the same time, the proximity of poultry farms becomes a risk factor when dealing with the control of this disease."

He recommended that people who raise backyard birds avoid having their chickens come into contact with wild birds that could spread the disease.

He assured that the institution is carrying out the corresponding mechanisms so that the disease does not continue to spread to other homes and farms. However, he asked farmers to report the infection in the shortest possible time at the first suspicion of infection.

He also reported that in view of the avian influenza emergency, Senasag and poultry farmers from different parts of the country met to take immediate action against the disease, which affects birds, mostly free-range.

The incident occurred in the town of Sacaba, where the movement of birds from that town to other parts of the country has been prohibited.

"Safety and security don't just happen, they are the result of collective consensus and public investment. We owe our children, the most vulnerable citizens in our society, a life free of violence and fear."

        EPIDEMIOLOGICAL COMMENTS
A containment zone has been established so that it circumscribes the affected municipalities where the high rate of contact between farms, backyard poultry and wild birds plays a role in the disease event epidemiology. The official veterinary service and poultry producers are working to manage these risk factors, mainly by strengthening epidemiological surveillance and biosecurity in relation to wild birds and informal movements. Community fairs in the containment zone have been banned for the duration of the disease event. Movements of any type of live birds to other departments of the country is not allowed and health barriers have been installed in neighboring departments.

Bird flu hit Cochabamba hard, where 578,833 birds died as a result of the disease. This figure represents 38% of the poultry population of that department and 6% nationwide.
The Minister of Productive Development and Plural Economy , Néstor Huanca, reported this Thursday that some 300,000 chickens had to be slaughtered due to the risk of infection; the rest died from the disease.
“As a result of the bird flu that attacked Cochabamba, we have suffered a loss of 578,833 chickens. The loss amounted to 6% nationwide and should not affect the normal supply of eggs in the population. It is a temporary loss that should be resolved quickly, ”he explained at a press conference.
