In the video below student has a design and started a company to produce a coat that "stores body heat" and can turn into sleeping bag. The coats are made out of layers of quilted nylon and Tyvek. Her initial goal was to help homeless people dealing with cold weather. Unfortunately, according to the video she so far she has only produced prototypes and is not at the stage of mass production or selling directly to the public. I could see this idea having ramifications for dealing with small and large scale cold weather incidents like Sandy.
That would be a good thing to have for any kind of cold weather emergency - including one caused by low finances. I read about a couple of people dying from exposure in unheated homes this year - one in Alaska and one in Chicago.
