    The plan mention on the US official pandemic site:
    CDC’s pandemic preparedness efforts include ongoing surveillance of human and animal influenza viruses, risk assessments of influenza viruses with pandemic potential.

      If you've read the Senate sub-commitee on Homeland Security and the Pandemic transcript, you now realize that they must wait to create the vaccine once they believe that the strain is no longer changing too much. That way they can inoculate the most amount of people. Let's say that they isolate the strain and making enough seed stock to begin to produce the vaccine by August 2009. It will take until February 2010 to create enough stock. That's six months after the August window for becoming reintroduced into the USA. Perhaps September at the outset (if the flu ever left at all).

      Now they think it will be two shots. How would we possibly inoculate everyone? Where are the personnel to do so...twice to boot. We've never ever tried to vaccinate so many people.

      Where is the cash coming from to pay these supposed health workers?
