The reference to "plague" is the translator. The orignal sources is in Indonesian. Bubonic and pneumonic plague are not involved in this outbreak. "Plague" should be translated as "disease" or "outbreak".

Outbreaks of cholera, dysentery and influenza outbreak in PNG

Minister of Health of Papua New Guinea blamed local authorities, for failing to prevent an outbreak of epidemic cholera, dysentery and influenza in the Morobe Province.
Almost 90 people reportedly died in this month, while the plague was spread to two adjacent provinces, Eastern Highlands and the Eastern Gulf.
Government of Papua New Guinea plans to declare a state of emergency in the remote villages and Menyaamnya-Tewai Province Siassi in Morobe.
Nine people died of the first cholera case in Papua New Guinea in more than 50 years in the District Tewai-Siassi, Morobe Province.
Health authorities to send more aid medicines to remote villages are infected with plague.
