    Red Cross conference calls for law to expedite disaster response


    The International Red Cross conference on disaster response in the Americas ended in Panama City Tuesday with a list of recommendations for a possible law on international assistance for catastrophes.

    The meeting was the third within the framework set up at the international conference of the International Committee of the Red Cross (ICRC) and the Red Crescent Societies, in Geneva in 2003.

    Representatives from some 32 nations attended the conference, calling for stronger laws, norms and principals on international participation and for an appropriate and efficient international disaster response.

    The proposals from the three conferences will be taken to a November meeting of the ICRC in Geneva.

    Panama Red Cross National Rescue director, Jorge Aleman, told media that the conference had agreed that new laws were needed to expedite regional disaster response, because rescue efforts are held back by migration, customs and excise procedures.

    Red Cross rescuers had frequently had to wait several days for visas, and clear paperwork, he said.

    The draft proposals will also be discussed in June at an ICRC meeting in the Ecuadorian city of Guayaquil.
