Poultry Slaughterhouses to Be Relocated
There have been enough human resources to prevent the virus spread.
    Senin, 25 Januari 2010, 16:08 WIB
    Siswanto, Sandy Adam Mahaputra
    (VIVAnews/Nurcholis Anhari Lubis)

VIVAnews - South Jakarta City Council will shortly relocate poultry slaughterhouses. The government sets the deadline on April 24, 2010. The policy aims to prevent the spread of bird flu virus.

The slaughterhouses, which are now scattered around South Jakarta, will be moved to Rawa Kepiting, Pulogading, Cakung, Srengseng Raya and Petukangan Utara.

South Jakarta Animal Husbandry and Fishery Sub Agency Chief Chaidir Taufik said the decision is based on Jakarta Governor Decree No 1692 / 2009.

There are about 90 chicken slaughterhouses and shelters in South Jakarta. Most of them are located in Kebayoran Lama.

?It doesn?t include the unregistered ones,? Taufik said, referring to slaughterhouses at marketplaces.

Another government?s attempt to fight against the bird flu virus is by intensifying the scan on poultry-transporting vehicles entering Jakarta. The program is called Operation Healthy Poultry Transportation.

The operation was conducted because there have been a lot of undetected poultry transportations in Jakarta which might carry possible diseases.

Various policies regarding bird flu prevention have been implemented in order to prevent bird flu cases from occurring in South Jakarta. In 2009, 11 South Jakarta residents became bird flu suspects.

On January 20, 2010, another suspect was found in Pengadegan, South Jakarta. The suspect is now being nursed at Sulianti Soeroso Hospital in North Jakarta.

South Jakarta Health Agency Head Togi Asman said collaboration with the Animal Husbandry and Fishery Agency was also established to provide disinfectants for houses.

He also said there have been enough human resources to prevent the virus spread, especially because people?s awareness towards the disease has been increasing.

Marunda duck market vendors live in fear of eviction with nowhere to go

    The Jakarta Post , Jakarta | Sun, 02/07/2010 4:13 PM | Jakarta

Marunda, North Jakarta, duck market vendors are worried they will have no place to do business once the city plan to move poultry related businesses to the outskirts of Jakarta goes into effect, reportedly in April.

?It?s not the eviction that concerns us, we are only worried if the government kicks us out without providing a new place to establish a new marketplace,? one vendor, who declined to be named, said Saturday.

He added that the existing duck market on Jl. Sungai Landak, Marunda, Cilincing, was well-known and very strategic for business.

?We do not know whether this policy is meant as part of efforts to eradicate bird flu or simply because we developed the market on land to which we have no legal right,? another vendor, who also wished to remain anonymous, told The Jakarta Post.

The duck market was established in early 1990 on land owned by PT Kawasan Berikat Nusantara (PT KBN). At that time, PT KBN started actions to evict the market vendors who sell mostly ducks; entog, a duck-chicken hybrid; chickens and geese. However, the company eventually gave the vendors permission to continue using the land for an unspecified period of time.

In 2009, the city announced it was formulating an ordinance prohibiting residents from keeping free-range poultry to stop the spread of bird flu in the capital, but the law has yet to be drafted.

The plan was to have no more live poultry in Jakarta by April 2010 by relocating all slaughterhouses and poultry markets to locations far from the city center.

Up to now, however, the government has yet to inform the duck vendors in Marunda as to when the policy will actually go into effect. (ipa)

To Prevent Bird Flu, South Jakarta to Operate New Slauthering House
      BERITAJAKARTA.COM ? 2/11/2010 9:49:12 PM

As part of its efforts to curb the spread of bird flu in its area, West Jakarta Municipal Administration will operate a new chicken slaughtering house (RPA) located in Petukanganutara urban village in April. The house has a capacity of around 14,400 chickens a day.

Head of South Jakarta Fishery and Husbandry Agency Chaidir Taufik said the establishment of this slaughtering house was a response to a non-governmental organization (NGO)?s finding, saying that 50 percent of poultry markets in South Jakarta has been infected by the virus.

?By the presence of this RPA, South Jakarta residents should not be worried anymore to buy chickens in markets, both traditional and modern markets, since the chickens sold are all healthy,? said Chaidir at his office, Thursday (2/11).

Chicken traders protest against bylaw on bird control

        The Jakarta Post , Jakarta | Thu, 02/11/2010 4:27 PM | Jakarta
About 50 poultry traders staged a protest at the city council Thursday against a bylaw on bird control in the city.

The 2007 bylaw, which will come into effect on April 14, bans traders from slaughtering chickens, ducks, geese and other birds by themselves and stipulates that they should send them to official slaughterhouses.

The traders objected, saying they were afraid the regulation would affect their income.

Chairman of the Greater Indonesia Movement (Gerindra) Mohammad Sanusi promised to ask the city administration to postpone and revise the bylaw if it was disadvantageous to the people.

The bylaw, which was created to prevent the spread of bird flu, bans people from keeping fowl in the city, bringing live fowl into the city and slaughtering them at traditional markets. (rch)

Frozen chicken or Cold, Just as Good

          Friday, 13 February 2010, 13:57 pm

JAKARTA - The presumption of frozen or chilled chicken was not fresh and clean should be changed. Exactly the opposite. This was revealed by Chief Animal Husbandry and Fisheries Department of West Jakarta, Kusdiana. "The good thing that it is cold or frozen," he said.

This is explained after Kusdiana Regional Regulation No. 4 Year 2007 regarding Control, Maintenance, and Distribution of Poultry Jakarta administration issued. The reason, the law allows only two ways to get in and the chickens consumed citizens of Jakarta.

First the chicken could live sent to Jakarta, as long as the cut in places that have been determined by the government. At least five locations chicken slaughterhouse (RPA) official in Jakarta.

In East Jakarta, there are three operating RPA, the RPA in Slough who Kepinting Pulogadung Industrial Area, RPA Pulogadung Palat Road, and RPA Cakung located on Mill Street.

In South Jakarta, there are RPA Petukangan Nursery in the North. Meanwhile, in West Jakarta is located at Jalan Swawdharma, named Srengseng Ekadharma RPA.

Second, chicken sent from an official in the form of RPA or frozen carcass. This is what people feared. The reason, many people are suspicious of frozen chicken is not fresh and clean.

As one member expressed the community, Ici. He assumed that the freshly cut chicken more fresh than frozen or chilled chicken. "Because if frozen or chilled chicken we so not know the pieces," he said when met on Saturday, (13 / 2). "We also do not know the chicken had been saved from the time," added Ici.

However, it is not agreed upon Kusdiana. He said that even in cold temperatures, bacteria will not grow. Not only that, the ice also serves to maintain the freshness of meat. "Mindset society must be changed," he said.

Especially if the chicken is stored, cut, and sold to the public from the RPA has been appointed by the government. The chickens will be produced and processed hygienically with the cold chain system, are not contaminated by preservatives and free of formaldehyde, and wrapped in plastic.

Relocation was done to prevent the transmission of the H5N1 virus or bird flu, as currently, there are cases where it is found in the collection and deduction. He also said, "Chicken of the community acquired this official RPA term is Healthy Whole Chicken and Halal or abbreviated foster". Kusdiana also said, "This will allow the government to oversee and control the process of cutting a chicken," he explained.

In West Jakarta, was appointed RPA PT Ekadharma located at Jalan SWADARMA, Srengseng. Chicken is cut there was imported from Cirebon. At least there are operating 30 trucks, each of which can carry 1000 to 1500 chickens per day.

Chicken retailers refuse relocation of slaughterhouses

Hasyim Widhiarto , The Jakarta Post , Jakarta | Mon, 02/22/2010 1:09 PM | City
A few weeks before the Jakarta administration began cleaning up fowl slaughterhouses in inner city areas, chicken retailers at traditional markets expressed an objection to the plan, saying that it would put their business at stake.

Mulyono, 40, who sells chicken meat in Pasar Minggu market, South Jakarta, said he was afraid he would not receive chicken meat when he needed if the administration localized fowl slaughterhouses in the peripheral areas of Jakarta.

?Mostly my customers come to [Pasar Minggu market] before 10 a.m.,? Mulyono, who has been in the business for 15 years, said Sunday.

?Does [the administration] know how to handle severe traffic congestion in the city and deliver meat on time??

Everyday, Mulyono, who lives nearby the market, takes between 40 and 50 chickens from a slaughterhouse beside his house.

If the slaughterhouse runs out of stock, he drives his motorcycle to another slaughterhouse in Kalibata, South Jakarta.

Saipuddin, 35, an organic chicken retailer in Kramat Jati market, East Jakarta, also shared similar concern.

?If the city administration worries about poultry hygiene, why don?t they remove the slaughterhouses for broiler chicken first?,? Mulyono said.

?It is a public secret that all broiler chickens have been injected with chemicals so they grow faster.?

Mulyono, who buys organic chicken from suppliers in Sukabumi and Cikampek, West Java, said he could sell up to 500 chickens monthly.

To curb the spread of bird flu, the Jakarta administration issued in 2007 a bylaw to ban backyard farming and planned to remove all fowl slaughterhouses from inner city areas by April.

The agency has also named five new locations for poultry slaughterhouses in the peripheral areas of Jakarta, including Rawa Kepiting and Cakung in East Jakarta; Rorotan in North Jakarta; Petukangan in South Jakarta and Kalideres in West Jakarta.

Those missing the April target face six-month jail sentences and fines of up to Rp 50 million (US$5,400).

Most vendors have expressed their objection to the plan, pointing out the new locations are far from the city center where customers are.

In a recent discussion, Edy Setiarto, head of the city?s husbandry, fishery and maritime agency, ensured the relocation of the fowl slaughterhouses would not affect the stability of meat supply in the city. The agency, for example, has prepared 250 freezers to help vendors in the city?s wet markets keep chicken meat fresh.

?The freezers help vendors maintain meat quality and ensure the meat is sold at a reasonable price,? he said.

According to data from the agency, Jakarta needs around 600,000 chickens every day.

Bird flu, or avian influenza was first detected to spread to humans in Indonesia in July 2005.

From 2005 to 2009, the Health Ministry recorded a total of 161 human cases across the country, 134 of which killed patients. Last month, a 25-year-old Jakarta resident died with the disease.

A few weeks before the Jakarta administration began cleaning up fowl slaughterhouses in inner city areas, chicken retailers at traditional markets expressed an objection to the plan, saying that it would put their business at stake

                Permanent relocation Conducted
Who refuse would be left alone

                Friday, March 19, 2010 | 04:09 pm

Jakarta, Kompas - Although Parliament requested to delay the relocation of the shelter and cut chicken, DKI Jakarta Provincial Government continue to perform according to original plan, April 2010. Registration for the container and chicken-cutting closed 24 April. Those who refuse will be left.

Head of Marine and Agriculture (DKP) Setiarto Edy DKI Jakarta, Thursday (18 / 3) in Central Jakarta, said the letter sent 200/-075.61 number of DPRD DKI to postpone the Regional Regulation No. 4 of 2007 turned out not to delay the relocation of traders chicken. The letter specializes delay of three chapters, namely the maintenance of poultry, rather than shelter and poultry cuts.

According to Edy, relocation camps and cut in five pieces of chicken houses (RPA) performed to save the citizens of Jakarta from bird flu. On the other hand, the existence of concentration camps and slaughtering chickens, Kehalalan and feasibility of chicken meat consumed citizens more secure.

"A lot of chicken boiled in an iron barrel when plucked, cleaned with bleach, and placed it on the floor after cleaning. This makes the chicken meat contains iron, poisoned by chemicals, and exposed to E coli bacteria, "said Edy.

Environmental sanitation around the camp sites and cutting up the chicken too much if the relocation was carried out. Feathers and dirt are no longer dumped in the gutter so that the environment is no longer contaminated.

Based on the data DKP, a 210 pound chicken and a small-scale RPA 1950. Around 1500 RPA of them unlicensed and close to the settlement residents. Number of direct workers in the RPA and the chicken shelter 6,000 people. If you want to register, all the container and chicken-cutting can be included in the 5 major RPA determined by government.

If they refuse, where they will be replaced by someone else. Access to the live chickens in Jakarta is also directed only to the designated RPA. "Indeed there will be additional transportation costs for them, but the customer's health and the environment maintained. The disadvantaged in this policy simply because a container of chicken brokers and cutters are united, "said Edy.

He said the traders in the market did not suffer because they live to buy a place of styrofoam, and given the ice to maintain the durability of chicken meat to eight hours.

Traders Association chairman Siti Maryam Ayam Jakarta still requested relocation was delayed and local regulations changed. Additional transportation costs and equipment should be provided cutters and traders against them, especially if subjected to levy any cuts of chicken.

"The administration should build a chicken so that entrepreneurs can make a lot of RPA appropriate health standards, rather than relocate at a distance from the market," said Siti. (ECA)
