        I agree, it's probably an announcement of readiness planning and local exercises in prepping for such a contingency. Still it makes me wonder if something more serious is about and if so, there should be at least anecdotal reports getting out of any area where there are any large numbers of casualties.
        Yet the story is shocking in its scope and tone.
