    Official Village Volunteers Monitoring Bird Flu Cases


    Kebumen, Dinas Peternakan, Perikanan and Marine Kabupaten Kebumen, Central Java formed the official of the village volunteer as prevention efforts of the case of bird flu in the Kebumen Regency.

            Reported was a (symbolic) handing over of a puppet. Puppet in Indonesian is "Wayang" . The Wayang theatre is a very old, has many variations.
            Including informing people on recent developments, giving commentary, etc.

            So I imagine a Wayang show aimed at raising awareness on bird flu. I assume they will play this show at meetings of NGO's like mentioned in the article.

                      Komnas FBPI Intensifies The Socialization Of Pandemic Preparedness In Central Java

                      Kebumen, Central Java, August 27, 2008 - KOMNAS FBPI - Kebumen district in Central Java has conducted a pandemic influenza simulation at Patemon Village, Gombong sub-district. This exercise, fully supported by the Indonesia national Committee for Avian Influenza Control and Pandemic Influenza Preparedness (KOMNAS FBPI), bring all sectors in Kebumen district to work together.

                      The two-day simulation started on Tuesday (26/08) involves all sectors in Kebumen district. The focus of this simulation is the non pharmaceutical intervention if a pandemic occurs. Residents of Patemon Village in Gombong sub-district and amy local agencies and organizations take part in this simulation, i.e. the local health department, the military district command, Kebumen district police, the red cross, hospitals, drinking water company, amateur radio organization, Indonesia Journalist Union, and others

                      The simulation itself is an effort of the local government to evaluate the coordination between agencies involved, and also the community involvement in their preparedness and response when they are faced the deadly flu.

                      "Experts warned us about the danger of a pandemic. It is very important for us to be prepared if the pandemic ever happens and it will be best if every district could conduct a simulation like this," explains Emil Agustiono, KOMNAS FBPI vice chief executive

                      "With a pandemic epicenter simulation like this, Kebumen District will be able to evaluate the readiness of every sector if a pandemic does happen," says Nasirudin A.M., Kebumen district . Kebumen district is really proud that it is chosen as one of the area where Komnas will be conducting their pandemic simulation.

                      Komnas FBPI plans to held a pandemic simulation in 7 differents areas in Indonesia.

                      On Wednesday (27/08), KOMNAS FBPI together with Magelang district local governemnt and also the Magelang district office animal husbandary department socialize the Tanggap Flu Burung campaign. This event took place at Sucen village, Salam subdistrict in Magelang, where one of it's villagers was confirmed to be positive bird flu, therefore it focuses on raising the public awareness about the importance of preventing the spread of bird flu virus in the area. Students from Gajah Mada University – faculty of medicine and faculty of veterinary- carry out a door to door campaign, followed by disinfectant spraying and poultry vaccination at the people's house by the partisipatory disease searching and response (PDSR) team.

                      "Salam subdistrict is an endemic are for avian influenza in poultry and one of their villagers were confirmed as bird flu positive. The campaign that conducted by the students is giving out a positive message to the people that we always have to be alert of bird flu and always keep ourselves and the environment clean," says Memed Zoelkarnain Hassan, KOMNAS FBPI Communication coordinator.

                      Memed adds that KOMNAS FBPI is giving their high appreciation to the students at the Faculty of Medicine and Faculty of Veterinary at Gajah Mada University. It is expected that in the future there will be more students involve in the fight against bird flu.

                      "Gajah Mada University, especially it's animal health faculty, fully suport the effort of the students and the governemnt in their effort to curb bird flu spread in yogyakarta," explains Proffesor Widya Asmara, a microbiology lecturer at the faculty.

                        According to this weblog entry, Sanggar Vidia Iswari, a Sundanese [Indonesia] culture group, is creating public awareness and understanding of the problem of avian influenza with laughter, song, music, and dance in a format called Longser. Traditional songs, dances, and a drumming group (Rampak Kendang) are being used as entertainment in the show. The public are being entertained and educated in their communities through performances in town squares of this Sundanese cultural show, called the Flu Burung Longser Show, which includes a comedy opera about a bird flu problem in a village. In this show, the audiences are engaged in conversation by the players about the bird flu. According to the author, this is substituting two-way messaging for "the usual rhetoric and boring one-way."


                        The following are the objectives of the Flu Burung Longser Show:

                              For a 3-month period in early 2008, the Community-Based Avian Influenza Control (CBAIC) project carried out a short, intensive mass media campaign drawing on behaviour change communication (BCC) in an effort to reduce avian influenza (AI) transmission risk in Indonesia. The purpose of the campaign was to promote key behaviours, reinforcing messages that were also delivered directly to the community level. Key areas addressed included the island of Java (especially the greater Jakarta area) and the islands of Bali and Sumatra.


                              Communication Strategies

                              This campaign featured an integrated strategy involving several mutually reinforcing elements: mass media, print material distribution, and community-level events. Messages focused on two key risk reduction behaviors: Report (suspected AI outbreaks) and Burn and Bury (dead poultry). A popular Indonesian television celebrity served as the ambassador of the CBAIC mass media campaign, providing a link between its on-air and off-air elements. Organisers chose this young man for his personality and popularity; "[h]e infused the campaign with energy and stirred public interest in the importance of AI control and prevention."



                              Specifically, the on-air campaign centred around 2 television public service announcements (PSAs); radio and additional television content (fillers and sponsorship of popular programmes) were also utilised.
                              Print material included stickers, posters, banners, t-shirts, fliers, and booklets. In order to increase recognition of CBAIC materials and to reinforce key messages, print materials incorporated the same messages, as well as images, colours, and branding, that were included in the on-air campaign. In addition, AI-themed variety shows were held in high-risk areas to stoke local interest and encourage participation in community-level AI control and prevention efforts. As with the print material, the variety shows incorporated the same key messages, images, colours, and branding. The popular television personality that starred in the educational and entertaining TV filler content appeared at each variety show; this was a strategy for raising the level of excitement and interest in each community.

                              Since July 21 2005 (when the first human case of AI was confirmed in Indonesia) through September 10 2008, the Indonesian Ministry of Health reported a total of 137 confirmed human cases, including 112 fatalities – a case fatality rate of over 80%. Indonesia accounts for more than one-third of all human cases worldwide, and almost half of all fatalities.



                              A total of 3,408 TV spots were aired and 34,991 radio spots were broadcast during the campaign. Using Neilsen media research data, it was estimated that CBAIC reached 96% of the intended audience (men and women aged 22 to 45 across Indonesia); this translates into an estimated 159 million viewers seeing a TV spot at least once during the campaign. CBAIC radio content reached an estimated 31 million listeners nationwide at least once. Quantitative and qualitative research found that:

                              People who saw CBAIC television messages were more likely than those who had not, to burn, bury, and report dead chickens to authorities;
                              The more often people had seen the CBAIC messages on TV, in person at a variety show, or in print, the more likely they were to carry out these behaviours; and
                              A cost-benefit analysis found that an investment of US$ 1.10 per household per message could affect positive behaviour change to reduce the risk of AI transmission.




                              Funded by the United States Agency for International Development (USAID), CBAIC provides assistance to the National Committee for AI Control and Pandemic Influenza Preparedness, trains and mobilises community volunteers, and develops and implements targeted BCC initiatives.
