                    From an Indonesian blogger:

                    My New Job - TANGGAP FLU BURUNG

                    Ed: Tanggap: to scan, to react (kamus online). May be: Monitoring Bird Flu

                    After 14 months assignment as Operations Officer for UNDP Emergency Response and Transitional Recovery based in Banda Aceh, it's time for me to pull my self from the conflict/recovery setting and retreat to the Big Durian (Ed, Durian is a fruit Jakarta is "the Big Apple" of Indonesia) , my Jakarta, the city I consider home for the past 29 years (I was 2 when we moved to Jakarta from Jogja).

                    With my new assignment, I need to forget about the romantics of Emergency Setting work, since I was joining US Government initiative in combating Avian Influenza, yes, that’s Flu Burung.

                    As a Program Development Officer my responsibilities including Organization of Community Based Participation Program, Program Monitoring, Subcontractor Monitoring and Technical Assistance and Liaising with other partner organization including FAO, WHO, CARE, Ministry of Agriculture, Komnas Flu Burung

                    Brief explanation about my new project:

                    Expert Services for Management and Coordination of the Community-Based Avian Influenza Control Activities (CBAIC)
                    July 2006–July 2007

                    Working to control the spread of bird flu

                    The Food and Agriculture Organization’s chief veterinary officer has indicated that, from a veterinary perspective, the world is facing an unprecedented crisis in the form of avian influenza (AI). The situation in Indonesia is particularly dire because of deaths in North Sumatra and the likely possibility of human-to-human transmission of the most virulent form of AI, the H5N1 virus.

                    In response to this emergency, USAID launched the Community-Based AI Control Activities (CBAIC). CBAIC focuses on three critical, interrelated elements:

                    - Strengthening AI planning and pandemic preparedness at the national, provincial, and local government levels in coordination with the National Committee for AI;

                    - Improving management and coordination of village- and community-level activities for animal and human surveillance and response; and

                    - Fine-tuning and expanding behavior change communication programs for AI target populations, the private sector, and government officials.

                    In Indonesia, a community-level approach to AI disease control must overcome many challenges. For example, rural communities have limited knowledge of Highly Pathogenic Avian Influenza. Moreover, because of the free-ranging nature of smallholder poultry farming, it is difficult to involve many of these poultry producers in disease control programs. Often they are unable to tell the difference between AI, Newcastle, or other less fatal poultry diseases; they have low levels of bio-security; and they generally know little about AI prevention and surveillance techniques. In addition, because many poultry farmers do not know how to identify AI symptoms or understand the need for laboratory tests to confirm the presence of AI, outbreaks have not always been reported quickly enough. There also are economic disincentives to reporting outbreaks in a timely fashion to local authorities. Finally, even in cases where the knowledge and willingness to report AI outbreaks exist in rural Indonesia, the resources to change husbandry practices (for example, bio-security measures) are scarce or unavailable.

                    DAI is working with USAID, the Government of Indonesia, and other donors to refine and expand behavior change communication programs to educate poultry producers and community members about AI and to show them how best to respond to outbreaks. At the same time, we are strengthening the planning and coordination activities of the national AI Prevention and Preparedness Committee to measurably reduce the incidence of AI outbreaks and quickly limit the scale and scope of outbreaks that do occur. DAI is developing a clear and targeted public awareness and information campaign that covers a wide range of issues, such as:

                    - AI surveillance;

                    - Identification and reporting;

                    - Outbreak response, including culling and control of animal movements; and

                    - Post-outbreak actions, including possible vaccination and post-vaccination monitoring and restocking.

                    DAI provides grants to local nongovernmental organizations involved in training and communication, especially for the backyard poultry sector, in support of improved bio-security, vaccination, destocking, compensation, surveillance/reporting, and public awareness.

                      Continuing story in North Sumatra: troubles around the compensation after culling, corruption..?

                      On November 30 06 03:23 WIB

                      The Citizen annoyed the poultry Lubukpakam
                      Compensation Devaluation,

                      Upper compensation the poultry that terindikasi was attacked by the AI virus (Avian influenza) property of the citizen of Pagar Jati, Lubuk Pakam , up to now is not yet realised maximally.

                      Moreover, there was also the citizen nowhere near got money for upper compensation his property poultry that was destroyed, so as to have an impact on the feeling did not believe ... the regional government that has stressed will give compensation was full.

                      “While the extermination of the village side mengintruksikan to hand over the affected poultry bird flu and will be given by compensation Rp12.500 per the tail, but until this I did not yet accept the substitute rugi,” said Rizal the Cape, the citizen of the VII Village, on Sunday (26/11).

                      Much less accepting compensation, he said, even when the Rizal family will take money for compensation, evidently the side of the compensation giver said, money for compensation has on behalf of the Rizal family been taken by the other person.

                      This proved, the related side not the accuracy brought about the compensation data.

                      “While during the extermination of the poultry, my name was included and was signed by my child, yul,” he said.

                      Not the big problem of the small size of the amount of compensation, but himself regretted why the side of the Livestock Breeding Service could not carry out compensation that was in accordance with the list of the name that has been sealed.

                      In fact, long before the Deli Serdang side of the Livestock Breeding Service stressed, if when giving of compensation, eventually will be carried out in the Livestock Breeding Service, and will be witnessed by the citizen, the reporter, the Non-governmental Organisation, and the Muspika element in the Casuarina District.

                      “Tapi why during the compensation fund already in lowered, the side of the Livestock Breeding Service did not keep the promise, even the compensation fund was done in the government Desa,” he added when being found his house.

                      It was other that the matter that was revealed by L. Br Hombing the citizen of the VI Village, during the previous extermination he handed over 5 chickens and 17 dove birds.

                      “Saat compensation was accepted by me, there was also the reduction five thousand rupiah,” he revealed.

                      The existence of this reduction, also was revealed by Musa Siregar.

                      According to him, during upper compensation of his four property chickens that were destroyed, the Village side was still trying to carry out the reduction in compensation, but, by Siregar refused this request, “sudahlah my chicken only four tails, and was waiting for his compensation long, even wanted to be cut off lagi,” he said.

                      Moreover that most ironically again, according to the citizen, there was their colleague several previous days when asking for upper compensation the poultry, completely his name was not registered.

                      Got pejelasan his name not terdaftrar, a citizen who has been annoyed then brought the pen empty birds, and asked the distributor's side of compensation to return his poultry that has been destroyed.

                      From several acknowledgments of villagers, showed the weakness of the supervision of money for compensation to the citizen, even even so his matter with the giving system of compensation that inaccurate this could happened dibeberapa the Deli Serdang territory the location that already terindikasi was attacked by the bird flu virus.

                      “Kami ask for to the machinery the authorised regional government to take action against determined subordinates told lies to the citizen in the interest of personal,” the citizen's words.

                          Denied the Extermination of the Poultry

                          Kamis 30 November 2006, Jam: 22:33:00

                          JAKARTA (Pos Kota) – Some citizens of the owner of the poultry in RT 10 RW 05 Kel. Pulogebang, East Jakarta, refused the extermination of his kept poultry.

                          In fact, from results of the test that was carried out through the sample of blood in the Health laboratory of the Veteriner Community (Kesmavet), the poultry that still was living already terjangkit the bird flu virus.

                          The refusal was shown by the citizen by means of releasing the poultry and hiding him during the official from Sudin Livestock Breeding and Kec fisheries. Cakung came to carry out depopulation.

But because only had two chickens and the owner of the other poultry was not present, the Section Head Livestock Breeding and fisheries of Cakung NY. “Bahaya very much if indeed his poultry was sold or released because we ourselves did not know whatever that already terjangkit because the testing of the sample was carried out randomly in the week lalu,” he said.

                          For this extermination, NY. Jojor said indeed did not yet have the assurance of the replacement from the government, but through Sudin Livestock Breeding and East Jakarta fisheries, was striven for had compensation of Rp 10 thousand for the poultry child and Rp 15 thousand for his mother.

                          Beforehand, the local citizen that found his chicken dying suddenly and worried the existence of the bird flu virus reported this problem through the SMS to the City Post. This information was afterwards continued to Sudin Livestock Breeding and East Jakarta fisheries so as finally could be taken by the cleaning action of the pen and the poultry research.
