Pathania calls for measures to control child deaths in Ramnagar
    By Daily Excelsior -16/01/2020

    Excelsior Correspondent
UDHAMPUR, Jan 15: Stating that a peculiar, purported viral infection which starts with severe vomiting and then severe renal infection has all-of-a-sudden erupted in Ramnagar and taken the toll of a dozen-odd children of Ramnagar, senior BJP leader RS Pathania today called for immediate crash measures to tackle epidemic-like situation in Ramnagar.
Interacting with the people of Ramnagar, Pathania said an epidemic situation has arisen in Ramnagar and more than score-over children battling for live and death in various hospitals in as well as outside J&K. Alleging that lack of proper healthcare has further played the spoilsport, Pathania called for immediate measures to tackle the situation.
“A virtual fear psychosis is prevailing in Ramnagar whereby parents are rushing and shifting their wards to Chandigarh, Ludhiana and other out-of-state health destinations,” Pathania said and called for immediate formulation of a team of senior consultants to accurately diagnose the disease and prescribe further preventive measures and sensitize local public about the disease so that the disease is curbed at the nip-stage.

So far, ten children have died in various areas of Ramnagar Medical Block due to fever, vomiting and sudden kidney failure in Ramnagar. Six children are currently undergoing treatment in Jammu, Chandigarh and Ludhiana. These deaths due to this unknown disease have shaken not only the people but also the health department. Various teams of experts from the Health Department have come to Ramnagar to investigate, but have not reached any conclusion. For the Health Department, this unknown disease investigation is similar to a blind mystery investigation.

The Health Department has given its strength in solving the mystery of death of unknown children in various areas under Ramnagar Medical Block. Two separate teams of the health department reached Ramnagar on Saturday. One of these teams is Director Health Services, which included Controller Store Dr. Kartar Chand and State Malarialist Dr. Laxman Das Bhagat. While the other team was from the Department of Microbiologists from Government Medical College Jammu. Micro-biologist Dr. Sikander Chirag and lab technician Gulshan Sharma also arrived.

Earlier, teams of Health Director level and Medical College Jammu also reached. The teams of the Health Department who have arrived so far visited other villages including Madta, Thaplal, Dheeran, Dhanwalat, Sunetar, Kogadmar, Kaila. Where he interacted with the families of the children who died and the children of the sick children, gathered the food, medicines and other information given to them. The health department team has also taken drugs found in the homes of four children. Along with this, PHE has also taken samples of various four water sources. These samples are derived from taps and balwis. All samples have been sent to the laboratory for examination.

Most children affected in Ramnagar block

The children who died and became ill from unknown disease in Ramnagar medical block belong to 12 panchayats of three blocks Ramnagar, Chunanta and Parli Dhar. Apart from this, Ramnagar is from two wards of the town. Most of these children are from Ramnagar block. Four of the five children who died were from different panchayats of Ramnagar block. Two children have died in the Madrata Panchayat of Ramnagar block. Also one child was from Ward 11 of Ramnagar Municipality. Three children died in Parli Dhar block. While one child died in Chanunta block. Similarly, one of the sick children is from ward number 12 of the municipality. While two children from Ramnagar block, one from Chunta block and one from Parli Dhar are ill.

Fear, confusion and anger among people due to deaths from unknown disease

Among the three blocks affected by Ramnagar Medical Block

There is an atmosphere of confusion, fear and anger. One, people are confused because the cause of deaths from unknown disease is not clear. Especially people who have young children in their homes are very nervous. These people are taking special care of cleanliness along with catering to children. Apart from this, there is a lot of anger among the people about the shortage of doctors and staff in the area.

      Acute shortage of doctors

Desh Raj, chairman of the Ramnagar block, said that the biggest problem in his area is the lack of doctors. A doctor sits in Ramnagar once or a day and the rest of the day in Udhampur. There is also a shortage of staff. In such a situation, people have no choice but to show up in private clinics. The doctors coming to the hospital prescribe the medicine to the patients, which gives them good commission. Medicines are given only rarely from the hospital. When the patient reaches the hospital for examination, the doctor saves his life by referring him to Udhampur from Ramnagar. He said that for a month, the process of sickness and death of children from unknown disease is going on, but the health department remembered the area three days ago. That is because the Union Minister is visiting the area. After the minister's visit there will be no sight. Warning to close Ramnagar if doctors do not have permanent appointment

The block chairman said that today the Health Department met with the team from Jammu at Ramnagar Sub District Hospital. In the meeting, people have been warned to close Ramnagar during the minister's visit for not appointing doctors on regular basis in two to three days. He said that another child was brought to the hospital on the complaint of diarrhea, he has also been referred from Ramnagar to Udhampur, yet he does not know his name. The investigation is being carried out in the name of investigation. All the samples taken by the Health Department and PHE are from the areas around Ramnagar. Whereas the Health Department and PHE should have taken samples from all the panchayats and especially the area where children have died or children have become ill.

      ------------------------

Investigation team has not reached any conclusion yet: BMO

According to Block Medical Officer Ramnagar Dr. Mehboob Iqbal

After the matter came to light, the teams reached the Health Department have not yet reached any conclusion. Nor has any investigation revealed that the disease is caused by drinking contaminated water, wrong medicine or food. The health department also does not seem to have been caused by the virus. Lives dying in fear and resentment, unknown disease has killed 10 children

Publish Date: Mon, 20 Jan 2020 11:21 AM (IST)

Jammu, Rohit Jandial. There is an atmosphere of fear of death these days in Ramnagar, a historical tehsil of the Union Territory of Jammu and Kashmir and there is anger against the poor health system. The reason is that 10 children from 15 villages of Tehsil have died of unknown disease, while nine to ten children are battling between death and death in various reputed hospitals. Their families are looking forward to life of unaccompanied children admitted in the emergency, ICU, wards of these hospitals. On Sunday, on seeing similar symptoms in three more children, they were sent from Ramnagar to Udhampur.

At the official level, PGI is currently recruiting five-year-old Ashish Thapa of Katwalat village in Chandigarh and three-year-old Tanveer Singh of Katheel Ganju village. However, the number of these children is non-official, between three and four. Ashish is in a coma. There is no improvement in Tanveer's condition either. Ashish's father Subhash told that when his child got fever, he bought medicines from the shop. Even after this, there was no improvement in the condition. He went to a private doctor in Udhampur. This is followed by SMGS Hospital in Jammu and now PGI in Chandigarh. Kidney kidneys have become defective. Dialysis occurred and is now in a coma. Can't understand what happened to his child. Now he is not speaking at all. He told that Ramnagar has three to four children in the hospital and all are in critical condition.

Tanvir's grandfather Badri of Kathiel Ganju village admitted in PGI said that there is no health facilities in the village. The child got fever and took medicines from the shop, but did not recover. First treatment was done in Ramnagar, then Udhampur and Jammu. He was later taken to PGI. But his condition is still not good. It is expected that their child will recover in the house as before.

Nauji, a 1.5-year-old Aadv Sharma living in Ramnagar, is still in a stable condition. He is admitted in the prestigious hospital DMC. Her father Jogendra also narrated the same story that other families have. Shri Maharaja Gulab Singh (SMGS) in Jammu thought of going to PGI before Hospital Shalamar but seeing it deteriorating, brought him to DMC. Three years old Pranav of Salan village is also admitted in this hospital. Jammu's oldest SMGS hospital has one-year Negro and one-year-old Pawan Kumar admitted. The relatives of these two are also standing helplessly outside the hospital.

        Not a single pediatrician

It has been nearly three and a half decades since the Community Health Center has been established in Ramnagar, just a hundred kilometers from Jammu. More than one lakh people are dependent on this hospital for treatment but there is not even a pediatrician here. If someone's child becomes ill, he has to either go to the district hospital Udhampur or get treatment to the hawks doctors. Children's freedom is at stake.

        Anger of people

When the Health Department team reached Ramnagar, the anger of the people there erupted on the team. Citizen Council chairman Subhash Kudiyar and counselor Sanjeev Jandiyal accused the team of not providing health services in Ramnagar. He said that doctors are not appointed here. Even if it happens, he does not join. Despite being such an old hospital, there is no facility here. On this, the team members assured them that their issues would be taken up with the higher authorities.

Central team will come to investigate

A team of specialist doctors from the center is arriving in Ramnagar on Monday or Tuesday to find out the disease. The State Health Department will cooperate in the investigation of the death of children. After completing their work, the central team will submit its report to the Director General Health Services. All members of the team have been relieved on Saturday.

Ramnagar Children's Death Case: Health centers are moaning from lack of doctors

Publish Date: Tue, 21 Jan 2020 12:02 PM (IST)

Jammu, Rohit Jandial. How serious the health department is for the health of the people of rural areas, it has become clear from the death of ten children in Ramnagar tehsil of Udhampur district. There is a huge shortage of specialist doctors in the entire Ramnagar block. First aid centers, including community health centers, also do not have doctors. Only one of the four first aid centers (PHC) has a doctor. The other three do not have a single doctor. Not only this, both allopathic dispensaries do not have a single doctor. This is the reason that when the team of specialist doctors from the Center and Health Director arrived in Jammu Ramnagar on Monday, they had to face the anger of the people.

According to Health Department data, one post each of Physician, Surgeon, Pediatrician, Anesthesia Specialist is approved in Community Health Center Ramnagar. But all have been empty for years. The Physician was posted a year ago, but he was also transferred. Apart from this, two posts of Head Pharmacist, Junior Theater Assistant, Lady Health Visitor, Food Inspector, Head Lab Assistant and Dental Technician are also vacant. Only six posts of assistant surgeon, gynecologist and block medical officer are filled.

Such is the condition of four PHCs

'PHC Rong has two posts of Assistant Surgeon, both are vacant. One post of Dental Surgeon, Community Health Officer, Health Educator and Junior Assistant are vacant.
'One of the two posts of Assistant Surgeon in PHC Chanunta is vacant. The posts of Community Health Officer and Health Educator are also vacant.
'There are two posts of Assistant Surgeon in PHC Bhugataran. One post is empty. Neither Junior Assistant nor Nurse.
Both the positions of doctors in Ghordi are vacant. Two posts of two Community Health Officers, Lady Health Visitor, Junior Assistant and Food Inspector are vacant.
            Three doctors without dispensaries

Ramnagar block has one Leprosy center and two allopathic dispensaries. There is no doctor anywhere. Kidmu Health Center is supported by an employee. There is also no doctor in Seramanjala Allopathic Dispensary. Nala Ghoda dispensary also has both posts of assistant surgeon vacant. Nobody is a doctor.

The sub center is also in trouble: there are medical aid and twenty five sub centers in the block. Among them, five Sunetar, Upper Barmin, Jandradi, Sumi and Satyan are running on the support of class IV employees.

The team reached the center to know the causes of death

A team of experts from the Union Ministry of Health and Family Welfare arrived in Ramnagar on Monday to investigate the case of death of ten children from mysterious disease in Ramnagar in Udhampur district. The team met with staff members of the Community Health Center and visited the affected village. On Tuesday, the team will also visit the villages and meet the families of the victims. The team includes Dr. Sumit Mehanadirata, a child specialist at Safdarjung Hospital Delhi, Dr. Mahesh Wagmare, Deputy Director of National Center for Disease Control Delhi, Dr. Sunit Kaur, Assistant Director of Epidemiology, Dr. Shilpa Tomar, Microbiologist of NIV Puno and Dr. Avinash. Deotavar is included. Health director Jammu Dr. Renu Sharma and Chief Medical Officer of Udhampur Dr. Casey Dogra also accompanied. He also saw a record of children being admitted and treated. In the evening some members of the team also went to Madhata village. Some of the victims of this village are admitted for treatment. The team will also take samples of water and medicines here. Dr. Renu Sharma said that no symptoms have been seen in any child for three to four days. Not only this, the members of the families where the children have died are also fine.

Samples of medicines from many stores

After the death of ten children in Ramnagar, samples of medicines were taken from several shops once again on Monday. The drug control department team also took samples from the shop from where some families had purchased medicines. Many information was also obtained from the shop owner. Publish Date: Wed, 22 Jan 2020 10:57 AM (IST)

Jammu, Rohit Jandial. The reasons behind the death of 10 children and the serious illness of seven children in Ramnagar in Udhampur district remains a mystery. According to sources, investigations have revealed that the kidneys had been scratched on the kidneys, after which the kidney stopped functioning.

According to sources in the health department, a team of the health department had also done biopsy of the children admitted to PGI Chandigarh. Although the health department officials are not saying anything about what came in its report, but it has come to light that there were scratches on the kidneys of the children. In children of one to five years, whether such problem came in the kidneys due to any metal or other reasons in the water or it happened due to eating any medicine, it is being investigated. The health department teams are also confused that only one child in a family has got the disease. The drug control department has already taken samples of medicines and these have been sent to the laboratory for examination.

Health director Jammu Dr. Renu Sharma says that the cause of death of the children has not yet been ascertained. Apart from blood, medicines and water samples have also been taken. Only after the report of all these can something be said. At the same time, one child admitted to PGI Chandigarh is still in a coma, while one is in emergency.

Another child reached SMGS hospital Another child was admitted to Shri Maharaja Gulab Singh (SMGS) Hospital on Tuesday from Ramnagar block. This child is a resident of the village of Jeanu Plasan and has also suffered from kidney failure. This child also bought medicine first from a shop in Ramnagar and then showed it to a pediatrician in Udhampur. After this the child stopped urinating. The child was first brought to Community Health Center Ramnagar. After this he was admitted to SMGS Hospital Jammu. This child reached the hospital at around two in the afternoon. Both of his kidneys were not working. Later he was dialyzed. This child is admitted in the unit of pediatrician Dr. Sanjeev Dhingra. Dr. Dhingra says that the child was not getting urine. His dialysis has been done. His condition is improving. Even before this, two in SMGS Hospital Two children are admitted in PGI Chandigarh and two in DMC Ludhiana. The condition of all children remains critical. There is an atmosphere of fear in Ramnagar at this time due to the children getting sick constantly. Many are frightened and are undergoing a health check-up of their children in the hospital. At the same time, the Health Department has also launched a campaign to make people aware. People are being told that if a child has a fever and is experiencing vomiting, then immediately go to the hospital and get it checked so that it can be treated on time.

There should be a fair investigation into the death of children: Harsh Dev

Panthers Party chairman and former Ramnagar MLA Harsh Dev Singh has blamed the health department for the deaths of children in Ramnagar. He demanded resignation from the health department and administrative officials responsible for the death of the children. Harshdev said that the officer woke up when ten children had died. There is a shortage of doctors and paramedical staff not only in the CHC of Ramnagar but also in the surrounding villages.

Three specialist doctors appointed in Community Health Center

Taking cognizance of the shortage of doctors in all health centers including the Community Health Center of Ramnagar, the Health Department on Tuesday directed to appoint three specialist doctors including a pediatrician. All three doctors also immediately joined the Community Health Center. These include Dr. Subhash Chandra, Dr. Pawan and Dr. Varun. It is worth noting that the issue of shortage of doctors in Ramnagar block was being raised by Dainik Jagran for two consecutive days. People also performed after this. On Tuesday, the OSD of Financial Commissioner Atal Dhullu of Health and Medical Education Department visited Ramnagar and directed to appoint three doctors. He assured that soon the post of vacant surgeon will also be filled. After this order, the people of Ramnagar thanked the Health Department and Dainik Jagran. Subhash Kudiyar, Chairman, Citizen Council Counselor Sanjeev Jandial and former counselor Rakesh Gupta said that this was a very old demand of the people of Ramnagar. It was raised correctly by Dainik Jagran and Dr. Renu Sharma, Director of Health Department, also took immediate action and appointed doctors. He hoped that the facilities at the hospital would expand.

Seven out of ten children ate the same medicine

Udhampur, Amit Mahi. Ten children died in Ramnagar due to eating similar medicines. The Health Department is also investigating this aspect along with other aspects. The Central Investigation Team on Tuesday extended its investigation in Ramnagar for the second day with the help of the State Health Investigation Team. In a dozen villages of Ramnagar, the central team is investigating the case of ten children killed and six sick due to unknown disease. She is going to the homes of deceased and sick children and collecting information by inquiring with the family members. The team also took samples of water and medicine along with blood samples. The homes of all the dead and sick children are several kilometers apart. Due to this, there is less possibility of getting the disease due to infection due to contaminated water or food. During investigation, the State Health Department team found similarity in seven children out of ten. Is that all these children have a registered medical The practitioner (RMP) took medicine from the doctor. Seven children came to this RMP doctor after suffering from cold, cold and fever. After this, the RMP doctor gave the children paracetamol, the antibiotic Novamax and Cosopin for cold and cough.

Also took information from RMP Doctor: State Health Department called him to seek information from the said Medical Practitioner. RMP doctors are being called almost daily even after various investigation teams arrive. Not only this, information was also taken from drug control. In which the drug controller has also clarified that he is a registered medical practitioner. This combination of medicines is the reason for the death of children, it is not clear. But the health department has increased its scrutiny over the similarity of seven children out of ten dying. But it is also investigating other theory so that the disease can be detected.

Samples of blood, water and medicines have been taken. These will be sent for investigation. The central investigation is conducting a detailed investigation, after the investigation report comes and the investigation is complete, nothing can be said clearly. Seven of the ten children who died had consumed the same medicine from an RMP. But whether it is the cause of death or sickness of the children is being investigated. Investigation is also being done on all other theories. - Dr. Renu Sharma, Director of Health Services
