    UP declares year-long war on encephalitis

    The UP government is gearing up to wage a war against the biggest child killers in the state - Japanese Encephalitis (JE) and Acute Encephalitis Syndrome (AES).

    BHUBANESWAR: THE State Government has denied Japanese Encephalitis (JE) as the reason behind the death of a nine-year-old girl from Khurda. The child died while undergoing treatment at a private hospital in the Capital last month, prompting the Health and Family Welfare Minister Pratap Jena to order a probe.
    A five-member team of specialists was constituted to investigate into the alleged JE death of the child from Bhusandhapur area.

    Special Secretary in the Health and Family Welfare Department Dr KC Dash said though initially it was suspected to be a case of JE as per Elisa test, the Polymerase Chain Reaction (PCR) test, which is considered more authentic, found it JE negative.

    ?The PCR test of two other children, who were suspected to have been affected in the first week of last month, was also negative. They have been discharged after treatment. The Khurda child died because she was brought to hospital very late,? he claimed.

    Since there are several types of encephalitis, which lead to acute inflammation of the brain, Dr Dash explained that the child might have died of any other encephalitis, but it was not certainly JE.

                Dying children, stalled cases, shortage of staff: Nothing has changed at the BRD Medical College in Gorakhpur

                When more than 23 children lost their lives in Gorakhpur based Baba Raghav Das Government Medical College in August last year, many believed that the government would take necessary steps to prevent such events in the future.

                But it seems that the administration has learnt no lessons from the previous incident. In the first three months of 2018, more than 500 children, neonates, and infants have been declared dead at the BRD Medical College.

                This number was revealed by sources at the Medical College, as College authorities and the administration have stopped providing death figures for the past several months. When contacted, authorities refused to agree or disagree with the numbers.

                According to the latest numbers, about 330 children lost their lives in Neonatal Intensive Care Unit (NICU) until March 31. Moreover, about 175 kids were declared dead in Pediatric ICU and about 33 kids dead in the encephalitis ward between January 1 and March 31.

                A comparison with the previous death records of BRD Medical College shows that the numbers in the first three months of this year are comparatively less than those of the previous years.

                Comment: Information on encephalitis cases and fatalities in India has been difficult to come by this year. At the local level, BRD has stopped releasing its figures.                     Gorakhpur: Dr. KK Gupta, Director General, Medical Education, Uttar Pradesh, said that better treatment will be done for the treatment of patients of Inseflitis in BRD Medical College. He said that till June 10, construction of pre-fabricated ward of 79 beds will be completed on the upper floor of the 100-bed sophisticated ward. It will be easy to treat serious patients. Renovation work of pediatric ICU will be completed by June 25 on the ground floor of 100 bed ward. The newborn infant care unit will be renewed in October itself. DG said on Monday to control the fire in the City Scan Center, that now the staff of the medical college is capable of controlling fire incidents. He praised the employees for this. Said that the workers were trained to guard against fire by organizing the Makkadil in the past. Further events like this will continue.

The government of UP has been carrying out the immunisation and awareness drive under the flagship ?Dastak? campaign.

                      A video released by the Department of Health and Family Welfare states that, under the Dastak programme, Asha workers visited 26,33,837 households for awareness drives and 32,03,785 children under the age of 15 years were vaccinated against the disease.

                          This is the first NVBDCP report of the year. Weekly IDSP report has reported 3 fatal cases in Assam (post #9). Fatal cases of AES have also been reported from Odisha (1) post #2 and Kerala (1) post #6. Non fatal cases have also been reported from Kerala (post #5) and Maharashtra (post#12). Why these cases are not included in the NVBDCP report I do not know. - Ro

                            Is immunisation not working?

                            The case of Kishan and his son is not isolated ? children across Uttar Pradesh have been dying of encephalitis despite being vaccinated. The state government claims 90 per cent of children have been covered under vaccination programmes, but the number of suspected and confirmed cases reported at hospitals in Gorakhpur alone has remained pretty much constant over the last few years.

                            In 2016, 426 children died of suspected or confirmed encephalitis at the Acute Encephalitis Syndrome (AES) ward of the BRD Medical College alone, while in 2017, the number was 379.

                            In almost 20 per cent of these cases, the children had already received vaccinations, a doctor at the medical college said.

                            Fudged numbers?

                            From 2006 to 2010, mass immunisation campaigns were carried out for children up to 15 years of age. But a study done by doctors at the BRD Medical College in 2016 showed that only 2 per cent of children were actually vaccinated.

                            ?These numbers are more on paper than a fact. In many cases, they give just one injection and do not care to give the booster dose, which defeats the purpose of vaccination,? alleged Dr Kafeel Khan, former nodal officer of the AES ward.

                            ?The volunteers fudge numbers, and we come to know of it only when the kids are admitted to the hospital with symptoms of encephalitis despite vaccinations. In most cases, we see that the people who hold camps do not reach out to villagers to convince them to get immunised. What is the purpose of this exercise when a proper dose is not even given to the kids? How do they expect them to work?? he alleged.

                            The Right to Food Campaign has once again urged the Odisha State Food Commission (OSFC) to conduct an inquiry into its complaint of death of 70 tribal children due to spread of Japanese Encephalitis in Malkangiri and the administration?s negligence at the earliest.

                            ?I had filed a complaint with the State Food Commission seeking an inquiry into death of 70 tribal children due to outbreak of Japanese Encephalitis, maladministration, collapse of health delivery service, food insecurity in Malkangiri district.

                            Though more than a year has passed, the commission has not informed me if inquiry has started or outcome of inquiry, if completed,? Campaign convenor Pradip Pradhan wrote to the OSFC Chairman.
