    Statement by Dr. Harsh Vardhan, Minister of Health & Family Welfare in both the Houses of Parliament on 6th August, 2014 Regarding Ebola Virus Disease Outbreak in West Africa and the steps taken by the Government of India to Protect the Citizens from the same.

    I would like to brief the Hon?ble members on the reports of Ebola virus disease outbreak in West Africa and the action taken by the Government of India in this regard.

    World Health Organization has reported 1603 cases including 887 deaths (as on 4th August, 2014) in West Africa from 4 countries namely Guinea, Liberia, Sierra Leone and Nigeria. While the number of cases is 485, 468, 646 and 4 from the said countries, the number of deaths is 358, 255, 273 and 1 respectively.

    Ebola virus is a Filovirus with 5 distinct species. The specific virus isolated in the current outbreak is Zaire Ebola Virus. Ebola Virus Disease is a severe, often fatal illness with Case Fatality Rate of upto 90%. In Africa, fruit bats are known to carry Ebola Virus from whom the animals (chimpanzees, gorillas, monkeys, forest antelopes) get infected. Humans get the infection either from the infected animals or from infected humans when they come in close contact with infected body fluids or body secretions. There is no airborne transmission. During the current outbreak, most of the disease has spread through human to human transmission. The incubation period of Ebola virus disease is 2-21 days, during which the affected persons are not infective.

    The Director General of Health Services, Government of India, has reviewed the situation on 2nd May, 2014 and on 1st August, 2014. Thereafter, advisories were issued to the State Disease Surveillance Units to be on alert for early detection and management of travel related cases reported from the community. Laboratory capacity was also strengthened at National Institute of Virology, Pune and National Centre for Disease Control, Delhi, to diagnose this viral disease.

    The Ministry of External Affairs has informed that there are about 4700 Indians in Republic of Guinea, Liberia and Sierra Leone from where maximum cases are reported. The number in each of these countries is 500, 3000 and 1200 respectively. The figure for Liberia includes about 300 personnel from the Indian Central Reserve Police Force, comprising largely women, as a part of the UN Peace keeping operations. Nigeria has a much larger presence of nearly 40,000 Indian citizens. If the situation worsens in the affected countries, there could be possibility of these Indians traveling back to India. The Ministry of Defence has informed that there are about 7000 Indian troops deployed in the African continent, but not in the affected countries.

    I have on 5th August, 2014, reviewed the status of the situation in a meeting which was attended by representatives from the Ministries/ Departments of Health and Family Welfare, Home Affairs (including Immigration department), External Affairs and Civil Aviation. In addition, representative of Armed Forces, National Disaster Management Authority and World Health Organization were also present. The threat perception for India, precautions and preventive measures to be taken by us, advisories to be issued etc. were discussed in detail.

    I would like to brief the Hon?ble Members of Parliament that as of now, the risk of transmission to countries outside African region is low. As a matter of abundant precaution, however, we would be obtaining the details of travelers originating or transiting from Ebola virus affected countries to India from the concerned Airlines and our Missions and tracking these persons after their arrival in India, up to their final destination in the country. For such purposes, awareness would be created among the Indian Community in these countries and among travelers to India from affected countries. Mandatory self reporting by the passengers coming from or transiting through the affected countries would be required at the time of immigration check. In-flight announcements regarding this would also be made by the Airlines. There would be designated facilities at the relevant airports/ports to manage travelers manifesting symptoms of the disease. The surveillance system would be geared up to track these travelers for four weeks and to detect them early, in case they develop symptoms. These persons would also be advised to self report in case of symptoms.

    The Armed Forces would be taking action to suitably advise their personnel in the affected Region for appropriate health precautions and to apprise them about reducing the risk of contracting this infection. Further, their personnel returning to India on leave or otherwise coming back would be suitably tracked and monitored for symptoms by the Armed Forces.

    The States / Union Territory Administrations are being requested to identify Nodal Officers and designate hospitals with isolation wards for responding to any possible cases. States would also be asked to keep in readiness Personal Protective Equipment for protecting health care workers and doctors. Public awareness would be created through print and audio visual media. Treatment and diagnostic protocols for Ebola virus will be placed on our website and disseminated to various stakeholders. The Indian Medical Association is also being requested to inform all the members regarding the diagnostic and treatment protocols.

    In view of the reports of outbreak of the Ebola Virus Disease in 4 countries of West Africa, namely, Guinea, Liberia, Sierra Leone and Nigeria, it is recommended that non-essential travel to these countries be deferred till such time that the Ebola Virus Disease outbreak situation is brought under control.

    Though there is no vaccine or curative therapy for Ebola virus disease, I want to apprise this house that outbreaks can be contained through early detection and isolation of cases, contact tracing and monitoring, and following rigorous procedures for infection control, if such cases were to report in our country.

    I would like to assure the Hon?ble Members that all precautions are being taken by us. The situation is being monitored. While the risk of Ebola virus cases in India is low, preparedness measures are in place to deal with any case of the virus imported to India.

    Health Ministry’s Ebola prevention plan in light of WHO announcement

    24x7 Helpline opens Saturday: “No cause for panic”—Dr Harsh Vardhan

    World Health Organisation (WHO) on Friday officially declared the current outbreak of Ebola virus disease (EVD) as the “most complex outbreak leading to public health emergency”. It has called for global health alert in all countries.

    As of August 4, WHO says 1,711 people have been infected, of whom 932 have died. The four countries affected are all in western Africa– Guinea (393 deaths), Sierra Leone (286 deaths), Liberia (282 deaths) and Nigeria (1 death).

    The Union Ministry of Health has opened a 24-hour “Emergency Operation Centre” (Helpline) which will be functional from Saturday, August 9. Its numbers are (011)-23061469, 3205 and 1302.

    Dr Harsh Vardhan, Union Health Minister, has assured that the government had begun to take steps ahead of the WHO declaration. “There is no cause for panic. We have put in operation the most advanced surveillance and tracking systems,” he announced.

    In New Delhi, the Ram Manohar Lohia Hospital has been identified for treatment and management of any case of EVD.

    The Ministry was alerted by WHO about a traveller who landed in New Delhi on July 20 as a confirmed case of EVD. He had been traced to Dwarka in south-west Delhi. This person was found to be healthy. He has been provided with all necessary guidelines for self-monitoring and asked to report to the authorities in case of manifestation of symptoms.

    A mechanism has been worked out in consultation with the Ministry of Civil Aviation and Ministry of Home Affairs for collection and collation of information on travellers to India through the affected countries. Flight passengers will be made to mandatorily declare through health cards their movement in the recent past and their addresses in India.

    The database thus developed would help in the tracking of people who later develop symptoms.

    Surveillance is being strengthened at airports and ports. The Integrated Disease Surveillance Programme (IDSP) is on alert. The National Institute of Virology, Pune and National Centre for Disease Control in Delhi are prepared to test samples for diagnosis.

    In addition, the estimated 47,000 Indians in the affected countries are being contacted by the Indian missions and supplied all didactic material so as to create awareness about prevention and self-reporting measures.

    The Ministry of Health & Family Welfare is working in close coordination with the state governments to implement its action plan. The Chief Secretaries of all states have been informed on the need for strengthening their own tracking, surveillance and isolation facilities.

      Ebola Virus Disease under intense surveillance

      Health Minister satisfied with public response to measures




      The Indian government is maintaining intensive surveillance to prevent the spread of the dreaded Ebola Virus Disease (EVD) in the country. A control room with helpline numbers 23063205, 23061469 and 23061302 got operational this morning at the Health Ministry and dealt with 30 calls during the day.

      Dr Harsh Vardhan, Minister for Health, has clarified that India does not have any confirmed or even suspected Ebola virus affected person. WHO had informed that one Indian passenger had travelled on the same flight in which Ebola virus patient (foreign national) was travelling from Monrovia to Lagos. This Indian passenger is back in India. He has been tracked and his health is being regularly monitored. The Health Minister said “We are happy to share that the said person is healthy, fit and fine.”

      The Minister expressed satisfaction with the reaction of the general public to the awareness campaign launched by the government.

      “Most of the callers to the helpline reflected a mature understanding of the collective responsibility in times like this. They wanted to know details about the symptoms and preventive measures,” Dr Harsh Vardhan said.

      The government has already implemented the following steps:

      1. Tracking of passengers arriving from the affected countries by the Airport Health Organizations based on the information provided by Ministry of External Affairs

      2. Tracking and monitoring health of passengers, who travelled from the affected countries, in their respective States, by the Integrated Disease Surveillance Programme.

      3. Designation of Dr.RML Hospital, New Delhi for management of cases in Delhi. The hospital has earmarked treatment facilities and a Nodal Officer.

      4. The Government has advised Indians against non-essential travel to the four West African countries –Guinea, Liberia, Sierra Leone and Nigeria – which form the epicenter of EVD.

      The latest position of cases and deaths due to Ebola virus disease in four countries of West Africa, as informed by WHO, is as follows:

        Government continues to track West Africa origin arrivals

        Health Minister denies reports of Tamil Nadu Ebola ?suspect case?

        The Ministry of Health, in coordination with the Ministries of Home Affairs (Immigration Department), External Affairs and Civil Aviation, is constantly tracking passengers arriving in India from the West African countries affected by Ebola.

        Mandatory self reporting is in place. Health officers posted in identified international airports all over India are screening passengers (originating / transiting from affected countries) getting off aircraft. Till now all those arriving have been found to be healthy.

        Dr Harsh Vardhan, Union Minister of Health, has denied reports in some media of a ?suspect case? of EVD in Chennai. The Department of Health, Government of Tamil Nadu, has informed the central government that a person had indeed landed at Chennai airport from Guinea on August 9. He was checked for symptoms and was found healthy. However, the health authorities of the state are monitoring his health.

          Passenger from Nigeria tests negative for Ebola in Delhi
          Health Minister Dr Harsh Vardhan orders another inter-ministerial review

          A traveller from Nigeria manifesting symptoms of upper respiratory tract infection at the IGI Airport on Saturday was taken to the Ram Manohar Lohia Hospital and tested for Ebola Virus Disease (EVD). He tested negative.

          The two passengers who reached Chennai on 9th August, 2014 i.e. 27 year old male who travelled from Guinea and a 40 year old male who travelled from Liberia are in good health and they are under observation.

          The high level of alertness at points of entry, coupled with the self-reporting by passengers, is leading to satisfactory results in the government?s surveillance on the Ebola outbreak in West Africa. On August 8, World Health Organisation (WHO) had declared a public health emergency of international concern after an abnormal rise in the incidence of the dreaded infection this year. Within hours the Ministry unravelled its advanced surveillance and tracking system. A 24-hour helpline was also opened.

          Dr Harsh Vardhan, Union Health Minister, ordered another review meeting today between officers of the Health, Home Affairs, External Affairs, Civil Aviation and National Disaster Management Authority, and representatives of World Health Organisation. The meeting was chaired by the Health Secretary, Mr Lov Verma. This is the second inter-ministerial meeting in less than a week.

          ?There is no reason for getting worried over the odd case of a visitor to the country arriving in an indisposed condition. We have all the mechanisms in place for prompt treatment and subsequent monitoring,? Dr Harsh Vardhan said.

          The Minister also directed that all technical updates on EVD, with reference to sample collection, storage and transportation, tracing and contact management, case management and notification control in hospital settings be loaded on the website of the Ministry of Health and Family Welfare.

          He reiterated, ?There is no case of EVD in India.?

            No cases of Ebola in India
            Nigerian national admitted to Dr RML Hospital tested negative

            As on date, there is no confirmed or even suspect case of Ebola Virus Disease in India.

            A 30 year old male, Nigerian national, who arrived at Delhi Airport was admitted to Dr RML Hospital today morning with complaints of fever. He has tested negative for Ebola Virus Disease in tests done at National Centre for Disease Control, Delhi.

            Mandatory reporting of passengers from affected countries is in place. Since its inception on 10th August, 2014, about 3089 passengers have been screened at the Airports at Delhi, Mumbai, Kolkata, Bengaluru, Chennai, Trivandrum and Kochi.

            The call centre at the Ministry of Health & Family Welfare received about 70 calls in the past 24 hours. The queries from public, related to signs and symptoms of the disease and risk of travel were addressed adequately.

            World Health Organization (WHO) has reported 1848 cases including 1013 death due to Ebola Virus Disease (as on 9th August 2014). Fresh updated is awaited from WHO.

              Passengers from Nigeria admitted to Dr RML Hospital for observation 5235 passengers screened at 7 airports


              Two passengers, aged 24 and 27, both Nigerian Nationals travelling from Nigeria were found having fever at the time of screening at Delhi Airport. They have been admitted to Dr RML Hospital for observation.
              Mandatory reporting of passengers from affected countries is in place. Since its inception on 10th August, 2014, 5235 passengers have been screened at the Airports at Delhi, Mumbai, Kolkata, Bengaluru, Chennai, Trivandrum and Kochi.

              It is reiterated that as on date, there is no confirmed or even suspect case of Ebola Virus Disease in India.

              WHO has reported a total of 1975 cases and 1069 deaths (as on 11th August 2014) due to Ebola Virus Disease from affected countries. Country-wise break up is as under:

                9207 passengers screened for Ebola at airports since 10 August

                WHO: Air travel, even from Ebola-affected countries, is low-risk for Ebola transmission


                Since its inception on 10.08.2014, 9207 health cards of passengers from Ebola Virus Disease affected countries have been returned by Immigration Department (151 on 10.08.2014; 497 on 11.08.2014 and 1034 on 12.08.2014; 1407 on 13.08.2014; 2146 on 14.08.2014; 2441 on 15.08.2014 and 1531 on 16.08.2014) to the Airport Health Officers of the Airports at Delhi, Mumbai, Bengaluru, Chennai, Trivandrum and Kochi. All these passengers have been screened at the concerned Airports.
                Three Nigerian Nationals, who arrived in Delhi today morning, aged 4 (male), 37 (female) and 79 (male), having fever at the time of screening were admitted to Dr RML Hospital. Their tests are being done at National Centre for Disease Control, Delhi. In addition, another Indian National, 32 year old male, who returned from Nigeria, belonging to Dist Durg, Chhattisgarh, has been admitted to Bhilai Hospital. His samples are also being tested at NCDC.

                According to WHO ?Air travel, even from Ebola-affected countries, is low-risk for Ebola transmission.?

                WHO has reported a total of 2127 cases and 1145 deaths (as on 13th August 2014) due to Ebola Virus Disease from affected countries. Country-wise break up is as under:

                10194 passengers screened for Ebola at airports since 10 August

                Quarantine cum Isolation Health Facility at Delhi Airport made functional


                Since its inception on 10.08.2014, 10194 health cards of passengers from Ebola Virus Disease affected countries have been returned by Immigration Department (151 on 10.08.2014; 497 on 11.08.2014 and 1034 on 12.08.2014; 1407 on 13.08.2014; 2146 on 14.08.2014; 2441 on 15.08.2014, 1531 on 16.08.2014 and 1987 on 17.08.2014) to the Airport Health Officers of the Airports at Delhi, Mumbai, Bengaluru, Chennai, Trivandrum, Kolkata and Kochi. All these passengers have been screened at the concerned Airports.

                The samples of two Nigerian nationals (aged 4 and 37) admitted yesterday to Dr RML Hospital have been tested negative. The Indian national admitted to Bhilai Hospital earlier has also tested negative in tests done at NCDC. The 79 year old male Nigerian national continues to be under observation at Dr RML Hospital. His test reports are awaited.

                The Quarantine cum Isolation Health Facility at Delhi Airport has been made functional and all suspect cases detected at Delhi Airport would be admitted to this facility. Since yesterday evening, 5 citizens of Indian origin aged 38 (M), 38(F), 7(M), 2 (F) and 31(F) have been admitted to this facility. All of them have been found negative for EVD in tests done at NCDC.

                The Integrated Disease Surveillance Programme (IDSP) is tracking such passengers, the details of which are provided to them by the Airport Health Organization. Today, 90 passengers were enrolled for follow up in their respective States through State IDSP units. As on date, a cumulative number of 267 passengers are being tracked. Most of them are in the States of Maharashtra, Kerala and Tamil Nadu.

                The Control Room in the Ministry of Health & Family Welfare has received 557 calls since its inception on 09/08/2014 morning and only 17 calls were received in the past 24 hours. Most of the callers have sought information on signs and symptoms of the disease and travel related risk of acquiring the infection.

                WHO has reported a total of 2127 cases and 1145 deaths (as on 13th August 2014) due to Ebola Virus Disease from affected countries. Country-wise break up is as under:

                  353 passengers being tracked for Ebola Virus Disease

                  The Quarantine cum Isolation Health Facility at Delhi Airport has not admitted any suspect case for observation/ testing today.


                  The Integrated Disease Surveillance Programme (IDSP) is tracking such passengers, the details of which are provided to them by the Airport Health Organization. Today, 33 passengers were enrolled for follow up in their respective States through State IDSP units. As on date, a cumulative number of 353 passengers are being tracked. Most of them are in the States of Maharashtra, Kerala and Tamil Nadu.

                  The Control Room in the Ministry of Health & Family Welfare has received 600 calls since its inception on 09/08/2014 morning and only 24 calls received in the past 24 hours. Most of the callers have sought information on signs and symptoms of the disease and travel related risk of acquiring the infection.

                  WHO has reported a total of 2240 cases and 1229 deaths (as on 16th August 2014) due to Ebola Virus Disease from affected countries. Country-wise break up is as under:

                  It has been recommended that now onwards, the passengers from the affected countries would be categorized at the airports to be High, Medium and Low risk. High risk passengers would be those with symptoms and they would be admitted to identified health facility. Medium risk would be those passengers with known history of contact with a case of EVD. Such passengers would be tracked by the IDSP in their respective States / UTs . The low risk category would be asymptomatic passengers without any contact history. They would be provided information and they will report to a health facility if symptoms develop.

                    No Ebola suspect case admitted today to Quarantine cum Isolation Health Facility at Delhi Airport

                    496 passengers being tracked for Ebola Virus Disease

                    61 passengers enrolled for follow up through State IDSP units

                    During past 24 hours, 145 passengers have arrived at the Airports of Mumbai (49), Delhi (53), Chennai (12), Kochi (11), Bangalore (14) and Ahmedabad (6). Five passengers were found to have contact history with EVD positive case. Their details have been passed on to IDSP for further tracking and necessary ?contact? management.

                    Indian Medical Association has been apprised to create awareness among its members on Ebola Virus Disease. A meeting took place today between IMA and Health Ministry functionaries.

                    The Quarantine cum Isolation Health Facility at Delhi Airport has not admitted any suspect case for observation/ testing today.

                    The Integrated Disease Surveillance Programme (IDSP) is tracking such passengers, the details of which are provided to them by the Airport Health Organization. Today, 61 passengers were enrolled for follow up in their respective States through State IDSP units. As on date, a cumulative number of 496 passengers are being tracked. Most of them are in the States of Maharashtra, Kerala and Tamil Nadu

                      No Ebola suspect case admitted today to Quarantine cum Isolation Health Facility at Delhi Airport

                      531 passengers being tracked for Ebola Virus Disease

                      The Integrated Disease Surveillance Programme (IDSP) is tracking such passengers, the details of which are provided to them by the Airport Health Organization. Today, 35 passengers were enrolled for follow up in their respective States through State IDSP units. As on date, a cumulative number of 531 passengers are being tracked. Most of them are in the States of Maharashtra, Kerala and Tamil Nadu.
                      During past 24 hours, 141 passengers from the affected countries have arrived at the Airports of Mumbai (69), Delhi (50), Chennai (6), Kochi (9), Bangalore(6) and Trivandrum (1). One passenger, about 50 year old, Male who arrived at Bangalore Airport, was referred to Rajiv Gandhi Institute of Chest Disease, Bangalore [Identified hospital for EVD in the State of Karnataka] yesterday night. This passenger was found not having any symptoms on subsequent examination and hence discharged.
                      The Quarantine cum Isolation Health Facility at Delhi Airport has not admitted any suspect case for observation/ testing today.

                        589 Passengers Being Tracked for Ebola Virus Disease

                        59 Passengers Enrolled for follow up through State IDSP Units

                        During past 24 hours, 234 passengers from the affected countries have arrived at the Airports of Mumbai (96), Delhi (97), Chennai (12), Kochi (10), Bangalore(10), Kolkata (3) and Trivandrum (6). Five passengers (4 Doctors and one Physiotherapist) who returned from Nigeria were admitted to the quarantine facility at Delhi for observation. They are not having any symptoms and are healthy.

                        The Integrated Disease Surveillance Programme (IDSP) is tracking such passengers, the details of which are provided to them by the Airport Health Organization. Today, 59 passengers were enrolled for follow up in their respective States through State IDSP units. As on date, a cumulative number of 589 passengers are being tracked. Most of them are in the States of Maharashtra, Kerala and Tamil Nadu.

                          Indian Nationals working in Liberia being brought back by M/s Afcons

                          66 passengers have landed in Mumbai and 13 in Delhi; all screened for Ebola and found healthy

                          No passenger isolated

                          112 Indian Nationals and four Nepalese Nationals working with M/s Afcons in Liberia are being brought back by International SOS (ISOS) Organization on the request of M/s Afcons. These persons belong to the States of Delhi (4), Maharashtra (54), West Bengal (12), Bihar (10), Uttar Pradesh (7), Tamil Nadu (5), Andhra Pradesh (4), Kerala (3), Odisha (3), Gujarat (3), Karnataka (2), Haryana (2), Punjab (2), Jharkhand (1), Madhya Pradesh (1), Uttarakhand (1), Rajasthan (1) and Himachal Pradesh (1).

                          Medical Director, International SOS has also informed that these persons have been screened at the time of exit from Liberia and none of the evacuees had any symptoms prior to travel.

                          Senior officers of the Ministry have been pre-positioned at Mumbai and Delhi Airport to monitor the screening of these passengers from Liberia. 66 passengers have already landed in Mumbai and 13 in Delhi. They have all been screened and found healthy. No passenger has been isolated. Rest of the persons are expected to reach late in the evening.

                          Even though developed countries are not screening passengers arriving from Ebola affected countries, as a matter of abundant caution, screening for passengers from affected countries have been put into practice by Government of India. As per the guidelines, the high risk category: those with symptoms are isolated at the airport; medium risk category : those giving history of contact with an Ebola case are prioritized for active surveillance and low risk category : those without symptoms and without any contact history are informed about helpline numbers to be contacted in case they developing symptoms subsequently. The State Governments have been requested to do rigorous tracking and monitoring of these passengers. The concerned States have been alerted for follow up of these passengers on daily basis.

                          No case of Ebola Virus Disease has been detected in India. It is reiterated that it is not an airborne infection (not spread through the air you breathe). A person has to come in very close contact with the blood and body fluids of an Ebola Patient to acquire this infection.

                            821 passengers being tracked for Ebola Virus Disease

                            45 passengers enrolled for follow up today through State IDSP units

                            The two passengers (a doctor and a physiotherapist), who were admitted in Dr RML Hospital earlier for further treatment after being tested negative for Ebola, have responded to Anti- Malarial treatment and are afebrile now. One of them has now been discharged.

                            M/s Afcons and International SOS have brought back 113 passengers (including 02 Nepalese Nationals) from Liberia to India. 96 passengers have landed in Mumbai and another 17, in Delhi. The passengers who landed in Delhi have also been taken to Mumbai by M/s Afcons. They have all been screened and found healthy except for one passenger, who had fever and sore throat. He has been discharged from quarantine cum isolation facility at Delhi Airport after testing negative for EVD.

                            The State Governments have been requested to ensure tracking and monitoring of these passengers. These passengers would be attached to the local health facility (CHC/ PHC/Government Hospital) and local authority would ensure that they would follow up these passengers on day to day basis for one month.

                            All the 05 passengers who travelled from affected countries and quarantined at isolation facility at Delhi Airport yesterday have been tested negative for EVD and released from this facility.

                            During past 24 hours, 148 passengers from the affected countries have arrived at the Airports of Mumbai (30), Delhi (92), Kochi (8), Bangalore (15) and Chennai (3). One passenger travelling from Nigeria has been found symptomatic and quarantined at isolation facility at Delhi airport. Her report is awaited.

                            The Integrated Disease Surveillance Programme (IDSP) is tracking such passengers, the details of which are provided to them by the Airport Health Organization. Today, 45 passengers were enrolled for follow up in their respective States through State IDSP units.

                            As on date, a cumulative number of 821 passengers are being tracked. Most of them are in the States of Maharashtra, Kerala and Tamil Nadu.
