    "We have started culling operations at Rangli Ranglikot area of Darjeeling. This time a total of 7,000 poultry will be culled," district magistrate Surendra Gupta said over telephone.

    Gupta said the blood samples of dead poultry from the area sent to the High Security Disease Diagnostic Laboratory in Bhopal had tested positive for avian flu.

    "We got the reports on Wednesday that confirmed that the dead birds had H5N1 virus," Gupta said.

    About 31,000 poultry have already been culled at Matigara in Siliguri subdivision and Pubang in Takdah of Darjeeing sub-division of the same district after avian flu was confirmed in the areas on Saturday.

    The development came 18 days after bird flu struck Malda district in the state.

      KOLKATA, India, Jan 7 (Reuters) - Veterinary workers culled poultry in India's famous tea-growing hills of Darjeeling on Wednesday after a fresh H5N1 bird flu outbreak, officials said.
      Veterinary and health workers scoured the verdant Himalayan region looking for dead chickens and ducks and planned to cull at least 7,000 birds in the next 24 hours.
      Poultry products had been banned in Darjeeling town, popular with tourists.
      "Dead bird samples from backyard poultry tested positive for H5N1 in the Rangli Rangliot area of Darjeeling hills on Wednesday," Surendra Gupta, a senior government official, told Reuters.
      Bird flu first broke out in India in 2006. Millions of chicken and ducks have been culled since then to contain the virus, but it has resurfaced from time to time. India has reported no human infections.
      The latest outbreak of the virus in poultry is the fourth in the state of West Bengal since 2007.
      More than 4 million birds were culled in the state early last year in what the World Health Organisation (WHO) described as India's worst-ever bird flu outbreak.
      Hundreds of thousands of birds were also culled in India's northeast after bird flu was detected in two states in November.
      On Wednesday, experts rushed to the northeastern state of Manipur, which borders Myanmar, after villagers said nearly 100 birds had suddenly died and a dozen villagers had fallen sick.
      Blood samples of the villagers were being tested.
      Experts have warned the H5N1 virus might mutate or combine with the highly contagious seasonal influenza virus and spark a pandemic that could kill millions of people across the world.
      According to the World Health Organization, H5N1 bird flu has infected more than 390 people in 15 countries and killed at least 247 of them since the virus resurfaced in Asia in 2003. (Additional reporting by Biswajyoti Das in Guwahati; Editing by Bappa Majumdar and Jerry Norton)

        KOLKATA, Jan. 8: Despite the on-going impasse in the Darjeeling hills because of the Gorkhaland movement, the state animal resources development department has decided to step up surveillance on poultry birds in the hill areas after presence of bird flu virus was confirmed on 6 January.

        The state ARD officials had ordered culling of poultry birds in Takdah located in the hills of Darjeeling as soon as presence of H5N1 virus was clinically confirmed.

        Now, with the law and order situation deteriorating in the hills, the decision to cull the poultry birds with the clinical confirmation appears to have been a wise one. As laboratory confirmation of bird flu virus took a few days, it could have been spread in a vast area if culling had not been ordered based on the clinical confirmation.

        The state had earlier urged the Centre to help carrying out surveillance on poultry birds in the Darjeeling hills saying state officials were facing serious problems owing to the agitation launched by Gorkha Jan Mukti Morcha. Senior ARD officials said while they are yet to receive any response from the Centre in this regard they have decided to strengthen the vigilance in the area.

        ?That does not mean we were not carrying out surveillance earlier in the area. But as presence of bird flu has been confirmed in the hills, we have to be more alert so that the spread of the virus could be stopped,? said an official.

        A few senior officials also informed that they would get in touch with the Centre once again so that they can secure help from Central experts while carrying out surveillance of poultry birds in the hills.

          </TD></TR><TR><TD>The Department of Animal Husbandry, Dairying and Fisheries has notified a new epicenter on 6.1.2009 in Darjeeling District [Village Bansdhura in block Rangli Rangliot]. This is in addition to the earlier notified village Binay Krishnapally in Mathegara block.

          The Central Team already deputed by MOHFW to Darjeeling would also cover the containment operations in the new epicentre. So far about 26,959 birds have been culled. 71 Animal Health workers are under chemoprophylaxis.

          Since the first notification of Avian Influenza in Assam on 27.11.2008, 17 other epicenters, spread over eight districts have been notified. The last notification was on 24.12.2008. No new centres have been notified.

          So far a total of 4,81,624 birds have been culled. A total of 418 Animal Health workers, who were deployed for the culling activity are on Chemoprophylaxis.

          The Central government RRTs is covering the epicenters notified on 24.12.2008. They are working with the state RRT teams. Active house to house surveillance for 10 days post culling/ mopping is over in earlier notified areas. In these areas passive surveillance is continuing. In areas notified on 24th Dec. 2008 active house to house surveillance is being followed in 0-3 km zone. In 3-10 km area surveillance is conducted in phases. As per the reports received, a population of 1,04,38 was covered in 0-3 Km area and 1,60,699 in 3-10 km area. (as on 1/7/09).

          72 cases of Upper Respiratory Infection [URI] with fever were detected [7 in 0-3 Km and 65 in 3-10 Km]. None of them had history of handling dead or sick birds. 24 cases of URI with fever in the outpatient department were detected in the identified health facilities. 847 Health Workers are deployed for surveillance.

          40,000 capsules of Tamiflu, 12,000 surgical masks, 1200 personal protective equipments, 400 N-95 masks, 50 bottles of tamiflu syrup and 8 ventilators have been supplied by MoHFW. Sufficient anti-viral drugs and PPE are in stock with the State Government.

          Messages to create public awareness are being telecast/ broadcast in local channels and AIR. Local campaign such as miking and interpersonal communication is followed in all epicenters.

          The situation is being monitored on a daily basis.

                Of Assam and West Bengal bird flu in the affected areas so far 4.80000 chickens have been killed. The new areas in the spread of bird flu to prevent the health authorities have extensive awareness campaign.

                    Epidemiological comments
                    Epidemiological investigation is ongoing. Stamping out of all domestic poultry is being applied in an approximately 3-km-radius zone around the outbreaks followed by compensation of the owners.
                    An intensive surveillance campaign has been launched in a 10-km-radius zone including:
                    - closure of poultry markets and prohibition on sale and transportation of poultry products in the infected zone;
                    - disinfection of premises after culling and sealing of premises where appropriate.

                      ?Tracking the progression of the disease in Indonesia and elsewhere has shown that it takes an average of one year and nine months of exposure to the virus for the infection to build up to concentrations that can infect humans. India managed to contain the outbreaks so far, but recurrence in West Bengal within six months is a cause for worry,? said NK Ganguly, distinguished biotechnology fellow, government of India, and scientific adviser to the ministry of health.

                      Those living in the districts of Malda, Darjeeling, Murshidabad, South 24 Parganas and Birbhum face the worse risk because these districts have had more than one outbreak in a year.

                      Outbreaks of the highly-pathogenic H5N1 virus that causes bird flu was first reported in the districts of Birbhum and Dakhsin Dinajpur on January 15, 2008, after which the virus spread to 14 districts over the next five months.

                      After a gap of six months, Malda reported its second outbreak ? and the state?s third ? on December 15, followed by Darjeeling on January 2, 2009.

                      Over the last year, 5 million birds were slaughtered to control the virus. Assam and Tripura are the other two states that reported outbreaks in 2008.

                      The health ministry shot off letters to the governments of West Bengal, Orissa, Assam, Tripura, Chhattisgarh and Bihar late last month, alerting them to the dangers of human infection.

                      ?India has not reported human cases yet, but states bordering Bangladesh, where the virus has become entrenched, need to be very alert,? Union Health Minister Anbumani Ramadoss told HT.

                      What?s worrying is that in West Bengal, ducks are not culled. ?Ducks have become reservoirs of the virus because they carry it without developing symptoms or falling sick. Infected ducks pose a threat not only to other animals but also humans,? said Ganguly.

                        COOCH BEHAR, Jan. 25: The villagers of Uttar Dangkoba under Pachagarh gram panchayat in Mathabhanga sub-division are grappling with a bird flu panic in the wake of birds? deaths in thousands over the last five days. The Pachagarh gram panchayat pradhan, Mr Kajal Roy, has drawn the attention of the higher authorities to the suspected renewed advent of the Avian Flu in the district. Asked to comment, the deputy director of the animal resource development department in Cooch Behar, Dr Tapan Kumar Roy, today, said that they had already collected blood samples from the affected Uttar Dangkoba area for examination.
                        ?An awareness drive has been initiated in Mathabhanga-I and Mathabhanga-II blocks to enlighten the villagers on the do's and don'ts in case of Avian Influenza outbreak,? Dr Roy said.                                 Cooch Behar (WB), Jan 31 West Bengal's Cooch Behar district was today declared bird flu-affected with authorities directed to cull 45,000 birds, official sources said.

                                Blood samples sent from Nagar Bhangni and Uttar Dangkoba villages, where a large number of chickens suddenly died tested positive for the H5N1 virus at laboratories in Kolkata and Bhopal, District Magistrate Rajesh Kumar Sinha said.

                                Sinha said culling would begin from Monday at Nagar Bhangni village under
                                Dinhata-II block and Uttar Dangkoba village under Pachagarh gram panchayat in Mathabhanga sub-division.

                                Thirty culling teams comprising five members each would destroy 45,000 chickens, he said.

                                The border has been sealed and trading and transport of chicken from the affected areas prohibited.

                                The BSF on the Indo-Bangladesh border have been alerted to prevent birds from being smuggled out, he said.
