Encephalitis cases double this year as govt botches up

The state and Central governments seem to have botched up in containing encephalitis cases in eastern Uttar Pradesh, which has increased substantially compared to last year.

With the spurt in the encephalitis cases, experts fear that lack of proper vaccination in the region for the last two years and JE vaccine controversy might lead to an outbreak in the coming year.

As the year ends, over 3,030 children have been affected with encephalitis in eastern Uttar Pradesh, while over 560 children have succumbed to the disease.

Last year, while the total number of encephalitis cases was around 2,700, 450 people had died.

The experts are, however, primarily concerned about the fact that of the total Acute Encephalitis Cases this year, 302 are confirmed JE positive cases as compared to just 155 last year, which means that the JE positive cases have doubled this year. This is despite the fact that JE is a type of encephalitis, which can be prevented with vaccination.

        * One more encephalitis death in UP, toll rises to 567

        STAFF WRITER 22:48 HRS IST

Gorakhpur (UP), Dec 22 (PTI) With the death of one more person due to encephalitis in Uttar Pradesh today, the statewide toll due to the disease rose to 567, officials said.

The patient died at BRD Medical College Hospital here, they said.

As many as 52 encephalitis patients are undergoing treatment at BRD hospital, while two are being treated at other government hospitals of the region, they said.

"However, the cases of Japanese Encephalitis, caused due to mosquito bites, have substantially dropped due to fall in temperature resulting in low mosquito density," additional director of health LP Rawat said.

          * Encephalitis virus a challenge for us: ICMR chief

          STAFF WRITER 9:19 HRS IST

New Delhi, Jan 3 (PTI) Identification of encephalitis virus which continues to kill hundreds of children every year and maim thousands in eastern Uttar Pradesh still remains a challenge for scientists, the ICMR has said.

"We know that in about 15 per cent cases Japanese Encephalitis is the cause of death, but for the remaining 85 per cent the reason (virus) is yet to be ascertained. It still remains a challenge," Director General, Indian Council for Medical Research (ICMR) V M Katoch told PTI.

As against swine flu which claimed about 970 lives in 2009 across the country, the Encephalitis proved much more lethal claiming 567 deaths from a small pocket of 23 affected districts of eastern UP.

The lack of knowledge about lethal virus is proving a hindrance for developing a vaccine or cure for the disease, Katoch said.

Encephalitis deaths: Health Ministry replies to Gorakhpur doc?s letter written in blood

            Maulshree Seth
Posted: Jan 13, 2010 at 0457 hrs IST

Lucknow In response to his letter written in blood to Prime Minister Manmohan Singh, Dr R N Singh, a private practitioner and convenor of the encephalitis eradication movement in Gorakhpur, has received a reply from the Union Health and Family Welfare Ministry on the direction of the Prime Minister?s Office.

In the letter, Singh has been informed about three major steps the Centre plans to take this year to prevent and control the disease and ensure rehabilitation of the already affected children.

These steps would be in addition to the recent decision by the Centre to launch a ?Catch-up JE Vaccination Drive? in seven districts of eastern Uttar Pradesh and would include establishing a separate encephalitis research group under the ICMR, setting up a Department of Physical Medicine and Rehabilitation at BRD Medical College, Gorakhpur, and launch of a special awareness campaign for hygiene and sanitation in the eastern part of the state.

In the letter dated July 25, 2009, Dr Singh had drawn the Centre?s attention towards the large number of encephalitis deaths in eastern UP and requested for implementation of the National Encephalitis Eradication Program (NEEP).

In the reply to his letter, while Singh has been informed that the National Vector Borne Disease Control Programme(NVBDCP) is already undertaking most activities suggested under the NEEP, at the same time, the Centre has accepted the need to be more vigorous in tackling the disease, especially in eastern UP.

Singh has been informed that public health measures, including better sanitation and hygiene, protective clothing and keeping away the reservoirs of JE from human dwellings, are advocated. He has also been informed that the Centre has already allocated Rs 5.88 crore to strengthen Gorakhpur Medical College and at the same time has decided to undertake special Catch-up JE Vaccination Drive to cover left-out children. The drive would take place in seven districts of the state ? Deoria, Gorakhpur, Kushinagar, Maharajganj, Sant Kabir Nagar, Sidharthnagar and Basti.

Acting on the research that has shown that a large number of survivors of the disease end up having various disabilities, the Centre is planning to set up a Department of Physical Medicine and Rehabilitation at BRD Medical College in Gorakhpur.

The government also plans to launch a special campaign for creating awareness about hygiene and sanitation.

When asked about the letter, Dr Singh said, ?I received the letter a few days ago. I am grateful that my appeal has been taken into consideration by the PMO Office. However, I have doubts regarding the utility of a separate encephalitis research group under the ICMR as many research wings have already tried their hands without any success. I, thus, stick to to my demand for the NEEP.?

In 2009, over 550 children succumbed to encephalitis virus in eastern UP.
