    IMPHAL, Apr 13: The state authorities have decided to constitute a state level monitoring committee on Avian Influenza (bird flu) as precautionary measures for preventing the disease in the state.

    The veterinary commissioner of the state has been asked to issue an orders for constituting of a high level state level monitoring committee on Avian Influenza by the chief secretary Jarnail Singh with the chief secretary himself as chairman.

    Informing this, the state veterinary director told journalists at the Press Club today that the step has been taken up on receiving advice from the Union government for preparedness in the north eastern state.

    The Government of India has advised the states after receiving communication from the high Commission of India at Dhaka, Bangladesh regarding alarming spread of Avian Influenza (bird flu), the director informed.

    Additional chief secretary, forest, principal secretary finance and revenue, home secretary, secretary health, director health and veterinary will be the members of the state level monitoring committee chaired by the state chief secretary while the commissioner of veterinary will be the member secretary.

    All the concerned departments of the state government have also been given responsibility for taking up precautionary measures.

    The state forest and wild life authority has been asked to accelerate the surveillance and monitoring of avian influenza for any unusual mortality of wild/migratory birds in and around water bodies and wildlife sanctuaries of the state.

    The chief conservator of forest has been asked to issue necessary instructions for constitution of sub-divisional level committee for timely submission of required reports to their nodal officer. The nodal officer MDJN Anand, IFS, who is the nodal officer of the department has been asked to furnish weekly reports to the veterinary commissioner who is the member secretary of the state level monitoring committee.

    The state health department has been asked to conduct health fitness checks and to ensure provision of antiviral drugs to the members of Rapid Response Teams formed by the state veterinary and animal husbandry services before and after the control and containment operations.

    The members of the RRTs are to use antiviral drug issued by the health department during their operations.

    The veterinary and animal husbandry department has been asked to furnish a proposal along with estimates for procurement of necessary equipment, appliances, disinfectants, gunny bags etc. for the use of the RRTs as well as for maintenance of cold chain.

    The DRDA has been asked to provide at least two JCB each for every district for burial of culled birds in the event of outbreak of avian influenza.

    The state home department has also been asked to issue necessary instructions to the DGP, SPs and SDPOs to enforce the present ban on illegal tranborder movement of poultry and poultry products including pigs from Myanmar into the state.

    The required funds for control and containment of avian influenza in the state will be arranged by the state finance department. 50 percent of the total expenditure will be reimbursed by the union government.
