    The infant mortality rate across Canadian First Nations reserves is up to seven times higher than among the general population, according to a report released Wednesday from UNICEF Canada.

    "Governments must meet the needs of the child as a first priority," said Bennett. "That obligation must always supersede government interests. When it comes between life and death, it's imperative that the needs of the child are put first."
