The Ministry of Agriculture and Food is taking new measures to deal with the rapid expansion of the virus in the South West and the increase in the number of farms affected. Preventive depopulation of all poultry and waterfowl in a geographical area characterized by numerous outbreaks is now necessary beyond the current measures aimed at eliminating outbreaks and preventive depopulation around outbreaks.

The appropriate strategy aims to reduce the duration of the epizootic and prevent it from spreading to other production areas that are currently unaffected, and to allow the animals to be put back on the farms as quickly as possible.

The sheltering of animals on the farms, the biosecurity measures in force, as well as the preventive slaughter measures in the immediate vicinity of the outbreaks made it possible to slow the progression of the epizootic compared to the rate experienced last year. last. However, the virus circulating this year is very present in the environment with significant carriage by wild birds. It strongly affects all susceptible species, unlike the episodes known in previous years for which waterfowl were the main species affected by the virus.

The virus has spread in this region of the South West, requiring accelerated depopulation. As of January 18 last year, 291 outbreaks had been confirmed in the southwest, compared to 216 on the same date this year.

The first results of epidemiological surveys and analyzes of the virus strains detected tend to show that the South West was subjected to several simultaneous introductions and that the virus then spread from farm to farm.

The area concerned by the depopulation (see map) corresponds to a regulated area commensurate with the risk of dissemination which remains significant and which includes the active centers of the departments of Landes (40), Pyrénées-Atlantiques (64) and Gers ( 32); it may, if necessary, be revised according to health developments.

This area concerns 226 municipalities (39 municipalities in the Gers, 161 municipalities in the Landes and 26 municipalities in the Pyrénées-Atlantiques).
This regional crawl space is based on an accelerated depopulation of all farms with, in parallel, a ban on the reinstatement of animals.

This new strategy requires a significant reinforcement of the means of depopulation of farms and the implementation of strict protocols to avoid the spread of the virus during the transport of certain poultry. Breeder flocks and hatcheries will be preserved in order to maintain the potential for restocking after the crisis.

These measures are taken after informing the professionals and in accordance with the management plan drawn up according to predefined scenarios.

Farms whose animals will be depopulated will be compensated under the same conditions as last year. The first installment payments for health compensation have started for farms in the North and South-West.

Following the commitments made in the roadmap signed last spring with all the players, work on vaccination is continuing.

They aim to identify the modalities necessary for setting up an experimental study. This study will provide data on the effectiveness of vaccines for ducks. This includes verifying their effectiveness in protecting ducks from infection, their effect on virus shedding and dissemination, and acquiring data to help define

In parallel, France within the framework of the French Presidency of the Council of the European Union, brings the subject of vaccination to the community level so that a European framework is defined in which France will fit.

The first outbreak of H5N1 avian influenza in the South West was confirmed on December 16 in a duck farm in Gers. The farms affected were each time depopulated and then disinfected. A protection zone (minimum 3 km) and a surveillance zone (minimum 10 km) have been established around each outbreak by each Prefect and poultry movements have been strictly limited in these zones.

As a reminder, the consumption of meat, foie gras and eggs – and more generally of any poultry-based food product – presents no risk for humans.
