    Since the beginning of August, many outbreaks of highly pathogenic avian influenza (HPAI) have been detected in wildlife or in farms in Europe, particularly along the North Sea and the Baltic Sea. In recent months, the health authorities of many Member States (the Netherlands, Germany, Italy, etc.) have notified outbreaks in poultry farms (turkeys and broiler chickens, laying hens). Twenty-nine countries are now affected across the whole of the European continent, which has recorded nearly 400 outbreaks in livestock and 700 cases in wildlife.

    France is not spared. A first outbreak of highly pathogenic avian influenza was detected on 26 November in a commercial laying hen farm in the commune of Warhem, in the Nord department . This is the first case on farms since last winter's epizootic which lasted until spring 2021. Several other farms have since been affected and new cases have been detected in wildlife.

    On December 16, an H5N1 type outbreak was confirmed in a farm of ducks ready to force-feed in the town of Manciet, in the Gers.
    This is the first poultry outbreak highlighted in the Southwest since the start of this new episode.

    As of January 17, 2022, France has had 216 outbreaks of highly pathogenic avian influenza (HPAI) in livestock, 22 cases in wildlife and 5 cases in backyards.

      Protective measures in the event of an outbreak or case

      Health policy measures are taken each time an outbreak is detected to prevent any spread of the virus:

      preventive slaughter of animals within a perimeter defined by prefectural order,
      prohibition of the movement of poultry in defined protection and surveillance zones around the outbreaks. When it comes to confirmed cases in wildlife, temporary control zones (ZCT) are set up.

      REMINDER : The consumption of meat, foie gras and eggs – and more generally of any poultry-based food product – does not present any risk for humans.

      The entire metropolitan territory was placed on November 5 at “high” risk in view of the rapid progression of the avian influenza virus in Europe.

      Application of the following preventive measures throughout the metropolitan territory, due to the transition to "high" risk:

      appropriate sheltering of poultry from commercial farms and confinement or netting of barnyards; prohibition of the organization of gatherings and the participation of poultry originating from the territories concerned;reinforced conditions for the transport, the introduction into the natural environment of game birds and the use of decoys;ban on racing pigeon competitions departing from or arriving in France until March 31; Mandatory vaccination in zoos for birds that cannot be confined or protected under netting. These measures are intended to protect domestic poultry from potential contamination. They are accompanied by daily clinical monitoring in all farms (commercial and non-commercial) in order to detect any appearance of the virus as quickly as possible.
      In areas at high risk of dissemination, samples will be taken before movement and only people essential to the operation of the farms will be able to enter. Professionals in the foie gras sector are committed to reducing density in areas affected by previous crises, as this risky period approaches.
      The methods of sheltering have been adapted to take production conditions into account, particularly for open-air farms. These adaptations aim to ensure a high level of protection against the risk of introducing the virus into farms.

      Two decrees reinforcing preventive measures

      In application of the roadmap signed with the professionals last July, the Ministry of Agriculture and Food published two decrees on September 30 which specify the rules to make poultry farms less vulnerable to the virus.

      The first decree defines the parts of the metropolitan territory within which the highly pathogenic avian influenza virus (HPAI) has a high probability of spreading from one farm to another, in the event of introduction. These areas are called “diffusion risk areas” (ZRD):

      The second decree defines the preventive measures to be observed in establishments holding poultry or captive birds, on the basis of a risk analysis:

      Extreme vigilance expected of all

      Julien Denormandie called in September for strict compliance with biosecurity measures and increased surveillance by professional actors, individual bird owners and hunters.

      The episode of highly pathogenic avian influenza (HPAI) experienced in France between autumn 2020 and spring 2021 was the cause of 492 outbreaks in poultry farming, 20 cases in wildlife and 2 cases in captive wildlife. About 3.5 million poultry (mainly ducks) were slaughtered in the Southwest during this crisis on the orders of the administration, following the detection of outbreaks or as a preventive measure to limit the spread of the virus.
