                  While two departments of the Pays de la Loire region are currently experiencing a rapid spread of the highly pathogenic avian influenza virus (HPAI), new protective measures are being deployed now. They must make it possible to slow down the spread of the virus and start production as quickly as possible for breeders.



                  74 outbreaks in farms have been confirmed to date in the Pays de la Loire region, mainly in Vendée, with a large number of new suspicions under investigation. The acceleration of this epizootic has been observed in the last few days: 58 outbreaks confirmed in Vendée on March 4, against 9 on February 24, and 11 outbreaks in livestock since February 28 in Loire-Atlantique.

                  The outbreaks identified to date are located for the vast majority in an area that is both sensitive (known as “at risk of dissemination”) and strategic because it hosts many breeding farms and many hatcheries from all poultry sectors. Nearly 500,000 animals have already been slaughtered in this area.

                  The causes of rapid dissemination are currently being assessed by ANSES. Its opinion should be delivered next week and allow a better understanding of the causes to continue adapting measures to deal with the epizootic.

                  Beyond the conventional health policy measures put in place, in order to act quickly to limit the spread of the virus and after consultation with all local and national stakeholders, the Ministry of Agriculture and Food has decided to strengthen protection and control measures:
                  • Increase in animal elimination capacities with 5 teams already mobilized and 1 additional team in the field from next week to ensure depopulation;
                  • Suspension of shipments of chicks and hatching eggs produced in all hatcheries in the restricted area;
                  • Depopulation of poultry farms around strategic sites (hatcheries, breeding farms) within a perimeter of 5km;
                  • Widening of the surveillance zone with a ban on the movement and re-installation of poultry, except by way of derogation.
                  In addition to these measures, the ministry calls for increased vigilance in terms of biosecurity by all actors, professionals or individuals, to prevent the transmission of the virus between farms, in particular via equipment and means of transport .
                  As of March 4, France had 443 outbreaks of highly pathogenic avian influenza in livestock, 35 cases in wildlife and 17 cases in backyards.
                  As a reminder, the consumption of meat, foie gras and eggs – and more generally of any poultry-based food product – presents no risk for humans.

                          To limit the slaughter of animals and limit the spread of the virus, some think of the vaccine. Until now, there was none, but now two laboratories (including Ceva specializing in animal health based in Libourne) have developed a vaccine. Before being put on the market, this vaccine candidate must be challenged with full-scale experimental tests. This work will take time and even in an ideal scenario, it will not be available for next winter.

                          A majority of breeders and poultry organizations would rather be in favor of vaccinating ducklings, but several problems arise, including cost. In addition, most Asian countries do not want to consume fat ducks that have been vaccinated. However, some producers rely on exports to achieve their turnover.

                          There is urgency at a time when 60% of European countries are affected by the virus and Italy has just removed 18M of birds.

                          The only bright spot in the gloomy picture of the moment: the love side of the duck does not change. The results of the celebrations are good: foie gras, duck breasts, aiguillettes sold very well. Sales even increased.
