    KPK Press Statement 13 June 2019 - Current Situation of Rabies in Sarawak

    The Ministry of Health Malaysia (MOH) wishes to state that there is one (1) new case confirmed by rabies, a 61-year-old woman from Pending, Kuching, Sarawak. He has confirmed rabies infection through a laboratory test conducted by the Institute of Medical Research (IMR) on June 12, 2019. Regretfully informed that he had died while undergoing treatment at the Sarawak General Hospital (HUS) ward on June 12, 2019 at 10.47pm. MOH expresses condolences to the late family.

    The case has a history bitten by a wild dog at the thumb of his right hand on April 29, 2019. It happens when he tries to dump the dog who is always barking on him. He had washed the wound for 5 minutes and continued to seek treatment at a community clinic near his home and was given a week's appointment. However, he did not seek the prescribed follow-up treatment as he argued that the wound on his finger had been healed.

    On June 6, 2019, he began to experience pain and discomfort in his right arm. He has been hospitalized at Sarawak General Hospital on 8 June 2019 and has been admitted to the Infectious Disease Ward and is given Rabies immunoglobulin (RIG). The next day, he complained of nausea, dizziness, difficulty swallowing, headaches, difficulty in swallowing water ( hydrophobia ), uncomfortable in the arms of the right hand and weak in the lower part of the body.
    With this confirmation, cases of rabies confirmed among humans in Sarawak since the declaration of the epidemic on 1 July 2017 until 12 June 2019 was 19 cases; including 18 deaths. Of the 19 cases, three (3) cases were reported in 2019.

    The State Health Department (JKN) Sarawak has issued a reminder to all medical practitioners in the state to ensure the management of animal bite cases including dogs carried out in accordance with the Animal Bite Cases Management Guide in Sarawak. While the case of a risky bite and failed follow-up treatment should be notified immediately to the nearest health office so that the case can be detected.

    The MOH would like to emphasize that one of the ways of preventing rabies infection in humans is to IMMEDIATELY REMOVE THE LITTLE PURPOSE with soap and water that flows at least 15 minutes to eliminate the effects of saliva. After that, seek medical advice at a nearby clinic or hospital. Always avoid being bitten by dogs or wild animals as most areas in Sarawak are positive rabies.

    To ensure that preventive and control measures of rabies virus infection can be implemented thoroughly in order to achieve Sarawak-free rabies, the public is requested to always follow the authorities' instructions and cooperate in the implementation of rabies prevention and control programs.

      Epidemiological comments The event of rabies in Sarawak is still confined to 11 divisions, however the infected area increases from 62 to 63 districts. The Department of Veterinary Services (DVS) in Sarawak, the Federal Department of Veterinary Services (DVS), the National Disaster Department and some other enforcement ministries and agencies are conducting rabies control and eradication program in Sarawak from March 2019 through mass vaccination and selective culling of stray dogs. Six phases out eight have been completed and all phases are due for completion in November 2019.

        Epidemiological comments The event of rabies in Sarawak is still confined to 11 divisions, however the infected area increases from 62 to 63 districts. The Department of Veterinary Services (DVS) in Sarawak, the Federal Department of Veterinary Services (DVS), the National Disaster Department and some other enforcement ministries and agencies are conducting rabies control and eradication program in Sarawak from March 2019 through mass vaccination and selective culling of stray dogs. Six phases out of eight have been completed and all phases are due for completion in November 2019.

          World Rabies Day is celebrated annually on September 28 as an effort to raise awareness of the world about the importance of preventing rabies. This year the theme was 'Rabies: Vaccination to Eliminate' ( Rabies: Vaccinate to Eliminate ). Following the World Rabies Day 2019, the Ministry of Health (MOH) would like to announce the latest status of rabies outbreaks in Sarawak.

          The rabies outbreak in Sarawak that was declared on July 1, 2017 is now entering its third year. The number of pet bites in dogs and cats is still high, averaging from 40 to 60 cases a day, at a rate similar to the first year of rabies outbreaks. Most cases of these bites can be avoided if these animals are well managed. People especially parents are asked to educate and monitor children to ensure high levels of personal hygiene especially proper handwashing after interacting with animals.

          Also in 2019, a large number of dogs and cats biting the victims will be tested positive for rabies. According to a report from the Department of Veterinary Services of Sarawak, as of September 30, 2019, a total of 138 (32.8%) samples from a total of 420 test dogs and cats were found to be rabies positive.

          This year, there were five (5) confirmed cases of rabies among humans. The last case was on August 21, 2019 involving a 64-year-old man from a longhouse in Mukah, Sarawak. The patient was bitten by a dog taken from his brother in Kanowit. The case died on August 19, 2019 while under the care of a specialist in the Intensive Care Unit (ICU) of Bintulu Hospital.

          From July 1, 2017 to October 3, 2019, the number of rabies cases in humans was 21. All of the cases died except for a surviving child and now nine (9) years of age who had severe neurological complications due to rabies infection. All these cases of rabies can be avoided if the bite is immediately cleaned properly to eliminate animal saliva. Further should seek treatment at the health facility immediately .



          Dog bites or scratches are the leading cause of almost all reported rabies cases. Rabies infection in humans can be prevented by rabies immunization to the animal. Make sure your pet receives rabies immunization every year to ensure they remain protected from rabies infections. Avoid adopting or raising a dog whose health status is unknown. Five (5) of the 21 cases of rabies involved dogs being bitten by dogs taken from other individuals with unknown rabies vaccination status.

          Almost all Sarawakians report that dogs and cats are found to be rabies except Limbang, which is rabies free. As such, every owner is responsible for ensuring that their pets are receiving rabies immunization. Avoid pets outdoors or mixing with dogs or wild animals.

          The MOH would like to advise the public to abide by the recommendations and instructions of the authorities in implementing the Rabies Control and Prevention Program to ensure that prevention and control measures for rabies virus infection are implemented in the best interests of the people of Sarawak.

            Epidemiological comments The event of rabies in Sarawak is still confined to 11 divisions, however the infected area increases from 62 to 63 districts. The Department of Veterinary Services (DVS) in Sarawak, the Federal Department of Veterinary Services (DVS), the National Disaster Department and some other enforcement ministries and agencies are conducting rabies control and eradication program in Sarawak from March 2019 through mass vaccination and selective culling of stray dogs. Six phases out of eight have been completed and all phases are due for completion in November 2019.

                Epidemiological comments The event of rabies in Sarawak is still confined to 11 divisions, however the infected area increases from 62 to 63 districts. The Department of Veterinary Services (DVS) in Sarawak, the Federal Department of Veterinary Services (DVS), the National Disaster Department and some other enforcement ministries and agencies are conducting rabies control and eradication program in Sarawak from March 2019 through mass vaccination and selective culling of stray dogs. Six phases out of eight have been completed and all phases are due for completion in November 2019.

                      Epidemiological comments The event of rabies in Sarawak is still confined to 11 divisions, however the infected area increases from 62 to 63 districts. The Department of Veterinary Services (DVS) in Sarawak, the Federal Department of Veterinary Services (DVS), the National Disaster Department and some other enforcement ministries and agencies are conducting rabies control and eradication program in Sarawak from March 2019 through mass vaccination and selective culling of stray dogs. Six phases out of eight have been completed and all phases are due for completion in November 2019.

The Department of Veterinary Services (DVS) in Sarawak, the Federal Department of Veterinary Services (DVS), the National Disaster Department and some other enforcement ministries and agencies are conducting rabies control and eradication program in Sarawak from March 2019 through mass vaccination and selective culling of stray dogs.
