Targeting an epidemic before it hurts
    By Shan Juan (China Daily)
    Updated: 2008-06-27 07:38

Five years ago, an epidemic of the Severe Acute Respiratory Syndrome, better known as SARS, showed the authorities the benefits of transparency in reporting and handling a health crisis.

In a similar vein, this year's outbreak of hand, foot and mouth disease (HFMD) - which peaked at 11,501 daily reported cases on May 14 - has forced both central and local health authorities to find and plug loopholes in their surveillance of and response to epidemics.

HFMD can be caused by a host of intestinal viruses, but enterovirus 71 (EV71) is considered one of the more common ones that can cause a severe form of the disease.

The disease usually starts with a slight fever followed by blisters and ulcers in the mouth, and rashes on the hands and feet. Those affected by the EV71 often have serious symptoms, which can lead to meningitis, encephalitis, pulmonary edema and paralysis in some children.

HFMD itself is spread through direct contact with the mucus, saliva, or feces of an infected person.

EV71 is a frequent cause of HFMD epidemics associated with neurological disease in a small proportion of cases, the World Health Organization (WHO) has said.

HFMD cases, with a number having EV71 as the causative agent, hit 176,321 and including 40 fatalities - mostly involving children - on the Chinese mainland in May alone, the Ministry of Health reported.

Local Beijing health officials also warned this week that summer remains a peak season for HFMD.

The deaths of children from pneumonia-like symptoms first occurred in Fuyang, Anhui province, in late March.

The HFMD outbreak was confirmed and made public nationwide about a month later on April 27 - four days after the EV71 was identified in the cases.

By then, the number of recorded HFMD infections soared to more than 1,000 in Fuyang alone, including 20 fatalities.

The virus also spread to neighboring Henan province.

The sharp rise in the number of infections was mainly due to the fact that the virus spreads via routine contact, medical experts have explained. Infected adults can also pass on the virus to others, particularly children, even though they develop no serious symptoms other than rashes on hands.

"The longer people are kept in dark, the more likely they will get infected," said Yang Weizhong, the deputy chief of the Chinese Center for Disease Control and Prevention (CDC), adding that people can be caught unawares and not take any preventive measures.

Questions have been raised as to why it took so long for the public to be informed of the infectious disease. Although there is currently no vaccine available for the disease, measures such as hand washing and other ways of keeping personal hygiene have been known to be effective in guarding against the infection.

A number of contributing factors have been cited for the delay.

Before May 2, HFMD was not listed as an infection that had to be reported.

"It was beyond our scope to publicize the epidemic without accreditation from higher authority," said Wang Hao, spokesman for the Fuyang government.

    Procedural delays were also cited.

The doctor who raised the alarm for the epidemic was pediatrician Liu Xiaolin, of Fuyang No 1 Hospital, after she saw two youngsters die "in front of my eyes, within hours", on the night of March 28.

Liu first attributed the deaths to lung infection, although the HFMD caused by EV71 is associated with neurological disease.

Upon receiving the death report from Liu on March 29, experts from the local Fuyang health bureau and the CDC immediately started lab work, discussions, and other research, to find out the definite cause of the deadly disease, said Yan Wei, deputy director of the Fuyang health bureau.

Meanwhile, the alert on what was known of the infection was sent out, but only to local hospitals to strengthen surveillance.

Yan and his colleagues had little to work on. Last year, a total of eight HFMD cases, including one adult, was reported in Fuyang.

"It must have been underreported, as the infection was not listed as one that had to be reported before May," said Ni Daxin, a leading researcher at the CDC.

Ni said no lab test had ever been taken in Fuyang to figure out the specific virus behind the disease.

Unable to pin down the cause of the latest outbreak in three days, Yan and his colleagues immediately turned to the provincial health authority, reporting the epidemic on March 31.

However, it took the provincial health authority another 14 days to report the outbreak to the Ministry of Health.

Above all, there was the difficulty of verifying the virus for a public dissemination of the health threat that was already overdue, said Yang from the CDC.

Feng Zijian, director of the emergency response department of the CDC, attributed the challenging verification process to complicated lab tests, which could take up a lot of time.

"In the initial stages of the probe, efforts were expended to rule out serious viral diseases like SARS, bird flu and meningitis," he said.

At that time, the CDC labs in most provinces already had the capacity for EV71 testing and confirmation.

"If you know you are looking for the EV71 virus, it takes a very short time to verify the virus; if you don't know and have a case in front of you of an unknown disease, of course it can take a month, or even longer," said WHO China Representative Hans Troedsson.

Yang Hui, who lives in the suburb of Fuyang and has a 4-year-old daughter and 2-year-old boy, still laments why it took so long for people like her to learn about ways to prevent HFMD.

"My boy was in the intensive care unit of the People's Hospital of Fuyang for nearly a week," she told China Daily on May 2, as she waited for the doctor to see her daughter who developed rashes on her hands at the hospital.

"If we were told earlier about the problem, even if the information was not accurate and detailed, I would not have delayed treatment for my boy and my girl might not have been infected," she said.

When Yang first learnt about EV71 on April 27 through a radio program, she received from the village clinic a thermometer, a bottle of disinfectant, and a brochure explaining how the viral disease can be transmitted simply through the sharing of eating utensils and how, in most cases, it can be prevented.

"That knowledge came too late," she said.

The early deaths from the viral infection were largely caused by delayed and improper treatment, themselves a result of ignorance of the illness, pediatrician Liu Xiaolin said.

HFMD is now listed with 37 other contagious diseases, including SARS, tuberculosis and HIV/AIDS, as a notifiable infection.

Cheng Xiaodong, a public health professor with Wuhan University, said that government agencies should learn to become more media savvy to publicize issues closely related to people's life and health, without delay and in a mutually accepted way.

Fuyang because of a hand, foot and mouth disease fate of Sadness
    2008-05-09 14:48:13

Map on May 1, Anhui Fuyang, a hospital pediatrics ward, the EV71 virus intestinal infection in children under the care of parents receiving treatment. China news agency, Yinghui perturbation

Disaster, China will this small town once again pushed to the front of the world

International Herald Herald on May 9 reported a Laishixiongxiong the epidemic, a city will push the outlet Langjian. The spring of 2008, Fuyang, Anhui Province in northwest China at this level of the city, because of an intestinal virus called EV71 become the focus of attention of the world. As of May 5, 24, gastro-intestinal infection cases in Fuyang the total number of 4,929 cases, the death toll to 22 people.

In the growing number and frequency of a press conference held between international agencies and foreign media's shadow quite eye-catching. Disaster, the Chinese city of Fuyang this again pushed to the front of the world.

Difficult to erase the sad city

All along, the city of Fuyang seems to be difficult to shake off the fate of Sadness. This time, the foreign media in reporting on the EV71, but also not forget that the first outbreak of the epidemic - Fuyang the past.

"Fuyang is a 170,000 population (for 9 million) of the city, four years ago it was scandal-plagued public health security. At that time, China's milk poisoning kills people, Fuyang is one of the hardest hit." Singapore "Lianhe Zaobao" reported in a seemingly casual, in fact, Fuyang most easily be opened one of the scars.

After the outbreak of EV71 virus, the Chinese netizens on the Fuyang "Taofa" constantly, someone is listed "Fuyang Events", the construction of luxury office buildings will be local, "White House", corruption court in Fuyang, "Woan", and drugs such as milk powder incident list Together, to prove that Fuyang has been "occupied."

Because of shooting "Yingzhou City children" and received an Oscar nomination for best short documentaries of the American Chinese director Ruby Yang, tracking shot of the Fuyang Yingzhou City area families affected by AIDS. The most talked about shooting touch in the course of their scene, she said: "I clearly smelled a flavor - the taste death."

To some extent, Fuyang is indeed embarrassing. There are even foreign media in Hong Kong comment on the corrupt officials, they did not forget to dig in Fuyang. Canada, Global Network To illustrate "how small the corrupt officials", used the example is the contrast in Fuyang.

    Fuyang, a foreign reporter's observation

In the real issues before us and the outside world Zhiyi Sheng, the city again to Tongdingsitong, Fuyang, who began a "self-salvation", although this process is slow and difficult steps of the subject.

"When I started contact with the outside world, slowly I know, I support that this health of my home in the eyes of outsiders is only poverty and backwardness of corruption, is now the home has been devastated, I am sorry for my hometown." 1 Youzi of Fuyang in the blog wrote: see countless people to the mercy of Fuyang asked bitterly sarcastic scolded, I could not help tears, the pain that was my hometown ah! Qingheyikan!

The media will be EV71 virus, and four years ago with inferior milk powder incident, a local people in Fuyang accept the "International Herald Herald" in an interview that "relatively disgusted." "Just because we have Fuyang There were some things that many people Jiushichongti, make improper speculation and irresponsible." The condition of anonymity, that the inferior milk powder incident in Fuyang, were also victims, "not a milk factory Anhui is the "," we can not say that is the fault of Fuyang. "

Singapore's Lianhe Zaobao in Shanghai, Ho Wei Xi, is this going to an interview with foreign reporters in Fuyang one. In an interview two days in Fuyang City of experience, her lot in this city with emotion.

Although she did not agree with the many past and present will Fuyang negative news linked to the practice, but she is the "International Herald Guide," explained her intuitive feeling: "To be honest, I think the local people's awareness of prevention is still relatively weak Of. "Fuyang in the two days Mr Xi Wei do not see a person wearing masks.

But in some respects, Mr Xi Wei Fuyang that there is still changing. She interviewed the evaluation process is "okay okay," an example, she interviewed Fuyang City Hand, Foot and mouth disease prevention and control work at the headquarters were answered.

WHO territory of the Fuyang City Landmark

As for the World Health Organization (WHO), is not a stranger to the Fuyang City. Whether the bulk of babies in 2004, or even earlier the HIV crisis, WHO officials have repeatedly visit the city to assist the analysis of the epidemic, the programme of treatment for crack them. Compared with the past, this time, WHO's voice seems to be more resounding.

"China Eastern a common childhood diseases lead to the outbreak of dozens of child deaths, though not enough to cause panic, but has drawn the attention of the World Health Organization officials." April 29, that is, Fuyang City People's Hospital, director of pediatrics Dr. Liu Xiaolin issued a warning a month after the epidemic, the United States, "the Wall Street Journal" reported the case.

"Wall Street Journal" reported that, despite the prevalence of Chinese children result in the virus family on a global scale have found, but the World Health Organization officials in Beijing said the situation should be cause for concern, especially with the current mortality rate in previous years Compared with a rise.

At the same time, the Chinese media began to appear on the relevant information on the issue of transparency Zhiyi Sheng. The lessons of SARS have experienced the Chinese people realize that the local government Chibao,-reporting, often misrepresent the epidemic could become a booster to accelerate the spread of the epidemic. Although authorities in Fuyang City of Anhui Province and deny the existence of several public-reporting problems, but people still continue to challenge, until the WHO shots.

May 1, the World Health Organization praised China for the rapid response, so that the mortality rate of the second half of April from March 10 to 31 of the 11 percent decline to 0.2%. For the first death in the end of March, but it was not until April 15 before the local government first open condition, WHO said that understanding, in China or on behalf of Hanzhuo (Hans Troedsson) that this was because the cause of the difficulty of existence .

WHO on the support of China in Fuyang City, and also reflected in the timely release of information on the authority. "I think it's the Beijing Olympic Games as well as any other race does not pose a threat?? This is a disease mainly of infant diseases." Hanzhuo or said.

Hangzhou medical experts to the public a comprehensive analysis of hand-foot-mouth disease
-- Zhejiang channel (2008-06-21 10:14:45) Source Hangzhou Daily News Editor: Xiaoming

Since March this year, appeared in some regions of China due to intestinal virus infections caused by children with hand, foot and mouth, caused widespread concern in the community. At present, Hangzhou, hand, foot and mouth disease outbreak in a high state of dissemination. As of this week, a total of 3,365 cases, Hangzhou, hand-foot-mouth disease cases, including one case of Yuhang District have died. Since the June report of hand, foot and mouth disease, the number of cases showed slight upward trend.

Hand, Foot and mouth disease virus is how to disseminate the ? How should we prevent ? In order to give the public a correct understanding of hand, foot and mouth disease, Hangzhou City Health Bureau specially invited to the provincial director of the Center for Disease Control and Prevention Cong Liming, president of Children's Hospital Zheng-Yan Zhao, president of the hospital in six-Lou, a city hospital pediatrician Huang, director of first-mei, City Wang Jiehua Erkezhuanjia a hospital and the Municipal Public Health Bureau of Health and grassroots maternal and child health, such as the Director Zhou Hua Several experts, to the public a comprehensive analysis of hand-foot-mouth disease.

More than 20 kinds of viruses can cause hand, foot and mouth disease

Cong Liming (provincial director of the Center for Disease Control and Prevention, the chief physician):

Hand, Foot and mouth disease is a common infectious diseases, mainly caused by the intestinal virus, a fever and hand, foot, mouth and other parts of rash or herpes as the main characteristics of preschool children mainly to patients, especially children under five years old multi - Our province currently under the age of five age of onset of 86.80 percent, 2-year-old and 2-year-old accounted for 54.28 percent below. So easy to pop in the season preschools groups in the incidence of infection.

As the trigger hand, foot and mouth disease have more than 20 kinds of intestinal virus, and can not be infected, was in a life-long immunity, so there is no effective vaccine to prevent. Therefore the enhancement of health education to improve people's health awareness and self-protection ability is very important.

The vast majority of hand, foot and mouth in patients with clinical symptoms less serious, symptomatic treatment will quickly return to health, but some patients especially with three children under the age of EV71 virus, there will be some serious complications, particularly remind parents should be raised Vigilance Once a child fever and hand, foot, mouth and other parts of rash or herpes, the spirit of difference, nausea, vomiting, muscle twitching or physically jitter, such as inability to timely performance should be regular hospital.

Schools, preschools to strengthen Chen Jian, found that patients in accordance with relevant regulations after disinfection, and so do the work, when necessary, will be closed 1-2 weeks. Medical personnel in medical institutions Jiezhen hand, foot and mouth disease should be carefully observed condition and asked about history and found that hand, foot and mouth disease in particular, have three children under the age of hand-foot-mouth symptoms of the illness re-sign, should be promptly admitted to hospital for treatment. Does not have the medical institutions where conditions should be promptly referred to the children or children with pediatric specialist hospitals over the two general hospitals.

    Medical deaths sometimes inevitable

Zheng-Yan Zhao (Children's Hospital president and chief physician):
On the hand, foot and mouth disease have a correct understanding, it is necessary to actively control, to the extent possible, early discovery, early diagnosis, early isolation and early treatment, but also to avoid unnecessary panic and over-stretched. The deaths occurred from the medical sense sometimes it is hard to avoid, the disease causes the one hand, children with their own growth and nutritional status is also a very important reason, in our province in the last several deaths, all children with physical Very weak. The province more than 20,000 cases in a few cases of deaths, it should be said that mortality rate is very low. Of course, do its utmost to where children are our bounden duty of the medical staff.

To critically ill patients in the early clinical manifestations, corresponding to the timely treatment, to improve the cure rate of hand, foot and mouth disease is of great significance. For children and parents, individuals, families and preschools health is the key to prevention of infection. In addition to doing a good job of health, Qin drying clothing, and more ventilation, in particular, must control their children's hands. Before meals after they wash their hands with soap or liquid to the children wash their hands. Parents, nannies and other caregivers in contact with children, changing nappies to wash their hands after handling manure, the use of infant feeding bottles, pacifiers should be cleaned before and after use. In addition, do not let children drink raw water, eat cold food, not to take children to crowded, poor air circulation in public places, avoid contact with sick children.

    Parents need not panic

Lou Strong (6 City Hospital president, chief physician):

For suffering from hand, foot and mouth disease in children of parents hearts certainly very anxious, in fact, parents do not have to completely panic, the children especially in infants and young children of preschool is a lot of virus infection, the virus is the existence of the human nature of the challenge and nature of children An immunity, so it is normal to fall ill, we should correctly deal with it. Hand, Foot and mouth disease as a common diseases, frequently-occurring disease, is not there this year, our country many years ago are not as many people as frightening legend, and most patients are mild. It is precisely because of its multiple, symptoms of illness after the lighter, low mortality, the Ministry of Health until this year before its inclusion in Group C of the report infectious diseases. City hospitals treated six from the Hand, Foot and mouth disease patients, the vast majority is mild, generally about a week will be better. In the relative risk of very severe, six hospitals in the city treated patients in 688 cases, only two cases of severe, but by actively hospital for treatment, are pulled through again and again.

Hand, Foot and mouth disease incidence may be the year to summer and autumn Most of June and July for a period of high. In kindergartens and nurseries may be infected with a collective phenomenon and the family gathered incidence. The main collection - I and / or respiratory droplets spread by close contact can also be infected. Usually within one week after the incidence of infectious strongest.

    Early prevention is very important.

Huang first-mei (a city hospital, director of pediatrics, chief physician):

Hand, Foot and mouth disease is caused by infection of the intestinal infectious diseases. Major violations of children. Most children with a light, only for the performance of hand, foot, mouth, a herpes hip (hand, foot and mouth disease) or herpangina, lasted about a few days for the self-limited, there can be a very small number of severe encephalitis, brain meningeal Yan, brain stem encephalitis, pulmonary edema, or pulmonary hemorrhage, the rapid progress of disease, the mortality rate high. Therefore, hand, foot and mouth disease in the early prevention is very important.

Hand, Foot and mouth disease through respiratory, intestinal and close contacts, and other communication channels, in the hope that parents maintain good personal and environmental hygiene, eating the attention of health, maintaining good ventilation, and so on the basis of the work, paying particular attention to strengthening the child Physical training and nutritional supplements to enhance immunity, to avoid exertion, Shouliang, and other factors led to the decline in immunity. If it is found that children had abnormal performance, such as the child has fever or oral herpes, hand, foot and a small rash, blisters, with child care immediately to hospital.

Community health agencies to do a good job Visit

Zhou Hua (Urban Primary Health Bureau of Health and Maternal and Child Health Director):

According to the Ministry of Health, the Provincial Health Department regulations require, the city identified in a paediatric hospital in two or more hand-foot-mouth disease as a sentinel hospital treatment. As the community health service organizations (THCs) and other grass-roots medical institutions Pediatric relatively weak force, grass-roots medical institutions is to strengthen the pre-screening of outpatients attendance at work, shall not be carried out of hand, foot and mouth disease clinic activities. Especially for children under the age of three treatment of pre-screening work, to inform pre-screening and referral records. At present, some hand, foot and mouth disease in the patient's family in order to facilitate the hope that the community health service centres (THCs) for treatment, which is not allowed.

According to "hand-foot-mouth disease in Hangzhou home isolation of patients of community management technical guidelines", community health service centres (THCs) as a community management of those responsible for street-based (township) of the hand, foot and mouth disease patients do a good job in the management of home confinement , The main task is to investigate visiting, Bing Jia disinfection, close contact tracing and retrieval, and so on around the crowd.

Most patients can be cured naturally

    Wang Jiehua (City Hospital Erkezhuanjia):

Hand, Foot and mouth disease caused by a variety of intestinal virus, with the exception of EV71, also includes Coxsackie virus. These intestinal virus, the current lack of effects of antiviral drugs. Therefore, the general's hand, foot and mouth disease patients, as long as the attention of the appropriate rest, light diet, good oral and skin care, to avoid cross-infection and to give a symptomatic treatment, such as high fever, the proper use of antipyretic drugs, vomiting, diarrhea , Niaoshao be given to appropriate rehydration. After a few days most patients can be cured naturally, without consequences.

A small number of high-risk groups to the development of severe, caused aseptic encephalitis, encephalomyelitis, neurogenic pulmonary edema, pulmonary hemorrhage leading to death or survival after left sequels. The early identification of these patients need. The treatment of these patients mainly concentrated in the immune suppression systemic inflammatory response and targeted treatment.

Shanghai reports first child death of hand-foot-mouth disease
    www.chinaview.cn 2008-06-17 10:13:28

SHANGHAI, June 17 (Xinhua) -- Shanghai Health Bureau on Tuesday confirmed the city's first child death of hand-foot-mouth disease (HFMD).

The two-year-old boy was sent to the Shanghai Public Health Clinic Center for treatment on the evening of May 14, where he was diagnosed as having HFMD.

Emergency treatment failed and he died a few hours later, according to the bureau.

The child, a native in north China's Henan Province, lived with his family in Songjiang District of Shanghai, said a bureau statement.

Medical experts were still studying the case.

Shanghai reported 10,340 HFMD cases in the first five months. The city is not on the Health Ministry's list of the regions worsthit by the epidemic.

The ministry reported earlier last week that there were more than 176,000 HFMD cases reported nationwide last month. Daily reported cases declined from 11,501 at the peak on May 14 to 3,922 on June 5.

Central Anhui Province, which first reported the outbreak of HFMD, had 10,700 cases in May including four deaths.

The worst-hit provinces were Guangdong, Zhejiang, Hebei, Shandong and Hunan, according to the ministry's report.

Nurseries in Fuyang City, Anhui, the worst-hit city, resumed classes on Children's Day (June 1) as health authorities considered the situation was under control.

HFMD can be caused by a host of intestinal viruses, but EV71 and the Coxsackie virus are the most common. Those with EV71 often show serious symptoms. It can also lead to meningitis, encephalitis, pulmonary edema and paralysis in some children. There is no vaccine.

Boy is first HFMD fatality in Shanghai
By Christine Cai | 2008-6-17 | NEWSPAPER EDITION

SHANGHAI Health Bureau reported a fatal case of hand, foot and mouth disease yesterday. The dead boy is the first person to have died of HFMD in the city, where the epidemic has been controlled.

The two-year-old identified as Yu died at Shanghai Public Health Center on Saturday. The boy, who was from Shangshui County in Henan Province and living in Songjiang District, broke out in a rash on his hands and feet for three days. He was sent to the hospital on Saturday night.

He was confirmed as having HFMD with viral encephalitis and received hospital treatment. But his condition deteriorated and he died hours after arriving at the hospital, officials said.

Medical experts are investigating the case.

This year the city reported 10,340 cases of HFMD.

Most of the sufferers were children aged up to six. All 18 districts and Chongming County have reported detection of the disease.

The bureau said it was maintaining strict inspections and monitoring of the disease. All kindergartens are required to carry out daily morning checks and disinfection procedures.

Since an increasing amount of children living at home were reported to have caught the disease, the bureau said it would enhance education to promote knowledge of HFMD and prevent the virus spreading from adults to children.

"Educating adults to adopt good habits regarding personal hygiene is very important," said Song Guofan, an official from Shanghai Health Bureau. "It is known adults can spread the virus to children without developing symptoms themselves."

Health official: China HFMD outbreak peaks in May
    www.chinaview.cn 2008-06-10 19:01:43

BEIJING, June 10 (Xinhua) -- China reported more than 176,000 cases of hand-foot-mouth disease (HFMD) last month, but the outbreak peaked on May 14, Ministry of Health spokesman Mao Qun'an told reporters here Tuesday.

Daily reported cases declined from 11,501 at the peak to 3,922 on June 5, Mao said.

Central Anhui Province, which first reported the outbreak of HFMD, had 10,700 cases in May including four deaths, according to Mao.

The worst-hit provinces and regions were Guangdong, Zhejiang, Hebei, Shandong and Hunan, he said.

The disease was also found in regions hit by the devastating May 12 earthquake but, earlier this month, Mao told the press that it had been brought under control.

"The Ministry of Health required that HFMD cases must be reported since May 2 this year," said Mao, "Any HFMD case in the quake-hit areas will be reported immediately through our reporting system."

Nurseries in Fuyang City, Anhui, the worst-hit city, resumed classes on Children's Day (June 1) as health authorities considered the situation was under control.

Between late March and the end of April, the city reported about 22 death cases of HFMD but, in May alone, it reported 4,444 cases, including one death.

HFMD can be caused by a host of intestinal viruses, but EV71 and the Coxsackievirus are the most common.

HFMD usually starts with a slight fever followed by blisters and ulcers in the mouth and rashes on the hands and feet. Those with EV71 often show serious symptoms. It can also lead to meningitis, encephalitis, pulmonary edema and paralysis in some children. There is no vaccine.

Six punished for fatal HFMD case in China's Hubei Province
    www.chinaview.cn 2008-06-06 13:10:59

WUHAN, June 6 (Xinhua) -- Authorities in central China's Hubei Province have penalized six doctors and officials for mishandling a hand-foot-mouth disease (HFMD) case in which a child from Xianning City died, official sources said on Thursday.

The Chibi Municipal Health Bureau revoked the license of Huang Yingjun, a doctor with the Quankou Clinic in Guantangyi Town, Chibi city, who was said to have delayed the transfer of the patient to the county hospital.

The patient, surnamed Xie, came to the hospital on May 10 with a fever and cough. The symptoms were diagnosed by Huang as a cold. Xie was treated at the clinic for two days before being referred for further care.

The head of the clinic, Li Gexian, was dismissed for dereliction of duty.

On May 12, when the patient sought treatment at the Xian'an District Women and Children's Hospital and Dingsiqiao Township Hospital, doctors did not take the child's medical history or make an accurate diagnosis, nor did they refer the patient to other hospitals in a timely manner.

Wu Changqing, deputy head of the Xian'an hospital and Zhang Yinghua, deputy head of the Dingsiqiao hospital, were reprimanded for dereliction of duty. Lei Qing, a pediatrician at the Xian'an hospital, was dismissed and Wu Yuhua, a doctor at the Dingsiqiao hospital, was given a demerit.

Xie died after eventually being transferred to Pufang Hospital.

Both EV71 and Cox A16 can cause HFMD, which usually starts with a slight fever followed by blisters and ulcers in the mouth and rashes on the hands and feet.

Those sickened by EV71 often show serious symptoms. It can also lead to meningitis, encephalitis, pulmonary edema and paralysis in some children. There is no vaccine.

China experiences summer outbreaks of the disease. The HFMD toll this year was 43 as of May 16, with thousands having been infected, according to Xinhua's tally of local official results.
