    23rd meeting of the Council of Governors
    October 24, 2010


    Prime Minister, Dr. Ahmed Nazif chaired the 23rd meeting of the Council of Governor, hosted in Damietta governorate, in attendance of the Minister of Housing; Eng. Ahmed El-Maghrabi, Minister of Toursim; Zoheir Garana, Minister of Health; Dr. Hatem El-Gabaly, Minister of Local Development; Abdel Salam Mahgoub, and Minister of Family and Population; Mrs. Mushria Khatab. The meeting covered the following;



    Fifth: Current situation of bird flu:

    Dr. El-Gabaly presented a report on the current situation of bird flu in Egypt including the following;

    a- Global situation:

    * Number of countries has human infections since 2003 reaching 15.

    * Number of confirmed cases worldwide reaching 505; including 300 dead. The most infected places since the flu appearance is Indonesia.

    * The African Continent threatened by the epidemic severely outbreak, and the human infection appeared in;

    - Egypt: 112 cases including 22 in 2010.
    - Iraq: 3 cases in 2006.
    - Djibouti: one case in 2006.
    - Nigeria: one case in 2007.

    b- Current situation in Egypt during 2006-2010:

    * Total human infection in Egypt since March 2006 to date is 112 cases; 36 were dead. Egypt is the lowest death rates worldwide.
    * Cases were appeared in 20 governorates topped by El-Munfyia and El-Qalubyia.
    * The epidemic spread among poultries led to getting rid of 40 million poultries, something which negatively affected such industry.
    * The Ministry of Health is following-up on development that can be taken in the epidemic situation.

    c- Positives of combat efforts:

    ? The early diagnosis and detection of cases.
    ? The Egyptian government's transparency and credibility since the crisis started, along with coordination taken between ministries.
    ? Increasing people's awareness through media means.
    ? Activating the awareness programme taken by 13000 rural female pioneers.

    d- Challenges and negatives facing the combat actions:

    ? Large number of farmers and people stopped to notify about infected poultries.
    ? People continue purchasing poultries from unsafe sources and slaughter them at home.
    ? Weakening of the disease detection in home poultries or in farmers.
    ? Continue making markets and shops for selling living poultries.

    e- Future plan:

    ? Continue detection activities of poultries.
    ? Merging the flu activities in one programme to be able reading the epidemic situation.
    ? Continuous follow-up of the global situation.

    Sixth: Dr. El-Gabaly presented a report on the conjunctivitis disease which appeared recently;

    ? The recorded infected cases amount to 961.
    ? The disease is a result of weak infection leads to red eye without any complications.
    ? This virus can be eliminated through cleaning and health behaviors.
    ? Four governorates are vulnerable to infection namely Al-Dahklyia, Al-Sharkyia, Port-Said and Damietta.
    ? Using same tools such as towels between the family members.
