The above article is interesting. Meningococcal meningitis seems unlikely, given the large number of cases and predominance of deaths in the elderly. Viral meningitis is possible, but probably doesn't explain the preponderance in fatalities among the elderly.
Seasonal flu? Flu can cause encephalitis in some cases. H5N1 should also be considered, but the fatality rate and age groups are probably wrong.
Heat stroke itself can apparently be mistaken for meningitis or encephalitis; see the discussion over "AES" in India.
Interesting is that a majority of deaths may have occurred at a single hospital, raising the possibility of some kind of nosocomial infection there, such as MERS or Legionella.

This is due to the rising temperature, which has reached 47-48 C (116.6-118.4 F), leading local authorities there to close schools and reduce working hours to 2 hours and urging the local population to stay indoors, drink large amounts of cold liquids, and avoid sun exposure.
