    WELLINGTON, New Zealand (AP) -- A six-story building that collapsed and killed 115 people during last year's New Zealand earthquake did not meet construction standards and was held up by significantly weak columns, according to a government report released Thursday.

      The report, produced by an expert panel, identified three "critical" factors in the collapse:

      1. the intense horizontal ground shaking;

      2. brittle columns;

      3. and the asymmetrical layout of structural walls, causing the building to twist in the quake and place extra strain on the columns.

      Also, concrete in the columns was significantly weaker than expected.
